Gentlemen: Enclosed you will find notification of the amount available to the credit of your respective County from the "Reserve for General County School Fund" toggether with two copied of the affidavit required to be made by your Board under Section 36 (4)(a) and-Sections 36 (5)(a) and (b). This last mentioned affidavit required that you insert therein in the 1st line the asaesaed value of the County as established by the State Board of Equalization at the meeting of the Board in October, of 1939. In the 2nd line you should insert the aggregate amount which has been certified to your Board as required fon "General School rand purposes by the County Superintendent of Schools. In the 3rd line thereunder you should insert the mill levy required to be levied for "Gen- eral County School Fynd" puposes, as established by the requirements of th at purpose, before any reduction is made by reason of the receipt of the incane tax money. In all cases the mill levy should be carried out to two decimal places (as 4.64 mills). In the 4th line should be inserted the amount of the tax which would be raised if were extended. The necessity for this extended affidavit is found in the provisions of the law that the certification by yo~zr Board, not only must be that the levy on the assessed valuations shall be reduced by as much as the amount available from the income tax collections but also that the tax, itself, must be Peducdd by so much as is received by the income tax allocation. In other words, your certification must be to the reduction of the levy and also to the reduction ~f the amount of tax. To avoid delay it is necessary that the affidavit be si ~M-ied by all three membera_of the Board and the signatures }~rDperly attested +,n by any officer in your County authorized to ad- minister oaths or affirmations. 'Phe ori~iaal should be forwarded at your earliest convenience to my office. You are cautioned to use only the assessed valuation as fixed by the Board of Equalization, and also to correlate the mill levies with those fixed by the Colorado Tax Commission. The law does not provide for any specific date within which the affidavit must be filed or the disbursement made by the State Treasurer; but the State Treasurer's office will, as soon as the affidavits are received and found to be in proper order, immediately rem7.t the allocable amounts to the County Treasurers. And inquiries with respect to the completion of the affidavits should be made to either my- self or Mr. Haines, the Deputy State Treasurer, and we will endeavor to assist you in every way possible.
