HomeMy WebLinkAboutbocc.min.reg.08031959The Board of County Commissioners of Pitkin County, Colorado, met at 10:00 AM, August 3, 1959, with the following members present: Chairman, T, J. Sardy; Commissioners Orest Gerbgz and Samuel Howell; Robert Delaney, County Attorney; Peggy E, Coble, Clerk. Reports of the Clerk of the County Court, Clerk of the District Court, County Clerk, County Treasurer, Sheriff and Service Officer ware examined approved and ordered paid from Various Funds as follows: ORDINARY FUND: ~7,203.~+5 ROAD AND BRIDGE FUND: 22,683,72 HOSPITAL FUND: l~,214.74 COIINTY CLERRTS CLEARING FUND: 2,Q84.52 HOSPITAL IMPROVEMENT FIIND: 1,327,$0 AIRPORT ANTICIPATION WARRANT RETIREMENT FUND: 425.00 Minutes of the meetings of June 18, 1959, July 6, 1959, July 17, 1959 and July 20~ X959 were read and approved. The Clerk reported that Liquor License applications had been received from Leonard hort, for Redstone Lounge at Redstone, for a Restaurant License; from George A. and Dorothy . White for a package liquor license, and also from 0, R. and Nelle White for a package iquor license, both of Redstone, Colorado. It was determined that none of such applications' ad been on file for the required time and no proof of publication showing required ublication was presented~fo:' which reason3 the applications ware tabled for consideration t a later meeting. It was reported that the Board of Trustees of the Pitkin County Hospital had met and assed a Resolution appointing Samuel Janzen of Glenwood Springs, Colorado, as Acting dministrator of the Pitkin County Hospital, whereupon motion of Commissioner Gerbwz,.seconded y Commissioner Sardy, Samuel Janzen was appointed Acting Administrator of the Pitkin County ospital at @ompessation and for a period to be determined by the Board of Trustees oP said ospital. It was further directed that Mr. Janzen proceed as rapidly as possible with rangementa Por opening the new addition to the hospital and for securing license from the tats of Colorado for the same, and it was directed that all persona connected with the onstruction and operation of the hospital cooperate fully with him in assisting to carry out his program and that he be directed and appointed the County's Agent in dealing with the tate Health Department in this connection, making such use of assistance as he sees fit. Mr. Roy Vroom appeared before the Commissioners requesting information as to why awing operations had not been extended farther along the County road letadingipast the emetery, and was informed that du~ to'a l~m~hg~ ~~~woul~fbeog~en co~is~3e~~tionw~n tie ossible to continue this work far her bu paving work. Mr, Fred Glidden and Mr, Henry Stein representing the Pitkin County Planning and 5~~ appeared before the Commissioners requesting that consideration be given to inclusion in the next notice of public hearing for zoning changes of a provision that would require that exterior aiding and roofing on metal structures located in the zoned area of the county, be painted, colored or otherwise treated so as to prevent reflective glare in zoning districts where such construction is permitted and further that existing structures be required tO comply witkiin twelve months after-adoption of such provisions. After discussion upon motion duly made and seconded, and unanimously adopted, it was directed that notice oP such a proposed change be included in the next published notice oP Zoning Hearing. Mr. Fred Glidden Further reported that the Aspen Field Fund had offered to donate up to X250.00 to match a Like amount to be contributed by the County for the purpose of causing to be shown on the Falcon Airways Mapa boundaries of zoned districts, and after extensive discussion the Planning and Zoning Commission was authorized to arrange a program for the placing oP zoning boundaries in zoned areas iuiahin thee-County zoning jurisdiction on such maps, utilizing the donated funds and such portion of the County zoning budget as might be required, provided they stayed within the overall limits of funds budgeted for zoning purposeg in the year 1959. It wee further directed that the County express its thanks for the Contribution by the Aspen Field Fund for this purpose; Mr. Frederic Benedict requested that the County contact the State Health Department and ask that a survey be made by that Department and if possible by the Public Health Service to make recommendations and determine ways and means of controlling the mosggito problem along the Roaring. Fork in the vicinity of Aspen. Upon motion duly made and seconded, unanimously adopted it was directed that such a request be made to the State Health Department After discussion in which it was determined that substantial increases have ocourred in the amount of building, and work of the Building Inspector for the County, it was directed by the Commissioners that Lorain-R. Herwick as Building Inspector receive an addi- tional sum of X10.00 per month or a total of X35.00 per month for his services as Building Inspector for the County commencing with the month of Auwst 1959. The request of the Aspen Sanitation District for donation or tither provision per- mitting that District to utilize lands adjacent to the Sanitation District plant was again discussed and tabled for further consideration, pending determination of legal ways and mean. whereby this could be accomplished. The request of hir. Lloyd G. Speckean, Pitkin County Director of Public Welfare for .stenographic assistance was considered and upon motion duly made, seconded and unanimously adopted Mr. Speckman teas authorized to obtain temporary stenographic assistance for a period not to exceed four months. A list of prospective jurors supplied by the Pitkin County Treasurer was reviewed by the Commissioners and one hundred (100) names were picked therefrom to be certified ha provided by law as the jury list for the October 1959 term of the District Court of Pitkin County. The matter of service charges being made by the Pitkin County Bank on County Warrants was again discussed and Commissioners Gerbaz and $osell indicated that in their opinion such charges should not be made against the County, and Commissioner Sardy indicated that 3n .his opinion, considering the necessity of a bank in the Community, that such charges should be paid, The Commissioners directed that arrangements be made for the investment of the sum of X50,000.00 of moneys carried on deposit in the Pitkin County Bank in short term government securities. A letter from Clinton B. Stewart dated August 3, 1959 requesting that the Board inspect road constructed on property of Andy Bueach and Robert Stephens lying northerly of Highway 82 in Sections 17 and 18 be inspected for consideration of acceptance by the County as a County road and further advising that the owners are in the process of sub- dividing and expect to submit a plat to the County was considered and it was determined that inspection of the road would be made at such time as the sub-division plat was submittei Mr. Leonard Thomas Appeared in connection with the proposed relocation of the Castle Creek bridge and approaches by the State Highway Department, and affirmed his willing• ness to cooperate with respect to providing right-af-way for the new approach in the event the bridge is moved to the south and stated that he would make the necessary right-of-way thru his property available at a reasonable price and further offered to so advise the State Highway Department.
