The Board of County Commissioners of Pitkin County, Colorado, met at 10:00 o'clock AM, October 18,
1963, with the following present Chairman T.J. Sardy; Commissioners Orest A. Gerbaz and Samuel W. Howell; County
attotney Robert Delaney and Peggy E. Coble, Clerk.
Bills were audited, approved and ordered paid from the various funds as follows:
PUBLIC WELFARE FUND: $1,094.79
OLD AGE PENSION FUND: 4,295.00
HOSPITAL FUND: 5,075.47
Mr. Goerge Madsen requested tha the commissioners advise as to whether they would be in favor of a
central sign area in the vicinity of the airport on the basis of eliminating roadside signs down the Roaring
Fork Valley outside the zoned area. The commissioners advised than they would cooperate in this effort and if
it were determined and found to be feasible, and public cooperation could be obtained, they would make space
available along the highway near the airport for such an installation.
Mr. Clinton Stewart again appeared before the Commissioners requesting vacation of cross streets in
Eames Addition. He was advised that the Commissioners considered it desirable if the property owners in that
area desired the streets to be vacated that an alternate plan or re-platting of the area be provided that
would protect the skiing uses, would avoid undue congestion, and would provide adequate parking and that such
a plan would be given serious consideration by the Commissioners if submitted.
Mr. Clinton Stewart discussed with the Commissioners a possible compromise solution to the litigation
pending concerning the Aspen Grove Cemetery, which solution would involve relinquishment of a portion of the
original cemetery tract on the basis of setting an arbitrary division line. The offer was rejected.

The Commissioners considered petitions for abatement or refund of taxes as follows:
Petition of William C. Tagert on 1960 taxes assessed against the Ivanhoe Mi11 Site USMS2295-B with
abatement of $11.78 ordered.
Petition of C. C. Pate on 19b1 assessment as to Lot A, Little Texas Subdivision, Schedule 277 and
Schedule No. 1391, on the basis of a double assessment with abatement or refund of $5.63.
Petition of James R. Underwood, Jr. and Page C. and Nancy H. Twiss as to Lot A, Little Texas Sub-
division, abatement or refund granted on the basis of double assessment in the sume of $5.63 on 1961 taxes.
Petition of Donald L. Nelson on 1961 tax assessed to Lot 20, Little Texas Subdivision, Schedule No.
1293 and 1292, on the basis of double assessment, abatement granted in the sume of $5.63.
The Commissioners discussed the airport improvement program and the necessity of providing improve-
ments as rapidly as possible because of the deterioration of the airport surfacing, and the necessity of
enlargement to meet increasing use, and the necessity of matching federal funds to procure needed airport
improvements, whereupon the following resolution was unanimously adopted:
WHEREAS it is necessary to repair, improve drainage upon, and repave the Pitkin County Airport and
increased traffic makes it necessary to extend the length and otherwise increase the capacity of said airport,
conditions which could not have reasonably been foreseen at the time of the adoption of the last budget,
NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Pitkin County that there is
hereby appropriated from the Contingent Fund to the Airport Improvement Fund the sum of $30,000.00.
The budget and budget requests for the year 1963 were considered and discussed and notice of public
hearing on said budget having been duly published, and meeting having been conducted for the consideration
of any protests or objections or comments with reference thereto, and no persons appearing regarding siad
budget, it was directed by the Commissioners that the public hearing on the same should be declared closed and
the matter of final adoption of the budget and extension of levies for the year 1963 was continued until the meet-
ing of November 5, 1963.
Thereupon the meeting was recessed to 7:30 o'clock PM at the District Courtroom for the purpose
of conducting a public hearing on proposed zoning changes pursuant to notice published in the Aspen Times In
it's issues of September 14, 21, 28, October 5, and October 12, 1962.
At such meeting, a public hearing was held jointly by the Pitkin County Planning and Zoning Commission
and the Board of County Commissioners of Pitkin County, Colorado. The notice of proposed zoning changes was
read point by point and comments and objections as to each point were invited and considered and following the
conclusion of the public hearing the Commissioners requested that the Planning and Zoning Commission make
recommendation to the.,County Commissioners as to the proposed changes, and thereupon the m eting was adjourned.
