The claim of C. E. Mills, for road oiling done during 1959 for the County was. again considered, and
it was concluded that this mateer should be deferred until full report was received from the Aounty.Engineer.
Mr. Gene Robison, appeared on behalf of the Aspen Sanitation District-and presented Resolution of the
District requesting that the Board of County Commissioners extenddelinquent sewer assessments against the
County. Taz Rolla in accordance with the proviaionaof theCOlorado Statutes. Thereupon, after examination
', of the Resolution and investigation as to the law involved, the following Resolution was on motion duly made,
seconded, unanimously adopted:
R E S O L I1 T I O N
WHEREAS the Aspen. Sanitation District acting by and through its Board of .Directors has certified to
the Board of County Commissioners of Pitkin County, Colorado, a list of delinquent sewer accounts within said
istrict, including the properties affec tedthereby, with the request and direction that said amounts be
added to the ad valorem [axes assessed against said properties for the year 1960, payablein 1961, and
WHEREAS under the statutes df theState of Colorado, the Board of County Commissioners upon receipt
of aucJi request is obligated to extend andimpbee delinquent sewer assessments against the properties thereby
affected,
NOW, THEREFORE, BE IT RESOLVED by the Board of~County Commissioners of Pitkin County, that the
Pitkin County Treasurer is hereby authorized and directed to include on the tax rolls as a part of the taxes
to be collected through hie office for the year 1960, payable in 1961., the taxpayers and properties hereinafter

A petition for abatement for 1958 taxes from Red Onion, Inc., was taken under consideration an d
discussed with Werner Kuater and it was directed that the same be investigated further, with additional report
to the Co®isaionera.
Upon request of Pat Maddalone, the Cammissionera authorized retirement of hospital anticipation
warrants 40, 41, 42 and 43 for $3,287.50 and directed the transfer for that purpose ~ofi$1,734.71 to the
appropriate warrant retirement fund in the office of the County Treasurer, the said amount of $1,734.71 being
transferred from donated funds.
Mr. Leon Wurl, City Administrator for Aspen appeared before the Cos®issioners and suggested that the
City and the County coordinate their request to the Colorado Department of Highways for. State participation in
road improvements during [be next fiscal year and suggested that the request should include widening and
betterments to State Highway 82 from the Gerbaz ranch northwesterly to Basal[; widening. of [he Maroon Creek
Bridge;the straightening and improvement-of the Independence Pase road; and also thatarrangements should be
made to sand the by-pass road across Castle Creek during freezing weather. Mr. Wurl was advised that Chia
was aubetantially the program the Commissioners approved and that the request could be coordinated..
Tfie matter of cooperation between the City. of .Aepea and the_County. on atreeta extending from the
City and County was discussed and it was condl.uded t1Jat there should be close cooperation on the work, main-
tenance and iv~rovements of these atreeta, especially ae to matters of gradee.and standards of const5uction.
Mr. Roy. Vroom appeared before the Cos®isaioners on behalf of a group of individuals and submitted
petition signed by. eighteen residents of Weat Meadow and Snowbunny,Subdivision protesting the continued use of
'the gravel crushing and hot ;mix plant along the County load leading[o the slaughterhouse bridge, at the
base of Red Butte. Mr. Vroom stated tha primary objection grows from~the smoke and noise on the mixingplant.
He was advised that thin operation could not be terminated immediately, but that the request would be given
full cone ideration and investigation suede to determine whether smoke andnoiae ;nuisance could be reduced or
avoided by some means.
Mr. George Vagneur appeared before the Cos®iss inners requesting a license for the installation of
a water line along .the County road leading to toe Aspen Meadow area, and stated it was proposed to construct

on behalf of Dr. Shields and Hollenbeck a nix-Snch water line along the west edge of the County road northerly
from the City Limi[a to the middle of the Shields ;and Hollenbeck property, and that it was proposed that
such water line after construction would be turned over to the City of Aspen and become partof the City's.
water system. On motion duly. made, seconded and unanimously ado pted, it was directed thatlicense be granted
''- for the installation of such water pipeline at the place indicated, provided the installation was in st;ict
r campl iance with plane, specifications to be approved by. the County Engineer, and that the installation proceed
in such manner. as the County. Engineer approve without unnecessary damage to the road; and without unnecessary
delays or interference with traffic, and further that the license so granted would be terminable in the even[
of coatis ued damage to the road by..the pipeline, or water escap int from the same.
I[ was reported that a request had been made for authority to purchase on
behalf of the Judge of the District Court of Pitkin County a Judicial robe to be worn in thatCOUrt, in
accordance with rules established by the Colorado Supreme Court, whereupon the Coa®isaioner's authorized the
acquisition of the same.
~ Complaint was made that dumping had been occurring at the dump of the Town. of Basalt along ;the
County Road right-of-way, causing an unhealthy and unsightly condition and appearance and it was concluded
' that thin matter would be taken up and discussed with the Basalt authorities.
It was directed that notice be publlahed of contract completion and aettl ement with heater Spaulding
on Court House improv6men[s.
Thereupon, after discussion, the following resolution was upon .motion duly made, seconded,
unanimously adopted:
RESOLUTION
WHEREAS the Colorado Supreme Court has decreed that land acquired by. Counties through tax sales is
required by law. to be sold at public auction and returned to the tax rolls and the only statutory exception to
such rule is a provision permitting counties to set .aside and retain such property. to be used forordinary
purposes of government, and '
WHEREAS i[ would be in the public interest and could constitute a substantial saving in taxes to the
public if the Boards of County Commissioners were premitted by. law to retain property acquired on tax salsa to
be used for all lawful public purposes, either by the counties or by other public agencies dealing with the
counties such as cities and towns, sanitation .districts; achooldietric ts, recreation districts and other
similar agencies [o the"-end that such property might be used for Yecraation, parks, school sites, and other
public ones and public purposes.
NOW, THEREFORE,.be itresolved by the Board of County Coa®issioners, Pitkin County, Colorado, that
it is hereby reco®ended that-legislation be introduced in the next General Assembly to permit real property
acquired by counties to be used for all public purposes and that it is requested that the County Commissioners
Association for the State of Colorado endorse such legislation and aid in its introduction and passage.
Thereafter the-salary situation of elec tedCounty officials and Countiesof the Fifth Class were
discussed;. and upon motion duly made, seconded, thefollowing Resolution was unanimously adopted:
RESOLUTION
-WHEREAS the coatof living has been conatantlyincreas ing for many years and wages and salaries in
practically all branches 'of industry .have been suba[antially increased and,
'WHEREAS salary increases for elective •county -officials in the smaller counties of Colorado have been
so small and Infrequent th.• a substantial and graving disparity axis is between the salary rates in such small
counties, 'and 'those yasearpbedcribed by law in the larger counties, and
WHERHAS the present rate of pay-for elective county officials in small counties, particularly ,those
of the Fifth Class, are nubs tantlally disproportionate to the responsibilities assumed and do not presently
constitute a fair. living wage,
~I NOW, THEREFORE, be it resolved by the Board of County; Commissioners. of Pitkin Connty, Colorado, the
it is recommended that legislation be introduced for the increas in salary. of elected countyoffic isle in the
smaller counties, particularly[hose of the Fifth Class, at the earliest practicable date to assist in obtain-
ing passage of such legislation.
