Bullock of Shavertown, New York, relative to cert.~17-cate No. 136 on the SW4 of the NE4, E~ pf the NE4 and NW4 of - the SEA of Section 23-10-85, face amount 60.79. Please be adv3s ed that this certificate is the property of my client and~did not belong to W. C. Mitchell on June 22nd,. 1892, and he ~ had no right to make an affidavit that said tax certificate wsa lost and collect any redemption money thereon. I have the certificate in my possession and am willing to surrender it upon payment to me of the amount of taxes due on the date the redemption was paid into your office, without interest from that date until now. As I understand the 1 law, while undoubtedly it Sa no fault of your own, the County is liable for this amount to us upon the surrender of the certificate, and that if they gave tdae money to Mr. Mitchel 1" without the surrender of the certificate, they should have taken a bond and amply p~rotectsd themselves.
