Ranch I LLC, Ranch II LLC, Ranch III LLC, Ranch N LLC, and Ranch V LLC ("Applicant") have applied to the Pitkin County Hearing Officer ("Hearing Officer") to amend the prior land use approvals for Bane Tracts 1-5 to relocate and amend certain approved building envelopes, and to establish accessory envelopes for enhancements to Prince Creek, fire protection and stock ponds, agricultural improvements, access and drainage improvements. Each tract is also subject to a Development Agreement with the County, recorded at Reception Nos. 474059, 474060, 474061, 474062 and 474063, which provides for 20 year vested rights that shall expire on September 25, 2022. 5. The Hearing Officer considered this application at a duly noticed public hearing on May 20, 2003, at w[iich time evidence and testimony were presented with respect to this application. 6. The Hearing Officer finds that this amendment is consistent with the applicable standards of the Code, will not increase off-site impacts, and will not affect the use or character of the property as previously approved. 7. The Hearing Officer has determined that the proposed caretaker dwelling units meet the standards established in sections 3-I50-130(B) and 3-210 of the Land Use Code. For a distance of I S' around all structures, maintain vegetation at a height of 6" or less with mowed grass, low growing perennials or hazdscape. Woody vegetation shall not be planted with this perimeter. b. Beyond the 15 foot perimeter and up to 30 feet from the structure, grass shall be kept mowed to a height of 6 inches or less. c. Any future woody (i.e. evergreens) landscaping within 100 feet of structures shall be planted so that there will be a 10 to 15 foot spacing between tree crowns. All roof coverings shall be non-combustible materials as defined in the Uniform Building Code (iJBC) 1997 Section 1504 and installed on a Class A roof assembly. b. All roof coverings shall have a surface that shall facilitate the natural process of clearing the roof. c. All roof design shall facilitate the natural process of clearing roof debris. Protrusions above the roofline, such as parapets, shall be prohibited d. Roofs shall be installed as required by UBC 1997 Chapter 15 and shall have a minimum slope of 1:48. No development, including grading, excavating, fill placement, berming, decorative or omamental entry gates, construction pazking or staging shall occur outside of the approved building envelope unless otherwise specified in this document. Vegetation removal or disturbance shall not occur outside of the approved building envelope, except as necessary for ranch operations. Weed control, irrigation practices, control burns, and when necessary wildfire mitigation may be undertaken. Only one decorative or ornamental entry gate shall be allowed along Homestead Alley (off of the Dinkle Lake Road spur) or Four Baz Spur (off of Prince Creek Road) for the subject property and the other four Bane Tracts. 5. Utility extension and maintenance shall occur within the approved building envelope and/or within the existing driveway alignment. Well and septic locations may occur outside of the building envelope in locations approved by the Community Development and Environmental Health Departments. Fencing outside of the building envelope not necessary for the control of livestock is discouraged. Livestock fencing shat! be brought into compliance with County standards only when ranch operations ceases. B. Dogs shall be kenneled. Verification of a dog kennel, run, or other fenced azea should be completed prior to the Certificate of Occupancy. Dogs belonging to construction workers shall not be allowed on the property except for working dogs. C. All waste storage shall comply with Wildlife Protection Ordinance No. OI 0-2001. Prior to Certificate of Occupancy, compliance with the ordinance shall be verified. D. No riparian or wetland vegetation shall be damaged or removed. E. Utility poles must be made raptor-friendly or raptor proof. F. Any vegetation altered for an access road, utility line or similar use must be replaced with vegetation equal in type and quantity to that being removed according to a mitigation plan approved by the County Wildlife Biologistpursuant to section 3-80-080(A)(4) of the Pitkin County Land use Code. G. Any areas outside of the building envelope disturbed during construction must be revegetated with native plants according to a Revegetation Plan submitted by the Applicant and approved by the County Division of Natural Resource prior to issuance of a Certificate of Occupancy. The elements of the plan are outlined in the County Wildlife's Biologist letter dated April 25, 2002. H. Fruit-bearing trees and shrubs should be avoided in any landscaping due to the high level of black bear activity in the area. I. If horses are kept, hay shall be fenced at owner's expense with 8' mesh game proof fencing. 3. Mountains sage habitat shall be preserved to the maximum extent possible. 8. Prior to the issuance of a building permit, the Applicant shall obtain approval of a septic permit from the Environmental Health Departrnent. The septic system must comply with the setback requirements from surface and groundwater sources. A qualiFed professional engineer must design the system. The septic systems may be located outside of the building envelope, if approved by the Environmental Health and Community Development Departments. Prior to submittal of a septic permit, the Applicant shall provide documentation of adequate quality and quantity of water to the Environmental Health Department. The well may be located outside of the building envelope, if approved by the Environmental Health and Community Development Departments. 10. A fireplace/woodstove application must be filed and approved by the Community Development Department prior to the issuance of a building permit. ~~ 11. The Applicant shall comply with all codes and requirements of the Basalt and Rural Protection Fire District, which include and aze not limited to the following: A. Road/driveway widths should be at least 14 feet. In the places where the road crosses the streams, culverts should be 16 feet wide. B. Dead end driveways shall have tumazounds for fire appazatus. C. The Applicant shall submit a Drainage and Erosion Control Plan for review and approval by the r County Engineer prior to the submittal for any building or earthmoving permits. The plan shall detail the types and locations of drainage and erosion control features and methods to maintain them during construction. The Applicant shall provide a slope analysis in these areas to illustrate possible avoidance of these slopes. E. Any encroachments into wetlands or riparian habitat areas due to construction of the drive or installation of the drainage features should be avoided. If distubance of unidentified wetlands or riparian habitat areas are necessary, the Applicant shall consult with the County Division of Natural Resources. F. Winter access to the property shall be from West Sopris Creek Road to Upper Prince Creek Road to the intersection ofthe Dinkle Lake Road spur to the existing gate on Tract 1. The Applicant, owner, shall contract with the County in order to plow these County roads. Shall access to the Dinkle Lake Road spur be prohibitive; the Applicant shall be ailowed to use Four Bar Spur off of Upper Prince Creek Road during winter months. 16. All lighting shall comply with the regulations of the Land Use Code. 17. Commitment to serve letters from Holy Cross Electric, Qwest and any other commercial utiiity company shall be submitted at the time of building permit. 18. All development must comply with the provisions ofthe Pitkin County Noxious Weed Management Plan. The property contains aeeas of noxious weed infestation. The study was conducted in accordance with our agreement for geotechnical engineering services to Two Shoes Ranch dated September 26, 2005. The data obtained and our recommendations based on the proposed construction and subsurface conditions encountered are presented in this report. Proposed Construction: The proposed ranch manager house will consist of a log and wood frame structure with two stories over a full basement level (western portion) and one story over a crawlspace (eastern portion). The proposed guest cabin will consist of an existing single story log structure relocated over a new firll basement level foundation with a new wood frame addition. The structures will be located on the site as shown on Figure 1. Basement floors will beslab-on-grade. Cut depths are expected to range between about 5 to 10 feet. Foundation loadings aze assumed to be relatively light and typical of the proposed type of construction. If building conditions or foundation loadings are significantly different from those described above, we should be notified to re-evaluate the recommendations presented in this report. Site Conditions: The site consists of an existing meadow with some existing buildings. The building azea is gently sloping down to the north. Slopes slightly steepen outside of the proposed development azea. A small creek is located east of the site. Vegetation consists of grass and weeds with scattered groves of aspen trees. Scattered cobbles are visible on the ground surface. Subsurface Conditions: The subsurface conditions at the site were evaluated by excavating three exploratory pits at the approximate locations shown on Figure 1. The logs of the pits aze presented on Figure 2. The subsoils encountered, below about 1 to 2 ? feet of topsoil, consist ofrelatively dense gravel, cobbles and boulders in a silty to clayey sand matrix. At Pit 2, on the westside ofthe ranch manager's house, 6 feet of sandy clad EC EIVED was encountered overlying the gravel soils. The sample of clayey sand with gravel matrix from Pit 1 at 7 feet showed low to moderate compressibility under existing moisture conditions and light loading The sample of sandy clay from Pit 2 at 6'/2 feet showed a minor expansion potential when wetted. Results of a gradation analysis performed on a bulk sample of the natural coarse granulazsoils (minus 8 inch fraction) obtained from Pit 1 are presented on Figure 4. No free water was observed in the pits at the time of excavation and the soils were slightly moist to moist. Foundation Recommendations: Considering the subsoil conditions encountered in the exploratory pits and the nature of the proposed construction, we recommend spread footings placed on the undisturbed natural dense, gravel soil designed for an allowable soil bearing pressure of 3,000 psf for support of the proposed buildings. Footings bearing on the clay soils can be designed for an allowable soils bearing pressure of 2,000 psf. The clay soils possess a variable settlement/heavepntential after wetting and there could be some post-construction differential foundation settlement. Movement could be differential between footings bearing on clay soils and footings bearing on granular soils. The subgrade conditions should be further evaluated at the time of construction. Footings should be a minimum width of 16 inches for continuous walls and 2 feet for columns. Loose and disturbed soils encountered at the foundation bearirg level within the excavation should be removed and the footing bearing level extended down to the undisturbed natural soils. Exterior footings should be provided with adequate cover r above their bearing elevations for frost protection. Placement of footings at least 42 inches below the exterior grade is typically used in this area. Continuous foundation walls should be reinforced top and bottom to span local anomalies such as by assuming an unsupported length of at least 10 feet. Foundation and Retaining Walls: Foundation walls and retaining structures which aze laterally supported and can be expected to undergo only a slight amount of deflection should be designed for a lateral earth pressure computed on the basis of an equivalent fluid unit weight of at least 45 pcf for backfill consisting of the on-site granular soils and at least 55 pcf for backfill consisting of the on-site fine-grained soils, Cantilevered ' retaining structures which are separate from the buildings and can be expected to deflect sufficiently to mobilize the full active earth pressure condition should be designed for a lateral earth pressure computed on the basis of an equivalent fluid unit weight of at least 40 pcf for backfill consisting of the on-site granular soils and at least 50 pcf for backfill consisting of the on-site fine-grained soils. All foundation and retaining structures should be designed for appropriate hydrostatic and surcharge pressures such as adjacent footings, traffic, construction materials and q ~P p itions behind the e ul ment. The ressures recommended above assume drained cond. walls and a horizontal backfill surface. The buildu of water behmd a wall or an upward P sloping backfill surface will increase the lateral pressure imposed on a foundation wall or retaining structure. An underdrain should be provided to prevent hydrostatic pressure *""""' buildup behind walls. Job No. 105 856 ' GCC~teCh _ 3 - '' Backfill should be placed in uniform lifts and compacted to at least 90% of the maximum standard Proctor density at a moisture content near optimum. Backfill in pavement and walkway areas should be compacted to at least 95% of the maximum standard Proctor density. Care should be taken not to overcompact the backfill or use large equipment near the wall, since this could cause excessive lateral pressure on the wall. Some settlement of deep foundation wall backfill should be expected, even if the material is placed correctly, and could result in distress to facilities constructed on the backfill. The lateral resistance of foundation or retaining wall footings will be a combination of the sliding resistance of the footing on the foundation materials and passive earth pressure against the side of the footing. Resistance to sliding at the bottoms of the footings can be calculated based on a coefficient of fricfion of 0.35 for clay bearing soils and 0.45 for gravel bearing soils. Passive pressure of compacted backfill against the sides of the footings can be calculated using an equivalent fluid unit weight of325 pcf. The coefficient of friction and passive pressure values recommended above assume ultimate soil strength. Suitable factors of safety should be included in the design to limit the strain which will occur at the ultimate strength, particularly in the case ofpassive resistance. Fill placed against the sides of the footings to resist lateral loads should be compacted to at least 95% of the maximum standard Proctor density at a moisture content near optimum. Floor Slabs: The natural on-site soils, exclusive of topsoil, are suitable to support lightly loaded slab-on-grade construction. The clay soils possess a variable settlement/heave potential which should be further evaluated at the fime of construction. To reduce the effects of some differential movement, non-structural floor slabs should be separated from all bearing walls and columns with expansion joints which allow unrestrained vertical movement. Floor slab control joints should be used to reduce damage due to shrinkage cracking. The requirements for joint spacing and slab reinforcement should be established by the designer based on experience and the intended'slab use. A minimum 4 inch layer offree-draining gravel should be placed beneath basement level slabs to facilitate drainage. This material should consist ofminus 2 inch aggregate with less than 50% passing the No. 4 sieve and less than 2% passing the No. 200 sieve. All fill materials for support of floor slabs should be compacted to at least 95% of maximum standard Proctor density at a moisture content near optimum. Required fill can consist of the on-site soils devoid of vegetation, topsoil and oversized rock. Underdrain System: Although free water was not encountered during our exploration, it has been our experience in the azea that local perched groundwater can develop during times of heavy precipitation or seasonal runoff: Frozen ground during spring runoff can create a perched condifion. We recommend below-grade construction, such as retaining walls, crawlspace and basement areas, be protected from wetting and hydrostatic pressure buildup by an underdrain system. "' The drains should consist of drainpipe placed in the bottom of the wall backfill surrounded above the invert level with free-draining granulaz material. The drain should be placed at each level of excavation and at least 1 foot below lowest adjacent finish 7obNo.105856 ~ ~- Gec~tech -4- grade and sloped at a minimum 1% to a suitable gravity outlet or sump and pump. Free- draining granular material used in the underdrain system should coritain less than 2% passing the No. 200 sieve, less than 50% passing the No. 4 sieve and have a maximum size of 2 inches. The drain gravel backfill should be at least 1'/ feet deep. Surface Drainage: The following drainage precautions should be observed during construction and maintained at all times after the buildings have been completed: 1) Inundation of the foundation excavations and underslab areas should be avoided during construction. Drying could increase the expansion potential of the clay soils. 2) Exterior backfill should be adjusted to near optimum moisture and compacted to at least 95% of the maximum standard Proctor density in pavement and slab areas and to at least 90% of the maximum standard Proctor density in landscape azeas. Free-draining wall backfill should be capped with about 2 feet of the on-site clay soils to reduce surface water infiltration. 3) The ground surface surrounding the exterior of the building should be sloped to drain away from the foundation in all directions. We recommend a minimum slope of 12 inches in the first 10 feet in unpaved areas and a minimum slope of 3 inches in the first 10 feet in pavement and walkway areas. 4) Roof downspouts and drains should discharge well beyond the limits of all backfill. Limitations: This study has been conducted in accordance with generally accepted geotechnical engineering principles and practices in this area at this time. We make no warranty either express or implied. The conclusions and recommendations submitted in this report are based upon the data obtained from the exploratory pits excavated at the locations indicated on Figure 1 and to the depths shown on Figure 2, the proposed type of construction, and our experience in the area. Our services do not include determining the presence, prevention or possibility of mold or other biological contaminants (MOBC) developing in the future. If the client is concerned about MOBC, then a professional in this special field of practice should be consulted. Our findings include interpolation and extrapolation of the subsurface conditions identified at the exploratory pits and variations in the subsurface conditions may not become evident until excavation is performed. If conditions encountered during construction appear different from those described in this report, we should be notified at once so re-evaluation of the recommendations maybe made.
