HomeMy WebLinkAboutbocc.res.237.2000 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF PITKIN COUNTY, COLORADO REQUESTING FUNDING ASSISTANCE FROM THE COLORADO DEPARTMENT OF TRANSPORTATION FOR ENTRANCE TO ASPEN IMPROVEMENTS Resolution#20004 RECITALS 1. The Record of Decision for the SH 82 Entrance to Aspen improvements was issued in 1998. 2. Pitkin County, the City of Aspen,and the Town of Snowmass Village utilized local funds to construct the first element of the Entrance, a roundabout intersection at Castle Cr. and Maroon Cr.roads. 3. The Colorado Department of Transportation agreed to reimburse the local entities for 75% of the cost of the project($4.8 million). 4. Although the roundabout is very successful, traffic congestion continues to exist on other areas of SH 82 entering Aspen. 5. Pitkin County has expended an unprecedented $8 million of local use taxes for safety and capacity improvements on SH 82 from 1990 to 1998. 6. Voters in Pitkin County, the City of Aspen, and the Town of Snowmass Village approved a bond question this November,which can provide approximately $5 million of local funds for further participation in the Entrance to Aspen improvements with the concurrence of the three governments. These funds, combined with the Roundabout reimbursement,could potentially raise a total of$9.8 million of local funds to expedite the Entrance to Aspen improvements. 7. The Colorado Department of Transportation has invested $200 million for safety, transit, and capacity improvements to the remaining sections of SH 82 from Basalt to the Buttermilk ski area. 8. In order for the benefits of the significant level of State and local transportation investments in the SH 82 corridor to be fully achieved, the Entrance to Aspen highway and transit lane improvements must be implemented. NOW THEREFORE BE IT RESOLVED by the Board of County Commissioners of Pitkin County, Colorado; Requesting funding assistance from the Colorado Department of Transportation for the Entrance to Aspen Improvements; Requesting the Colorado Department of Transportation form a partnership with the local entities to complete the Entrance to Aspen Improvements.
