Mr. Fred Glidden, Representing the Pitkin County Planning and Zoning Comaission, appearedbefore the lommissioners to diacusa the reS4eed~BOning Plat and mentioned to the Commissioners that the Planning Coamttsaion gad met and considered the Plat in detail with Mr. Trafton Bean and recommended a Public Hearing .be conducted '.i ~.oncerning the same The Coomtissioners noted and discussed the proposed changed, particularly in the area .amediately North of Aspen in the vicinity of Mill Street and after discussion it was concluded that the matter '. if scheduling a Public Hearing should be tabled until the map was:~gi#.en further consideration. ~I Mr. Robert Lester, Accountant of Colorado Springs, appeared before the Commissioners and discussed iethoda of aimplyfying and making more efficient the accounting system in the Courthouse. Mr. Lester, advised i :hat he could see no good reason for having semi-annual audits ,rather than annual audits., and it was agreed :hat a more effective accounting system could be provided with an annual audit, and with periodic .spot checks .n certain areas of the Courthouse; with a revision of the method of warrant writing; with an up to date set of ~;~ Hooka concerning expenditures of various departments and offices in relation to budgeted Eunda, to be used at ' :ach meeting where bills are paid by the Commfsaionere, and also to be used when the annual budget is adopted; III, ilao, to arrive at a more efficient mesas of estimating surplus cash availabia for investment, and generally to ~~~ review the accounting :procedures being followed in the Courthouse. After discussion, and on motion duly made, az', seconded it was directed that Mr. Lester make a study of-County accounting procedure sand make a report to the :ommiasioners preferrably before .Taauary 1, 1962, at acost not to exceed $500.00. R. C. Brown appeared before the Commissioners to .inquire about proposed sale by the County Creasurer of mining claims in the Aspen Mountain Area for delinquent taxes for the ydar 1960 only, as advertised) In the Aspen Times by the Pitkin County Treasurer, such sale to occur December 11, 1861 and therea€ter. Darter was discussed in detail with Mr. Phillip Crosby , County Treasurer, and it was pointed out to Mr. Cooeby i that moat of the claims that advertised for sale were included in the list of those which the Commiss ionera had '. iirected that the Treasurer take to Deed oa behalf of the County,and that the County already. held tax sale ii :ertificates on the same; furthermore, that if any of such certificates were invalid, then-the. property should be back assessed to include all delinquent taxes, rather than for one year. Following discussion Mr. Crosby agreed to withdraw from the Sale those properties covered by Certificates already held by the County, and to promptly proceed with taking such property to Deed ae soonas balid certificates owned by the County scold be Mrs. Pat Maddalone appeared before the Commissioners concerning Hospital matters and on recoamendatid ~f the architect, and the Hospital Administration the Coamissioners approved payment No. 13 to R. W. Mier, :ontractor on the Hospital Conetructioa Program, this payment to include the. Change-Order No. 2, leas 10% with- , Mr. James Markalunas, Building Inspector, appeared before the Co®isaioners and recommended that s program'cbe started to require location on a map of any and all utilities buried under ground-upon County loads and right-of-way and further recommended that the mapping beincluded as a condition to permits hereafter ;ranted for use of public atreeta and rights-of-Way. This recommendation was approved. The Commissioners discussed with Mr. Thigpen of H. C. Price Company, Contractors for Rocky Mountain Natural gas Company, work requirements and deficiencies in the repair and replacement of County Ronde where gas lines are laid. Liquor Licenaea renewal for package liquor store. of 0. R. and Nelle White, Redstone, Colorado, was approved. Liquor License for Kettle Corporation, Four Seasons, was approved. The Commisaionera approved an expenditure during fiscal year 1962 in the sum of $480.00 ae Pitkin ~. ;ounty's participation in the 4H program ~ The bid of Bruce LeFavour, Box 513 Aapea, Colorado, in the sum of $100.00.fgr Bowling Green, Florence and Kentucky Mining Claims, M.S. 7285, was considered and tabledfor investigation. Stewart appeared before the Commissioners requesting assignment of Tax Sale Certi- ficates on. behalf of Fred W. and Mable M. Farr on Lota P & Q Block 77, Aspen, and thereupon the following resolution was unanimously adopted: _ RESOLUTION WHEREAS, FRED W. FARR AND.MABEL M. FARR,. have acquired record title through variousconveyancea to Lora P, Q, R and S, Block 77, in sad to the City and Townaite of Aspen, County of Pitkin, State of Colorado; sad they, or their predecessors in title have erected valuable improvements. thereon and paidtaxes for many years thereon bases upon Pitkin County Treasurer's Deed recorded in Book .149 at Page 219, based upon Tax Sale Certificates assigned bythie Boardto former owners for a valuable. consideration, and it was the intention of this Board to transfer all certificates for taxes upon said Lota atthe time of former assignments thereof,. but it hoe been disco vered that many certificates are still held by. the County creating a cloud upon the record title to said property sad the.,Board of County.
