Brush, debris and non-ornamental vegetation shall be removed within a minimum ten-foot (10') perimeter around all structures. b. Vegetation shall be reduced to break up the vertical and horizontal continuity of the fuels at a minimum of a thirhy (30) foot perimeter around a structure built on flat ground. (For greater slopes, reference the CSFS Safety Zone chart in Wildfire Guidelines For Rural HomeovHners, which provides general guidelines that may be modified by a wildfire expert acceptable to the County). c. Spacing between clumps of brush and vegetation up to the thirty (30) foot perimeter shall be a minimum of two (2) times the height of the fuel. Maximum diameter of the clumps shall be equal to the height of the fuel. All measurements shall be from the edges of the crowns of the fuel. d. All branches from trees and brush within the thirty (30) foot perimeter shall be pruned to a height of ten (10) feet above the ground with removal of ladder fuels from around trees and brush. e. Tree crown separation within the thirty (30) foot perimeters shall have a minimum of ten (10) feet between the edges Of the crowns, except for mature stands of aspen trees where ]adder fuels have been moved. In areas of aspen regeneration, understory shrubs and down and dead materials shall be removed. f. All branches that extend over the roof eaves shall be trimmed and all branches within fifteen (15) feet of chimneys shall be removed. g. All deadfall up to a one hundred (100) foot perimeter shall be removed. i. No new conifer trees shall be planted within ten (10) feet of a residence. j. No flammable mulches shall be placed within two (2) feet of a residence. k. The property owner shall be responsible for the continued maintenance of the defensible space vegetation requirements. A. ACCESS a. Access roads and driveways shall be built to County standards; however, these standards may be increased tq mitigate wildfire hazards based on comments provided by the Colorado State Forest~Service, the Sheriff's Department, local fire protection districts and/or a person approved by the County as an expert in wildfire area designation and mitigation. 'Where feasible, looped routes of access egress to a public road shall be incorporated in the design of a proposed development. Looped routes of access/egress is de ned as two (2) or more dedicated access roads to the main artery highway for widelly separated ingress/egress; looped drives with one (1) entrance point or divided single entrances do not satisfy this condition. Where this is not feasible, the Community Development Department may approve vehicular turnaround areas a maximum of seven hundred fifty (750) feet apart installed between the road intersection and its terminus. Turnaround areas shall be the same standard as cul-de-sac turnaroNnd pads; these may be incorporated into the proposed driveway entries. b. New dead-end streets shall 'nbt Abe permitted, except for cul-de-sacs and other turnarounds accepted by the applicable local fire district. a Cul-de-sac turnaround pads shall have a minimum of a thirty (30) foot drivable surface inside turning radius or a hammerhead or other T-turn area acceptab]e to the applicable local fire district. d. New driveways and access roadway shall enter the roadway at aninety-degree (90°} angle for the first twenty-five (25) feet of the driveway.' e. Fuel breaks as recommended by a wildfire expert approved by the County may be incorporated into the design of access roads or driveways. B• WATER SUPPLY FOR FIRE SAFETY a• When access to a public or private pressurized'water system is not available or if it is necessary to augment fire protlection water systems, private ponds may be used if approved by the Community Development Department and the local fire district. b. Any fire department recommendation for individual structure water supply and storage shall be accessible to fire department vehicles from the exterior of the structure through a fire department approved mechanism (such as a fire hydrant). The amount of storage capacity shall be determined by the fire protection district. c. Regardless of size, all structure$ (including detached garages and horse barns) where humans congegate regularly that are located within areas identified as containing "C--Severe Hazazdi Trees" or ^'X=-Severe Hazard: Brush'"""wildfire~tiazar"il`s~iall be required to install m-house sprinkler systems that meet the standards of the local fire protection district and the adopted Building Code. d. The study was conducted in accordance with our agreement for geotechnical engineering services to you dated August 1, 2006. The data obtained and our recommendations based on the proposed construction and subsurface conditions encountered are presented in this report. Evaluation of potential geologic hazard impacts on the site are beyond the scope of this study. Proposed Construction: The proposed residence will be a one and two story wood frame construction above a crawlspace and located on the site as shown on Figure 1. Cut depths are expected to range between about 3 to 4 feet. Foundation loadings for this type of construction are assumed to be_relatively light and typical of the proposed type of construction. The septic disposal system is proposed to be located slightly uphill and east of the residence. If building conditions or foundation loadings are significantly different from those described above, we should be notified to re-evaluate the recommendations presented in this report. Site Conditions: The building area is located in a small clearing on the south side of Elk Drive. Vegetation consists of an evergreen forest with scattered aspen trees and understory of grass, weeds and brush. The ground surface in the building area slopes moderately down to the west. A very steep hillside is located just south of the proposed residence. Subsurface Conditions• The subsurface conditions at the site were evaluated by • ,, . excavating two exploratory pits in the building and in the septic disposal areas at the approximate locations shown on Figure 1. The logs of the pits are presented on Figure 2. The subsoils encountered, below about one foot of topsoil, consist of slightly silty sandy gravel with cobbles and boulders. Foundation Recommendations: Considering the subsoil conditions encountered in the p n' p p P footin so laced ondthe undisturbed natural so d below totpsoil, d recommend spread g p esigned for an allowable soil bearing pressure of 2,000 psf for support of the proposed residence. The soils tend to compress after wetting and there could be some post-construction foundation settlement. Footings should be a minimum width of 16 inches for continuous walls and 2 feet for columns. Loose and disturbed soils encountered at the foundation bearing7evel within the excavation should be removed and the footing bearing level extended down to the undisturbed natural soils. Exterior footings should be provided with adequate cover above their bearing elevations for frost protection. Placement of footings at least 42 inches below the exterior grade is typically used in this area. Continuous foundation walls should be reinforced top and bottom to span local anomalies such as by assuming an unsupported length of at least 10 feet. Foundation walls acting as retaining structures should be designed to resist a lateral earth pressure based on an equivalent fluid unit weight of at least 45 pcf for the on-site soil as backfill. Floor Slabs: The natural on-site soils, exclusive of topsoil, are suitable to support lightly loaded slab-on-grade construction. To reduce the effects of some differential movement, floor slabs should be separated from all bearing walls and colurmis with expansion joints which allow unrestrained vertical movement. Floor slab control joints should be used to reduce damage due to shrinkage cracking. The requirements for joint spacing and slab reinforcement should be established by the designer based on experience and the intended slab use. A minimum 4 inch. layer offree-draining gravel should be placed beneath basement level slabs to facilitate drainage. This material should consist of minus 2 inch aggregate with less than 50% passing the No. 4 sieve and less than 2% passing the No. 200 sieve. All fill materials for support of floor slabs should be compacted to at least 95% of maximum standard Proctor density at a moisture content, near optimum. Required fill can consist of the on-site soils devoid of vegetation, topsoil and oversized rock. Underdrain System: Although free water was not encountered during our exploration, it has been our experience in mountainous areas that local perched groundwater can develop during times of heavy precipitation or seasonal runoff. Frozen ground during spring runoff can also create a perched condition. We recommend below-grade construction, such as retaining walls and crawlspace areas, be protected from wetting and hydrostatic pressure buildup by an underdrain system. The drains should consist of drainpipe placed in the bottom of the wall backfill surrounded above the invert levelwith free-draining granular material. The drain should be placed at each level of excavation and at least 1 foot below lowest adjacent finish grade and sloped at a minimum 1 % to a suitable gravity outlet. The drain gravel backfill should be at leastl'/ feet deep. Surface Drainage: The following drainage precautions should be observed during construction and maintained at all times after the residence has been completed: .n_...~ n excavations and underslab areas should be 1) Inundation of the foundatio avoided during construction. 2) Exterior backfill should be adjusted to near optimum moisture and compacted to at least 9~% of the maximum standard Proctor density in pavement and slab areas and to at least 90% of the maximum standard Proctor density in landscape areas. Free-draining wall backfill should be capped with about 2 feet of the on-site, finer graded soils to reduce surface water infiltration. 3) The ground surface. surrounding the exterior of the building should be sloped to drain away from the foundation in all directions. We recommend a minimum slope of 12 inches in the first 10 feet in unpaved areas and a minimumslope of 3 inches in the first 10 feet in pavement and walkway areas. A Swale may be needed uphill to direct surface runoff around the residence. 4) Roof downspouts and drains should discharge well beyond the limits of all backfill. Percolation Testing: Percolation tests were conducted on August 4, 2006 to evaluate the feasibility of an infiltration septic disposal system at the site. One profile pit and three percolation holes were dug at thelocations shown on Figure 1, The test holes (nominal 12 inch diameter by 12 inch deep) were hand dug at the bottom of shallow backhoe pits and were soaked with water one day prior to testing. The soils exposed in the percolation holes are similar to those exposed in the Profile Pit shown on Figure 2 and consist of slightly silty sandy gravel with cobbles and small boulders. The percolation test results are presented in Table 1. Based on the subsurface conditions encountered and the percolation test results, the tested area should be suitable for a conventional infiltration septic disposal system. Pitkin County requires that a civil engineer design the septic disposal system. Limitations: This study has been conducted in accordance with generally accepted geotechnical engineering principles and practices in this,area at this time. We make no warranty either expressed or implied. The conclusions and recommendations submitted in this report are based upon the data obtained from the exploratory pits excavated at the locations indicated on Figure 1, the proposed type of construction and our experience in the area. Our services do not include determining the presence, prevention or possibility of mold or other biological contaminants (MOBC) developing in the future. If the client is concerned about MOBC, then a professional in this special field of practice should be consulted. Our findings include interpolation and extrapolation of the subsurface conditions identified at the exploratory pits and variations in the subsurface conditions may not become evident until excavation is performed. If conditions encountered during construction appear different from those described in this report, we should be notified at once so re-evaluation of the recommendations may be made.
