The Board of County. Commissioners of Pitkin County, Colorado, met September 19, 1960, a[ 10:00 o'cl
A.M., with the following present;
OreatA. Gerbaz, Chairman; Coa®iasionexs Samuel W. Hauell and T. J. Sardy; Peggy E. Coble, Clerk;
and Robert Delaney, County. Attorney.
Bids were audited, approved and ordered paid from the various funds as follows:
OLD AGE PENSION PUND: $5,504.75
PUBLIC WELFARE FOND: 1,173.77
HDBPITAL FUND: 2,526.89

appeared before the Commissioners to discuss financing on the Park .and it was suggested that additional
information be compiled and a report-made [o the Coa®issionera.
Mr .. P.. W,. Anderson, on behalf of the CLTy of. Aspen, appeared before the Commisaionexa concerning the
Castle Creek .flume as it crossed the County Aoad leading up Castle Creek, and the necessity of repairs at that
location. I[ was agreed that the City and the County would participate on a 50-50 basis in performance of
such work.
Mr.. Stuart Mace appeared before the Cosmriasioners concerning the .use and maintenance of the Castle
Creek road, and he advised that he felt that additional work should be done to provide a travel area along
inside barrow pits; that whereever [he road was narrow due to the tea tricted length of culverts, that .the same
should be makred so that care would not encounter depressions at the ends. of. culverts; that he .was having a
very aubstant duet problem in front of his house as the result of iron ore t5ucks passing at considerable rates
of .speed , and he felt oil would be necessary. The Commissioners advised Mr. Mace that this matter would be
investigated and such action taken as the Commiaeionera deemed necessary.
Mr .. Frederick Benedict .app eared before the Commissioners requesting that the road leadingup Hunter
Creek be placed on the County,Road System, along the course leading over.Smuggler,-and that such road was
necessary in order that-the public might make use of the recreational advantages of the area served thereby;
further that a right-of-way. would be available for donation. Mr. Benedict was advised that the matter would be
investigated by the Coamiaeioners.
- tAr. Clinton.Stewart appeared before the Commissioners requesting approval. of subdivision plat on
RriSLlwood Subdivis ion, Lot 4, Sec tion 17, Township 10 South, Bangs 84 West, and Lot 10, Section 18, Township
10 South Range84 Wes t. of the 6th PM., After examination of the plat and discussion the same was unanimously
approved forEiling, aubjectonly to appropriate signature on the plat to be filed of record, by the Planning
and Zoning Coa®ission.
It was requested that the Commissioners dea3are that the easement. set .forth with respect to the
location of the tram on theTipple Woods.Subdivision plat not.be considered as a public right-of-way. After
discuss ion, the Commissioners agreed that this was intended to be a private-saeementfor. Che use and benEfit
of .property owners within such subdivision and not. as a dedicated public road or street.
Mr. James Adams appeared before the Commissioners and advised that. an. acuteproblem had-arisen
because of the lack of suitable apace in trailerparks for trailers, that accordingly the only solution appear-
ed-to be to grant exceptions xo trailer regulations whereby the same would be permitted to occupy areas outside
'of trailer parks until room in trainer parks was available.
_ Mr. Adams also ~diacusaed a proposed purchase of land from Mr. John Herron and questioned whether or
not the road .heretofore traversing--such land was a. public road_ Mr. Adams was advised that since the road in
question did not-appeax.~upon-the :County :road sjcatem as shown upon:highway maps, Chat-the Commissioners did not
assume ;jurisdiction over it, but that.Chia did~nob mean or~indicate that the same .was not a public right-of-
way or roadway. ~ - -
Mr.Meade~9latker, of Morrison-Knudsen Company, appeased before the~Commieaioners .and advised that
the Barnes cattle paths :; under the Gastle Creek road was becoming, dangerous and might collapse with continued
traffic. The Commissioners directed that G.E. Buchanan, County Engineer, investigate and report back to them
[he condition ofahe cattle.path-under the road. --- -~ ~ '- ~ - -~ -
Mr. Leon Wurl,. City. Manager, Advised that it was contemplated.that the water line-at the Pitkin Count

. Mr:. Don :Snyder .appeared before-they-commissioners ion behalf .:of --the Elks. CLub.ofAapen requesting [hat
the Commisaionere consider setting up a recreation program and contributing. money [hereto,.and he was advised
.that this platter wouldbe taken into consideration at the time of the adoption of the 1961 budget.
Mrs.. Pat Maddalone,. on behalf of the Pitkin. County. Hospital. Administration; appeared before [he
Commissioners ;and suggested that consideration be given to revising bed rates at the hospital to $14.00 per da
