RECITALS
1. The "Community of Redstone" (hereafter "Applicant") has applied to the Pitkin
County Board of County Commissioners (hereafter `'Board") for consideration of
Redstone Commercial District Signs at the south intersection of Highway 133 and
Redstone Boulevard subject to Land Use Code Section 7-60-50 (g).
2. The Board considered the request at its regularly scheduled meeting of May 14, 2008,
at which time evidence and testimony were presented with respect to this application.
3. The Board determined that the proposed signs meet the criteria established in Section
7-60-50 (g) of the Land Use Code.
NOW, THEREFORE, BE IT RESOLVED by the Pitkin County Board of County
Commissioners that it does hereby approve the proposed "Community of Redstone"
request for Redstone Commercial District Signs at the south intersection of Highway 133
and Redstone Boulevard. The signs shall be designed and placed as shown on Exhibits A
and B.

RE: Redstone Sign Project

SUMMARY: Tom Newland, County Staff and the "Redstone Community" have completed the Redstone
Signage Plan. The entrance signs are proposed to replace the aging, existing signs located along Hwy 133 at the
entrance to Redstone. The "Redstone Community" would like the signs to be in place for this summer's tourist
season.
The "Redstone Community" is requesting this signage under provisions of Section 7-60-50 (g) of the Land Use
Code whereby the Boazd may approve signs for incorporated municipalities and the Redstone Commercial
District. Such signs shall not exceed seventy (70) square feet, but may otherwise vary from all other sign design
standazds, including setbacks.
Previously the Boazd approved signage under this provision for the Town of Snowmass Village.
APPLICANT: The "Community of Redstone".
REPRESENTATIVES: Catherine Berg, Tom Newland.
LOCATION: It is proposed that there be two new signs located on either side of the south entrance to Redstone at
Redstone Boulevard. These two signs would replace the existing entrance signs in their exact same locations.

BACKGROUND: The Community of Redstone has worked with Art Burrows to develop a sign design that is in
compliance with all CDOT standazds. A drawing of the proposed sign is attached; see Exhibit A. Along with the
design, Art has provided an estimate of approximately $14,700 which includes the design, fabrication and
installation.
Staff has taken the signage plan and design to the Crystal River Caucus, the Scenic Byways Committee and the
Redstone Community Association. All three groups support the plan and design. Letters of support from the
Crystal River Caucus and the Redstone Community Association have been received.
On April 8, 2008, at a Work Session, the Board requested that Staff return at a public meeting to outline how
these signs would vary from "normal" sign design standazds and discuss possible funding.
REFERRAL COMMENTS: CDOT and Zoning comments were received.
STAFF COMMENTS:
Sign General Standards (LUC Sec. 7-60-50 (a)): The proposed sign design is in compliance with the majority
of the general sign design standazds. The differences are outlined below.
(1) Sigi7s shall not exceed eight (8) feet in height as measured from tl:e adjacent grade.
Response: The sign height will not exceed eight feet. The design drawings represent a sign height of
seven feet, ten inches. The sign height is measured from existing or proposed grade, whichever is more
restrictive. The sign will be placed on existing grade.
(2) Signs must be located no less than twenty (20) feet from any right-of--way, and no Zess than ten (10) feet
from any property boundary, except for directional signs approved by a governmental entity.
Response: The signs shall replace the existing signs in their exact location. The sign that is currently
located adjacent to the south bound lane is offset approximately sixty feet from the centerline of
Highway 133. The CDOT ROW in this area is approximately forty five feet off of the center line.
Therefore the proposed sign location will be less than twenty feet from the right of way line;
approximately fifteen feet off the ROW, on Pitkin County property associated with the coke ovens. The
sign will be well over ten feet from the property boundary.

North Bound Sign South Bound Sign
The sign that is currently located adjacent to the north bound lane is offset approximately forty two feet
from the centerline of Highway 133. The CDOT ROW in this azea is approximately sixty feet off of the
centerline. This sign will be sixteen feet within the ROW and well over ten feet from the property
boundary.
We have received letters from CDOT, Pitkin County Land Management and the Redstone Inn
approving the replacement of the existing Redstone Signs. CDOT has also stated that an IGA will not
be needed.
(3) Signs shall identify only interests conducted on the premises.
Response: The sign identifies the Historic District.
(4) Lettering, including cutout letter signs, shall not exceed twelve (12) inches in height, except for the
initial letter of each word, which may be eighteen (18) inches in height.
Response: The letter size shall range from 3.62" to 12" in height.
(5) Signs shall be a minimum of eight (8) feet above grade when located adjacent to or projecting over a
pedestrian way.
Response: Sign is not located adjacent to or over a pedestrian way.
(6) In the case of business premises occupied by more than one business entity, total sign area shall be
allowed as follows.
(a) For a free standing sign the total area allowed is as if the building were occupied by a single
business entity, or
(b) For wall signs located on the principal structure: each business entity shall be allowed one six (ti)
square foot sign, which square footage shall not be combined with other business entities.
Response: Sign is not associated with a business.
(7) Moving, jlashiiag, portable, unsafe, noise emitting and billboard signs are prohibited.
Response: Sign complies with this Section.

(8) Illumination of signs must comply widz Sec. 7-20-110.
Response: Sign is not illuminated.
(9) ,411 metallic surfaces shall be treated in order to reduce the effects of sunlight reflection on nearby
residential properties and/or the vision of passing motorists.
Response: The letters and arrow on the sign will be "Scotchlite reflective vinyl". This material is the
standard highway grade reflective vinyl used by CDOT. It meets safety and visibility specs for these
uses and will reflect only in a limited viewing angle (ie: directly back to the source of the illuminating
headlights). Broader reflections do not occur with this product.
(10) Signs shall be removed within thirty (30) days after premises have been vacated.
Response: The signs will be permanent.
(11) Local government jurisdictional signs (applicable to incorporated municipalities only) may vary from
these general design standards, subject to approval by the Board of County Commissioners for general
design standards and Board of Adjustment variances where necessary for signs located in the road
setback.
Response: This is not a local government jurisdictional sign.
(12) The Manual on Uniform Traffic Control Devices (MUTCD) shall apply to all County regulatory signs.
Response: Because the sign is not regulatory, but advisory, it is not required that it comply with the
MUTCD.
Signs of Incorporated Municipalities and the Redstone Historic Commercial District (LUC Sec. 7-60-50
(g)): Signs of Incorporated Municipalities and the Redstone Historic Commercial District are subject to the
following specific design standads:
(1) Shag not exceed a maximum of seventy (70) square feet.
Response: The proposed signs are each 23.5 square feet for a total of 47 square feet.
(2) The applicant shall demonstrate that the design and size of the sign is reasonably necessary to its
purpose and the design will not pose any safety hazards.
Response: The signs will replace existing signs of similar size. CDOT has approved the placement of
these signs in regazd to the safety of their location.
(3) Wlrere the sign is proposed outside of the jurisdiction, the applicant shall make a showing that the
design and location of the sign will assist the public in locating the jurisdiction.
Response: The sign is located in Pitkin County and the placement has been signed off on by the Scenic
Byways Committee, the Crystal Caucus, and the Redstone Community Association.
(4) The Board of County Commissioners may allow Signs of Incorporated Municipalities and the Redstone
Historic Commercial District to nary from the general design standards of Sec. 7-60-50(a) including
the size restrictions, subject to compliance with this section. The Board nzav also approve Signs of
Incorporated Municipalities and the Redstone Historic Commercial District within the road setbacks
listed in Table 5-I.
Response: The southbound Redstone sign is within the fifty foot roadside setback. The northbound
sign is outside of the setback and within the CDOT ROW.

RECONIMENDATION: Staff recommends that the BOCC adopt a motion accepting a resolution that approves
the Redstone Signage Plan.

RE: Proposed Redstone Identification Signs on Highway 133
I have reviewed the proposed plans for the Redstone Identification signs to be located on either
side of State Highway ] 33, and offer the following comments.
Signs of Incorporated Municipalities and the Redstone Historic Commercial District are subject
to the following specific design standards pursuant to Section 7-60-50(g) of the Land Use Code:
]) Shall not exceed a maximum of seventy (70) squaze feet. Each proposed sign is Zess than
70 square feet.
2) The applicant shall demonstrate that the design and size of the sign is reasonably
necessary to its purpose and the design wilt not pose any safety hazards.
3) Where the sign is proposed outside of the jurisdiction, the applicant shall make a showing
that the design and location of the sign will assist the public in locating the jurisdiction.
4) The BOCC may allow Signs of Incorporated Municipalities and the Redstone Historic
Commercial District to vary from the general design standards of Section 7-60-50(a)
including the size restrictions, subject to compliance with this section. The Board may
also approve Signs of Incorporated Municipalities and the Redstone Historic Commercial
District within the road setbacks listed in Table
5-1.
A review of Section 7-60-50(a) suggests vaziances of the following design standards will be
necessary by the BOCC.
1) It appears the proposed signs exceed 8' in height as measured from the adjacent grade
(# 1).
2) I had no site plan to review so cannot comment on compliance with (#2) which restricts
sign locations to no less than 20 feet from any right-of--way, and no less than ten feet
from any property boundary, except for directional signs approved by a governmental
entity,
3) The signs will not identify interests conducted on the premises.
4) The middle letters (S and T) appear to exceed 12 inches in height.
5) The signs are not proposed to be illuminated at this time.
6) The reflective vinyl on the lettering and arrow may not comply with condition 9 which
requires that "all metallic surfaces shall be treated in order to reduce the effects of
sunlight reflection on nearby residential properties and the vision of passing motorists".
7) Compliance with the Manuai on Uniform Traffic Control Devices (MUTCD) should be
determined by Road and Bridge staff.
Pursuant to Table 5-I, the applicable road setback for each sign is 50 feet as measured from the
Highway 133 right-of--way. "Only access roads, highway regulatory and directional signs, safety
lighting, and safety features are allowed between the right-of-way and the setbacks listed."

Dear 1vls. Wagner:
The Colorado Department of Transportation supports the replacement of the two historic signs in
Redstone.
The sign that is located on the Pitkin Iron Property is not on the right of way of highway 133 and
will not require CDOT approval.
The sign located adjacent to the Redstone Inn property is within the right of way of Highway 133.
As such, erection of this sign requires that permission from CDOT be obtained. This sign is well
outside the clear zone established in this area. As a result, I am granting permission to install a new
sign in this location with the following conditions: 1) All utility locates are the responsibility ofthe
persons making the installation. 2) Traffic flow on 1-lighway 133 will not be affected during
installation. 3) The sign tnust be placed in the same location as the existing sign.
In addition, an Intergovernmental Agreement for this project will not be required.

Thank you for presenting the "Redstone Signage Package" at the West Elk Loop Scenic
and Historic Byway Steering Committee meeting on March 22, 2008.
The West Elk Loop is a state designated scenic byway coordinated by and among five
counties, seven communities, several federal and state agencies, and the Colorado
Department of Transportation's Scenic Byway Program. It is operated under the guidance of
a Corridor Management Plan (CMP).
The Byway is managed by a Steering Committee consisting of representatives from the
various counties, communities and agencies. The Committee was very pleased with [he
concept design for replacement of the signs on Highway 133 near the south entrance of
Redstone. The members voted unanimously to send a letter of support fox this project as it
was presented to us at the March 22 meeting.
We also would like you to know how much we appreciate the opportunity to hear about
such projects and to provide input. Pitkin County Community Development and the Board
of County Commissioners should be commended fox the investment of time and resources
into this worthwhile project.

The Colorado Department of Transportation supports the replacement of the two historic signs in
Redstone.
The sign that is located on the Pitkin Iron Property is not on the right of way of Highway 133 and
will not require CDOT approval.
The sign located adjacent to the Redstone Inn property is within the right of way of Highway 133.
As such, erection of this sign requires that permission from CDOT be obtained. This sign is well
outside the clear zone established in this area. As a result, I am granting permission to install a new
sign in this location with the following conditions: 1) All utility locates are the responsibility of the
persons making the installation. 2) Traffic flow on Highway 133 will not be affected during
installation. 3) The sign must be placed in the same location as the existing sign.
In addition, an Intergovernmental Agreement for this project will not be required.

Dear Ms. Berg,
Thank you for presenting the "Redstone Signage Package" at the Crystal River
Caucus (CRC) meeting on 3/19/08.
The members voted unanimously to send a letter of support and thanks to Pitkin
County Com Dev and the BOCC for the County investment of time and
resources in all four phases; the completed CDOT signage, the design and
placement of the Redstone sign at the south entrance, access improvements to
Elk Park, and pursuing ideas and discussions for improving pedestrian and
vehicular safety at the south Redstone entrance and Coke Ovens. The members
understand that as phase four develops that it will come back to the CRC for
presentation and discussion.
