COLORADO, APPROVING THE MEADOWOOD METROPOLITAN DISTRICT SERVICE
PLAN

RECITALS
l. The Meadowood HOA ("Applic~anY') has submitted a Service Plan to the Pitkin County Board of
County Commissioners ("BOCC") to establish a metropolitan Yaaing district for parks and recreation
management, street improvements, water distribution, safety protection, solid waste disposal, and public
transportation improvements.
2. The Planning and Zoning Commission reviewed and recommended approval of the proposed
Service Plan, subject to conditions, on February 5, 2008.
3. The BOCC reviewed the proposed Service Plan at a regular meeting on February 27, 2008 and at
a duly noticed public hearing on March 26, 2008, at which time evidence and testimony were presented
with respect to this application.
4. The BOCC makes the following findings with regard to the proposed Service Plan:
A. There is su~cient existing and projected need for organized service~ in tl~e area to be
serviced by the proposed special district.
B. The proposed special district is capable of providing economical and sufficient service to
the area within its proposed boundaries.
C. The area to be included in the proposed special district has, or will l~ave, the financial
ability to discharge the pmposed indebtedness on a reasonable basis.
D. Adequate service is not, or will not be, available to the area through the county or other
existing municipal or quasianunicipal corporations, including etisting special districts,
within a reasonable time and on a comparable basis.
NOW, THEREFORE, BE IT RESOLVED by the Pitkin County Board of County Commissioners that
it does hereby approve the Meadowood Metropolitan District Service Plan, subject to the following
conditions:
The Applicant shall adhere to all material representatious made in tl~e current or prior
applications or in public meetings or hearings and shall consider those representations to be
conditions of approval, unless amended by other co~~ditions.
2. Implementation of the service plan is subject to review and approval by the County, subject to
compliance with the applicable provisions of Chapter 7: Development Standards; specifically
Section 7-50-20: Water Supply Distribution Systems of the Land Use Code.
3. Within six (6) months of formation of this District or prior to pennit issuance, the Applicant shall
enter into an intergovernmental agreement for maintenance responsibility of Meadowood Drive.
The agreement shall commit the District to recognize tl~e ability for the public to utilize
Meadowood Drive. No signage shall be constructed that promotes only private access. Signage
shall be constructad that illustrates public access to the Church and public parking areas.
Meadowood Road shall not be gated.

4. In connection with the upgrade of water lines, the Applicant shall work with the Aspen Fire
District to establish acceptable locations for hydrants
5. Amendments to the service plan, including any expai~sion of the service area, are subject to
review by the Planning and Zoning Commission and approval by the Board of County
Commissioners.
6. Meadowood agrees that a mutually agreeable easement or access agreement of a determined
timeframe will be established as part of the Nordic Trai! System within the District bom~daries.
