The Hoard. of County. Commissioners of Pitkin County, Colorado, met at 10:00 A. M., April 4, 1960, with
the following members present: Chairman, Orest A, Gerbaz; Commissioners T. J. Sardy and Samuel W. Howell;
Bober[ Delaney, Attorney; Peggy E._Coble, Clerk,. being present. -
The reports of the Clerk of the County Court, Clerk of the District Court, County Clerk, County
Treasurer, Sheriff and Service Officer were examined, approved and ordered paid from various funds as
follows:
ORDINARY FUND: $9056.51
ROAD AND BRIDGE FUND: $9361.98
COUNTY CLERR"S CLEARING. FUND: $2543.65
AIRPORT ANTICIPATION .WARRANT -RETIREMENT FUND: $2583.34

Mr.. Ewing Taylor appeared before the Co®iaeioners xequesting.improvemente to the road at the mouth of
Conundrum Cxeek near the Highland Bavarian property. The Commiasionera agreed to send County equipment to
work on Chia load at [l;e firer opportunity when weather conditions.would permit.
A de~igations of residents and property. owners from Eedatone appeared before the Commissioners, in-
cluding Mr. and Mrs. Campbell, Mrs. Clayton, Mra. Yrvitt, Mr. and Mrs.. Leonard Short, and others, concerning
the matter of zoning in Redstone. Mr. and Mrs. Campbell requested the Commissioners proceed immediately
with proceedings to zone partof Redstone including their property, in accordance with petition previously
presented. This view was supported by several of the other peraoas present. Mr. and Mra. Short objected
.to such zoning: stating that it was an attempt to prevent Chem from operating a business on their property,
that it was discriminatory, and that i[ did not contemplate including, [be rest of the area of Redstone and
would dndply discriminate against them, and further advised [hat there was substantial opposition to such
zoning, ae was indicated by the statements filed with [he Co®iseionexe in opposition to such zoning.
Pollowing extensive discuss ion, and upon motion duly made, seconded and unanimously adopted, it was directed
that Trafton Bean, Planning Consultant, of Boulder, Colorado, who had assisted in relation to the County
Zotiiug around Aspen, be contacted and requested to make 'a. study of the zoning problem at Redstone and make
recommendations [o the Board of County Cosmisaionera.
Mr. Robert Ropp appeared before the Co®iaeionera requesting that action be taken by the County [o
locate the road with reference to his property :::East of Aspen, stating the matter had previously been dis-
cussed with the Commissioners on various occaeiona, but that no action had been taken. The matter was
referred to Mr. G. E.Buchanan, Couaty:Surveyor, for study and report to the Commi9aionera.
Mr. Roy Vroom appeared before [be Commissioners protesting taxeson a portionof his real property
West of Aspen, and stated that the assessed valuation was apparently substantially higher than other _
comparable property. in the Aspen Vicinity. Mr. Vroom was advised [hat it was apparently a matter that
should have been brought before the commie sinners sittingae a Board of Equalization in 1959, but that if he
sired to present a petition for abatement, it would be given due consideration.
Mr. Prederick Benedict appeared before the Commissioners concerning the apparent construction by
Hans Cantrup Bast of Aspen of houses on two dote sold by Mr.Benedict Co Mr.Caatrup, appearing to be in
siolation of the zoning regulations of the-County. The County Attorney was requested to investigate the
matter and report back to [he Commissioners. -

After Discussion, the following ~rsons were designated as members of a committee to consider the
construction of a new Pitkin County Li rary and the Clerk was requested to write letters asking that they
serve on such Committee, such members of the Committee to be as follows:

The Commissioners discussed with Mr. Lee Jones and with the members of the Planning and Zoning
Commission the matter of zoning to business use a part of Mr. Jones' property near Woody Creek, The
Planning and Zoning Commission submitted a report and suggestions as to the proposed zoning; Mr. Jones
stated that he was insistant upon the zoning of five acres to include the existing store and welding
shop for business use and that he would consent that the additional land owned by him remain in its
present zoning category if the five acres was zoned for business use. It was decided by the Commissioners
and by the Planning and Zoning Commission that before such zoning should finally be accomplished, that
adequate trailer park regulation should be adopted as a matter of zoning by the County. Accordingly, it
was moved, seconded and motion was unanimously adopted that the Commissioners declare that they contemplate
zoning approximately five acres of Mr. Jones' Woody Creek property, including the existing store and
welding shop, extending from the County road Southerly, for business use; that before the effective date of
such revised zoning, the County further contemplates the adoption of reasonable regulations for the
operation of trailer parks; that if Mr. Jones desires to proceed with the construction of a trailer park
in advance of such change of zoning, that it is recommended that he contact the Pitkin County Board of
Adjustment, and that the Commissioners recommend to the Board of Adjustment that they may grant a permit
for the construction of a trailer park within said five acre area, subject to reasonable regulations and
conditions to be prescribed in said permit.
There being no rther business the Board adjourned to meet April 18, 1960, at 10:00 A.M.
