Dear Robin:
At the request of Design workshop Inc. Wright Water Engineers has prepared
the following letter that addresses certain items of the Pitkin County Land
Use Code as they relate to the proposed improvements by Peter Morton at the
Robert Fulton residence located at 27304 Highway 82 on the Roaring Fork
River about 2 miles upstream from Aspen.
Following are discussions relating to Article 2 -Policies, and Article
5 -General Regulations of the Pitkin County Land Use Code.
2-4,5-100 Soil, Surficial Geologic Characteristics and Radiation. The
"General Soils Map of Prtkin County" prepare3—in Ma—y �2��he Soil
Conservation Service describes the surficial soil at the site as
"Haploborolls-Argiborolls-Eutroboralfs association: cool, deep to
shallow, well drained, sloping to steep soils an benches and mountain
slopes."
U.S. Geological Survey Map I 765-H entitled "Map Showing Types of
Bedrock and Surficial Deposits in the Aspen Quadrangle, Pitkin County,
Colorado" identifies the surface geology or alluvium consisting of
organic silt containing sand and cobbles.
The "Roaring Fork and Crystal valley, an Environmental and Engineering
Geology Study, Eagle, Garfield, Gunnison, and Pitkin Counties, Colo-
rado" Environmental Report No. 8 by the Colorado Geological Survey,
1974, describes the lot geology as younger stream alluvium. The
report recommends tite following geologic and engineering considera-
tions for this type of geologic deposit; "Younger alluvial deposits
are generally stable, but are commonly subject to high-water table or
flood hazards. Proper engineering can provide protection against such
hazards."
To our knowledge there are no geologic or radiation hazards on the
property that would prevent the safe construction of the proposed
home. Because of the high water table, special design precautions
need to he taken to ensure secure foundations for the building.

2-5,5-101 Drainage. The lot has a surface area of about 5.4 acres, 701 of
w c as been identified as wetlands. The proposed house footprint,
walkways, road and other impervious improvements on the lot will total
less than 10,000 square feet or 41 of the lot. Because of the small
increase of run-off from the improvements we believe there will be no
need for construction of any major drainage facilities. we do recom-
mend that roof drainage from the residence, through downspouts, etc.,
be directed into shallow basins or swales with a volume totaling about
500 cubic feet. The roof run-off directed to the ponds would perco-
late through the soils to the Roaring Fork River instead of flowing
directly to the Roaring Fork River.
The natural drainage channels on the property will not be altered.
These natural channels are more than adequate to meet the drainage
needs of both on-site and off-site development. As long as the
natural drainage channels are not disturbed, no formal drainage plan
is needed.

of the diverted water will return to the stream system via the septic
tank/leach field system. Annual stream depletions due to the in-house
use are expected to be less than 0.05 acre-feet per year. (This
figure assumes year around occupancy.) Lawn irrigation of up to 2000
square feet would double the total project depletion to 0.1 acre-feet
per year. Since the well has been uses to serve the residence on this
site since 1968, the operating principals of Green Mountain Reservoir
may cover any water right needs the well diversions may require.
Stream Setbacks - The proposed site plan for the residence does not

2-6,5-205 Ade ate Provisions for water Needs. The property has a domestic

least 45 feet deep. A 1/2 horsepower prmip (10 EJ 05412 Gould) was set
on July 25, 1986 by Raun Samuelson. Mr. Fulton has reported that the
well has provided adequate water for the residence.

"late registered" with the state Engineer's office.
2-7,5-200 Sewage Treatment and Collection. An individual wastewater treat-
ment sy eem was insta e on tie property in 1968. The Pitkin County
Environmental Health Department records on the system are attached.
We know of no problems with the system and believe it will be adequate
for the proposed use of the property.

Wastewater from the residence flows by gravity to a 1,000 gallon
septic tank. From there the treated effluent is pumped from a 700
gallon dosing chamber to a 13 foot by 300 foot leach field located out
of the wetlands area near the northwest side of the property. There
are no known problems with the leach field.
Prior to construction of the new residence we recommend the septic
tank be pumped and inspected.
2-22 water Resource Im acts. 70% of the tract has been identified as
wetlands. None o t ese wetlands are to be modified. A few thousand
square feet of wetlands will be disturbed during construction, how-
ever, there is no plan to permanently disturb the wetlands. The Grand
Junction office of the Corps of engineers has been consulted concern-
ing the project. A Corps of Engineers 404 dredge and fill permit will
be required for the temporary construction work.
To protect the wetlands during construction, an impermeable geotechnic
fabric will be placed over a "trimmed" wetland area. Soil will be
placed over the fabric. This protected area can be used for access,
storage and general construction use. When construction is complete
the temporary soil will be removed, the fabric pealed back, and the
wetland allowed to return to its natural state.
Most of the property is subirrigated wetland. No change in vegetative
pattern is expected due to the proposed project.
Up to 2000 square feet of the "non wetlands" area may continue to be
irrigated out of the resident's potable water system.
There will be no measurable effect on the quantity, quality or
accessibility of the County's water resources due to this project.
5-402 Floodplain Hazard Areas. FEMA (Federal Emergency Management Agency)
published a Flood Insurance study for Pitkin county on June 4, 1987.
We have identified the Fulton residence on the FIRM (Flood Insurance
Rate Map - Panel 08097CO212C). The residence is located approximately
200 feet upstream from cross-section FX at station 132,680. FEMA data
for this location includes the following:

Recent annual flood peaks for the Roaring Fork, recorded by the U.S. Geo-
logical Survey at the Roaring Fork River near Aspen gage located about 1
mile below the Fulton home are:
The 1985 peak flow of 2230 cfs is the peak flow of record for that gage
since it was installed in October, 1964. According to Mary Beth Fulton, a
flood (presumably 1985) rose up to "near the first floor level." According
to FEMA hydrologic estimates the 1985 peak would have a return frequency of
about 1 in 13 years. We believe a reevaluation of flood frequencies in
this area may show the 1985 flood has a less frequent return period than
the FEMA data would indicate.
A "floodway" is normally defined as that part of a floodplain that carries
the majority of the flood waters. The "flood fringe" is that area outside
the floodway that is inundated but does not convey significant flood
waters.
At the Fulton home the FEMA maps show a normal stream width of about 60
feet with a floodway of about 410 feet with an additional 300 feet of flood
fringe on the left bank. The Fulton home is shown as being in the
floodway.
we estimate overbank flow to occur at least on a one in ten year frequency;
e.g. there is a 10% probability in any given year the Roaring Fork River
will overflow its banks on the Fulton property.
FEMA data estimates the 100 year flood depth, from the bottom of the river
bed, to be 5.5 feet at the Fulton home. We have surveyed the bottom of the
Roaring Fork River to be 7 feet below the first floor level of the Fulton
home. We conclude that even though the existing home is in the floodway
the first floor elevation is about 1.5 feet above the 100 -year flood level.
We recommend the building be flood proofed up to an elevation of at least
8032.0 (1 foot above the 100 year flood level). If possible the first
floor elevation should be no lower than 8033.0.
FLOOD PROOFING
We eve a existing home and any addition can be adequately protected
from a 100 -year flood by proper flood proofing techniques, which in the
case of the Fulton home would be, in our opinion, simple and inexpensive.
All electrical boxes and non -water proof electrical connections should be
set at least 2 feet above the 100 -year flood elevation.

will overflow its banks on the Fulton property.
FEMA data estimates the 100 year flood depth, from the bottom of the river
bed, to be 5.5 feet at the Fulton home. We have surveyed the bottom of the
Roaring Fork River to be 7 feet below the first floor level of the Fulton
home. We conclude that even though the existing home is in the floodway
the first floor elevation is about 1.5 feet above the 100 -year flood level.
We recommend the building be flood proofed up to an elevation of at least
8032.0 (1 foot above the 100 year flood level). If possible the first
floor elevation should be no lower than 8033.0.
FLOOD PROOFING
We eve a existing home and any addition can be adequately protected
from a 100 -year flood by proper flood proofing techniques, which in the
case of the Fulton home would be, in our opinion, simple and inexpensive.
All electrical boxes and non -water proof electrical connections should be
set at least 2 feet above the 100 -year flood elevation.

Since the home will be on an "island" at flood stage it would be prudent to
have a flood proof bridge connecting the home to the uplands. An upstream
"boat prow" landscaped area (outlined with rocks, 1 foot to 3 feet in
diameter) would help divert debris and water around the island.
EFFECT ON OTHER PROPERTIES
The existing home was part of the "channel geometry" when FEMA developed
the floodplain map. We believe there would be an unmeasurable effect on
the overall floodway and floodplain if the foot print of the Fulton home
was expanded by as much as 400% and did not block the existing side channel
between the house and Highway 82.
RECOMMENDATIONS
No materials that are buoyant or that could be washed away should be stored
on the property below the 100 -year flood elevation. Such materials would
include; lumber, firewood, propane tanks, etc. Tanks for liquid petroleum
products (propane, gas, etc.) should be stored on concrete pads located 2
feet above the 100 -year flood elevation.
The foot bridge leading to the residence should be raised to an elevation
where there is 2 feet of clearance above the 100 -year flood elevation.
(NOTE: the 500 -year flood elevation is 0.5 feet above the 100 -year flood
elevation.) This would reduce the chance of flood debris hanging up on the
bridge and creating a "dam." The bridge should also be designed to with-
stand a 100 -year flood; e.g. there should always be safe access to the
residence even during the 100 -year flood. Bridge piers should be rounded
and spaced at least 10 feet apart.
