The Board of County Commissioners of Pitkin County, Colorado, met at 10:00 o'clock AM, November
19, 1963,, with the following present: T. J. Sardy, Chairman; Commissioners Orest A. Gerbaz and Samuel W.
Howell; County Attorney Robert Delaney; Peggy E. Coble, Clerk.
Bills were audited, approved and ordered paid from the Various Funds as follows:
PUBLIC WELFARE FUND: $876.74
OLD AGE PENSION FUN D: 4,336.25
Mr. & Mrs. Wesley Thorpe and Mrs. Flossie Adams requested the Commissioners to write the State Board
of Education to determine the qualifications of the County Superintendent of Schools in Pitkin County and if
not qualified, then to institute proceedings to declare a vacancy. They were advised this was not among the
duties of the County Commissioners and ;the Commissioners did not feel they should properly follow with such a
procedure.
A letter from the City of Aspen requesting information about the operation of the Pitkin County
Airport was received and authorization was granted to submit such information as might be desired by the City
in connection with the airport operations.
The following liquor license renewals were approved for the year 1963:
Hindquarters, Inc., Kettle Corporation, dba The Copper Kettle; Town and County Store; 0. R. and
Nelle White; Kirk-Chateau; Frank Bering, Jr. dba Cloud Nine and Buttermilk Mountain.
Upon request of the Aspen Sanitation District, as evidenced by certified copy of resolution passed
by the Board of Directors of that District, the following resolution was upon motion duly made, and seconded,
unanimously adopted:
RESOLUTION
WHEREAS, the Board of Directors of the Aspen Sanitation District have certified to the Board of
County Commissioners of Pitkin County the names of users of the sewer system of said District who have neglected
failed or refused to pay the rates and charges fixed for said Board for connection with and use of said sewer,
as stated hereafter,
NOW, THEREFORE, pursuant to direction of the said Board of Directors of the Aspen Sanitation District,
under the provisions of 139-53-17, C.R.S. 1953, there is hereby certified to the County Treasurer of Pitkin
County, Colorado, the delinquent sewer assessments listed below to be collected by said Treasurer in the
manner as though they were part of the taxes assessed against the several properties listed below, to-wit:

Petitions for abatement or refund of taxes were considered and the following action taken:
Petition of Louis Wille, on Schedule No. 1857 as to Lots H & I, Block 51, Aspen, it was directed
that tax refund of $64.23 be granted.
As to petition of Leanard A. Short and Delores Short on the basis of improvements incorrectly
determined it was directed that taxes be abated in the sum of $215.53.
As to petition of George A. White and Dorothy M. White on the basis of double assessment was directed
that abatement or refund be granted in the sum of $270.28 .
The Commissioners discussed the matter of a proper fee to be charged for processing and handling
applications for road approaches and structures upon County right of way and it was directed that hereafter a
minimum fee in the sum of $10.00 be charged on each application processed, with fees to be waived to the City
of Aspen and the Aspen Sanitation District.
County Engineer G. E. Buchanan announced that plans and specifications had been prepared and bids
solicited by newspaper and by invitation to bid for the improvements on the Pitkin County Airport and that
bids were to be opened on this date. It was then determined that only one bid had been received and tha'~ wias-,
from Corn Construction Company of Grand Junction. The bid was thereupon opened and it was determined that the
bid price based upon estimated quantities ~s prepared by the Engineer was $91,828.25, which was $1,065.25
above the engineer's estimate. The reppesentative of the Federal Aviation Authority, Mr. McCullough, who was
present for the bidding, and Mr. Buchanan as County Engineer, recommended that the bid be accepted and approved,
subject to Federal approval as to participating funds. Thereupon on motion made, seconded and unanimously adopted i
it was directed that cont8act be signed on behalf of the County with Corn Construction Company, subject to
Federal Aviation Authority approval and subject to posting of proper bond by the Contractor.
Mr. McCullough reported that because the bid had exceeded the estimate it would be necessary to sign
an additional grant agreement taking into acoount the additional funds required and that the Federal Aviation

Authority be informed the County would participate by the Sponsor's share of the additional money required.
Thereupon motion duly made, seconded and unanimously adopted, the execution of grant agreement and letter
were authorized and directed on the basis of the following costs for the airport improvements:
Engineering $7,346.00, land $4,000.00, administrative $300.00, contingency $5,025.85,
contract for construction $91,828.5, total $108,500.00, County's share 46.70%, $50,669.50,
Federal Share 53.30%, $57,830.50.
Mr. Roy Vroom again presented plat as to a portion of the Knollwood Subdivision and it was suggested
that he have this plat revised and check it with the County planning commission.
Mr. Edward Morgue requested information as to what the county would be willing to do regarding vacation
of the portion of the road shown upon the Aspen Company Subdivision plat that is occupied by a portion of
the Hugo Anderson improvements, and was advised that the County had previously indicated that the roadway could
not be vacated and apparently could not be moved, but that the County would not object to the improvements
remaining in their present location so long as not required for public ;use.
Request was made for cancellation of ~i~sxtax sale certificates by Clinton Stewart and after investi=
gation it was determined that taxes assessed under the schedules hereinafter described were uncollectible,
whereupon the following resolution was passed:

and they or their prededessors in title have erected valuable improvements thereon and paid taxes for mapy
years thereon based upon Pitkin County Treasurer's Deed recorded in Book 173 at Page 587 based upon Tax Sale
Certificates assigned by t]],..is board to former owners for a valuable consideration, and it was the intention of
this Board to transfer all certificates for taxes upon said lots at the time of former assignments thereof, but
it has been discovered that may certificates are still held by the County creating a cloud upon the record
title to said property.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Pitkin County Colorado, that
the Pitkin County Treasurer, in consideration of the sum of $1.00 for each certificate to be paid at or before
assignment, is hereby directed to assign to C. B. Mayshark and Helen L. Mayshark all of the following
described tax sale certificates held by Pitkin County, to-wit:

The Commissioners were advised that application had been filed for a liquor license on behalf of Roar-
ing Fork Land and Cattle Company and public hearing was scheduled for December 3, 1962 subject to the
applicant's publication of notice.
