FOR THE ASPEN YOUTH CENTER 12 HOURS OF SNOWMASS BBQ (SEPTEMBER ] 2, 2008)

RECITALS
1. Pursuant to Subsection 4-30-SO(i) of the Pitkin County Land Use Code, thc~ Community
Development Director of Pitkin County, Colorado ("Director') may approve a Temporary
Commercial Use/Special Event Permit for commercial activities or special events.
2. The Aspen Youth Center (hereafter, the "Applicant") has applied to the Director for approval
of a Temporary Commercial Use/Special Event Permit to conduct the 12 Hours of Snowmass
BBQ September 12, 2008. The event will take place at the Circle R Ranch in Woody Creek
from S P.M. to 9 P.M. Approximately 150 people are expected to attend, this includes staff
and volunteers. The Applicant has been issued a liquor license from the Pitkin County Clerk
and Recorder.
3. The Pitkin County Sheriffs Office, the Aspen Fire Department, EHNR, and the Emergency
Management Department have all approved this event A Certificate of Insurmce covering
this event and naming the County as an Additional Insured has been reviewed and approved.
4. The Director finds that, to the extent applicable, the application complies with uhe standards
in Subsection 4-30-SO(i) of the Land Use Code.
THE DIRECTOR HEREBY APPROVES the Temporary Commercial Use/Special Event Permit
for the Aspen Youth Center's 12 Hours of Snowmass BBQ subject to Applicant's compliance with
each of the following conditions:
1. Applicant shall adhere to all material representations made in, or in connection with, the
application.
2. No emergency access shall be blocked.
3. The Applicant shall have an alternative transportation plan to address intoxicated
drivers.
4. Failure to comply with the conditions of approval may result in revocation of this
permit

REQUEST: The Applicant is requesting approval of a Temporary Commercial Use/Special livent Permit
in order to conduct the 12 Hours of Snowmass BBQ.
APPLICANT: Aspen Youth Center (hereafter, "Applicant").
LOCATION: Circle R Ranch at 0265 Circle R Road in Woody Creek.
BACKGROUND: This event is a benefit BBQ for the Aspen Youth Center and will take place on
September 12, 2008. The BBQ is a kick off for the 12 Hours of Snowmass Bike Ride event that takes
place on September 14~". The BBQ runs from 5 P.M. to 9 P.M. and approximately 125 people are
expected to attend with S staff people and 20 volunteers. Tickets will be sold for $SO and ticket sales will
stop at a maximum of 250.
REFERRAL COMMENTS: The application was referred to the Woody Creek Caucus, Tom Grady; Ellen
Anderson, Ed Van Walraven, and EHNR.
Ellen Anderson signed off on the application for Emergency Management after reviewing an alternative
transportation plan submitted by the Applicant stating how they were going to deal with intoxicated
drivers.
Ed Van Walraven approved the application for the Aspen Fire Department stating that he will inspect the
BBQ area before the event
Adequate proof on Insurance was submitted and approved.
Tom Grady reviewed and signed off on the application for the Sheriffs Department
The Woody Creek Caucus approved the application but did express concern regarding the number of
vehicles that would be on the road since no shuttle service is being provided.
EHNR has approved the event and the Pitkin County Clerk issued a liquor license
STAFF COMMENTS:
Pursuant to Subsection 430-50(i) of the Land Use Code, Applicant must demonstrate that adequate
provisions have been made for all of the following:
1. Police supervision (if necessary);
2. Public parking;
3. Insurance;
4. Site set-up, maintenance and clean-up;
5. Emergency services; and
6. Safety of operations.

Additionally, temporary structures must conform to applicable building codes and other County
regulations. Each of these requirements is addressed, in turn, below.

on the application.

The event is open to the public. To attend guests will purchase a ticket for $50 per
person. We aze trying to keep this a fun, local event and keep the cost affordable.
We will not sell more than 250 tickets. We will have volunteer"sat the gate with a
list of ticket holders allowing those in who have purchased tickets and guiding
guests to the parking area. Volunteer training will take place prior to the event. This
is a very simple BBQ with food and music. There will most likely be a small band
playing music.
Site Plan (and maps): This is a very simple BBQ event. All the cars will pazk in
the designated pazking azea in a mowed field next to the house. The food and drinks
will be served near the house. A map is attached.

No radio"s will be needed for this small event.
We will have a guest list of attendees and if any changes arise, we will contact
them.
Security Plan: No professional security is being hired.
Medical Plan: If any medical emergencies arise, we will call 911. We are going to
seek an EMT to volunteer and be on hand during the event. There is a difibulator in
the pole barn.
Safety Plan: The proposed event capacity is 250. We do not expect to meet the
capacity. If any emergencies arise we will ca11911 and use the assistance of an
EMT on site.
The event will be held outside. There aze fire extinguishers located in the pole bam.
There aze two entrances in and out of the ranch for vehicle traflic. If there is any
inclement weather, we will move people into the pole bam. This event does not
pose any substantial risks.
Safety Contact is the same as the main contact" s listed at the beginning of this
document.
Transportation/Traffic Plan: There is a lazge 2 acre pazking area near the house.
We will have volunteer"sat the front entrance and directing guests to the obvious
pazking azea. We will not use buses or taxi"s. We will encourage people to ride
their bikes to the event, since it" s a kick-off BBQ to the 12 Hours of Snowmass
mountain bike race.
Parking Plan: We have a written letter from the property owner and map detailing
the pazking azea, which is over 2 acres. The pazking is free and volunteer 's can
direct guests to the parking area. There is outdoor lighting on the house, tennis
courts and pole barn that will provide enough lighting as people walk to their cars
when the event is over at 9pm.

Sanitation/Recycling Plan: There is no security being hired for this event. We will
provide portable toilets. We will talk with the portable toilet company and will
provide how ever many toilets are sufficient for our number of guests -
approximately 125.
There are dumpsters on-site and we will provide recycling bins for glass and cans.
Alcohol Mitigation Plan: Alcohol will be served -only beer and wine from 5-9pm.
We will not serve hard liquor. This event is ending early at 9pm and will not go late
into the evening, which should help avoid any alcohol related problems. The
bartenders are all trained servers and will not over serve the guests. They will ID.
Alternative non-alcoholic beverages will be provided free of charge. Food will be
available at all times. The event is non-smoking. If we feel someone is not in the
condition to drive, we will find an alternative method for transportation such as
Tipsy Taxi.
Accessibility Plan: Since the event is outdoors everything will be easily accessible
for guests with disabilities.
Alcohol Permit & License: An alcohol permit has been submitted through Janette
Jones with Pitkin County.
Food Permit: Food will be served. BBQ grills will be rented and food will be
cooked on the grills. All supplies that are stored overnight will be stored in
owner 's house on-site.
Parks/Open Space Permit:
Reviewed and accepted: YES
Sales Tax & Business License: Food sales aze included in the price of the ticket to
the event. Beer & Wine will be sold.

table contributions, of payments made by taxpayers for admission to or other
participation in fundraising activities for charity.
You are required to file Farm 990, Return of Organization Exempt From
Income Tax, only if your gross receipts each year are normally more than
$25,000. However, if you receive a Form 990 package in the mail, please file
the return eves if you do not exceed the gross receipts test. Zf you are not

Hi Valerie,
Sarah from the youth center has decided to keep the event pertaining to food "private' -meaning ONLY people
that are specifically invited can attend the BBO at the home in Woody Creek. There will be no ads in the paper
and if someone who was not specifically invited wanted to participate, they could not.
They are not prepared to hire a caterer and do not have access to a licensed kitchen. As long as it stays private,
there's no problem with them having the event and preparing the food in a private home.

The Woody Creek Caucus Planning Commission reviewed this application at its meeting yesterday, and
voted to approve it. The only concern was that there will be a significant number of vehicles on the road
for this event because no shuttles aze planned.

12 Hours of Snowmass Kick Off BBO

We will take all precautions to avoid anyone driving intoxicated. With certified
bartenders serving alcohol they will ID and not over-serve. We aze also ending the event
eazly at 9PM as a precaution to avoid anyone being intoxicated and driving while under
the influence.
We will have a volunteer at the exit thanking drivers as they aze leaving and checking to
make sure they aze not intoxicated. If we feel someone may be intoxicated we will:
1. Call the sheriff on duty and ask for Tipsy Taxi
2. The staff at the Aspen Youth Center and Extreme Sports Camp will intervene and
drive anyone home who needs a ride.
