Decision No.~~2008 RECITALS 1. Pursuant to Subsection 4-30-SO(i) of the Pitkin County Land Use Code, the Community Development Director of Pitkin County, Colorado ("Director') may approve a Temporary Commercial Use/Special Event Permit for commercial activities or special events. 2. The Pitkin County Public Works Department (hereafter, the "Applicant") has applied to the Director for approval of a Temporary Commercial Use/Special Event Permit to conduct the Tour d' Aspha]t on August 24, 2008. The event will be staged from the Aspen Recreation Center. Participants will be driven to the Maroon Bells by Blazing Pedals and bike down Maroon Creek Road to the ARC. Approximately 30 participants and 10 staff people will have a BBQ lunch at the ARC. The event will occur from 10 A.M. to 2 P.M. on August 24, 2008. The Pitkin County Sheriffs Office, the Aspen Fire Department, and the Emergency Management Department have all approved this event. This application was reviewed and approved by the USFS and RFTA as well. 4. The Director finds that, to the extent applicable, the application complies with the standards in Subsection 4-30-50(i) of the Land Use Code. THE DIRECTOR HEREBY APPROVES the Temporary Commercial Use/Special Event Permit for the Pitkin County Public Works Department Tour d' Asphalt, subject to the Applicant's compliance with each of the following conditions: 1. Applicant shall adhere to all material representations made in, or in connection with, the application. 2. No emergency access shall be blocked. 3. No roads shall be blocked. 4. Failure to comply with the conditions of approval may result in revocation of this permit. APPROVED this ~S~day of~u ~~ • 2008. ~c~~~-~ C ~,.1~ ~ c~ Cindy Houben Community Development Director SP026-08 PID# 2735135 MEMORANDUM TO: Cindy Houben, Community Development Director FROM: Valerie MacDonald, Special Event Permit Coordinator RE: Pitkin County Public Works -Temporary Commercial Use/Special Event Permit DATE: August 15, 2008 REQUEST: The Applicant is requesting approval of a Temporary Commercial Use/Special Event Permit in order to conduct the Tour d' Asphalt. APPLICANT: Pitkin County Public Works (hereafter, "Applicant"). LOCATION: Aspen Recreation Center and Maroon Creek Road. BACKGROUND: This is a community event to showcase one of the Counties roads. Blazing Pedals will take 2 groups of approximately 15 people each to the top of Maroon Creek Road and participants will ride bikes down. The event is staged in the parking lot at the ARC. A BBQ lunch will be served after the ride at the ARC. "A press release was sent out and photos might betaken but this is not the focus or the purpose of this event". The event will be held August 24, 2008 from10 A.M to 2 P.M. Approximately 10 employees and 30 bike riders will participate. REFERRAL COMMENTS: The application was referred to the Maroon/Castle Creek Caucus, RFTA, USFS (Aspen District), Joe Disalvo, Ellen Anderson, Ed Van Walraven, and G.R. Fielding Ellen Anderson signed off on the application for Emergency Management and Ed Van Walraven approved the application for the Aspen Fire Department. Joe Disalvo reviewed and signed off on the application for the Sheriffs Department. RFTA and the USFS reviewed and approved this event. No comments were received from the Maroon/Castle Caucus. STAFF COMMENTS: Pursuant to Subsection 4-30-50(i) of the Land Use Code, Applicant must demonstrate that adequate provisions have been made for all of the following: 1. Police supervision (if necessary); 2. Public parking; 3. Insurance; 4. Site set-up, maintenance and clean-up; 5. Emergency services; and 6. Safety of operations. o-~ Z Additionally, temporary structures must conform to applicable building codes and other County regulations. Each of these requirements is addressed, in turn, below. Police Suaervision: No special provisions are deemed necessary. The Sheriff's Office has signed-off on the application. Public Parking: Parking will be at the ARC. Insurance: Adequate proof of insurance was not required since the Applicant is a Pitkin County Department. Site Set-Up, Maintenance and Clean-Up: The Public Works Department is identified as the responsible party for any clean up required. Emergencv Services: Radios and cell phones will be used to call 911. Safety of Operations: 911 will be called in case of an emergency. All food will be kept in the ACR Parking Lot, and bicycles will be on the side of the road the whole ride. Parking will be in the ACR Parking Lot where there is access for Handicap patrons. Food Permit: Gas grills will be used outside on concrete in an open area. The cooking will be done by Pitkin County, and will be free to all event participants.
