ADMINISTRATIVE DECISION OF THE COMMUNITY DEVELOPMENT DIRECTOR OF PITKIN
COUNTY, COLORADO, APPROVING A TEMPORARY COMMERCIAL USE/SPEC[.AL EVENT
PERMIT FOR THE PITKIN COUNTY PUBLIC WORKS DEPARTMENT TOUR D'.ASPHALT
AUGUST 24, 2008.

RECITALS
1. Pursuant to Subsection 4-30-SO(i) of the Pitkin County Land Use Code, the
Community Development Director of Pitkin County, Colorado ("Director') may
approve a Temporary Commercial Use/Special Event Permit for commercial
activities or special events.
2. The Pitkin County Public Works Department (hereafter, the "Applicant") has applied
to the Director for approval of a Temporary Commercial Use/Special Event Permit
to conduct the Tour d' Aspha]t on August 24, 2008. The event will be staged from
the Aspen Recreation Center. Participants will be driven to the Maroon Bells by
Blazing Pedals and bike down Maroon Creek Road to the ARC. Approximately 30
participants and 10 staff people will have a BBQ lunch at the ARC. The event will
occur from 10 A.M. to 2 P.M. on August 24, 2008.
The Pitkin County Sheriffs Office, the Aspen Fire Department, and the Emergency
Management Department have all approved this event. This application was
reviewed and approved by the USFS and RFTA as well.
4. The Director finds that, to the extent applicable, the application complies with the
standards in Subsection 4-30-50(i) of the Land Use Code.
THE DIRECTOR HEREBY APPROVES the Temporary Commercial Use/Special Event
Permit for the Pitkin County Public Works Department Tour d' Asphalt, subject to the
Applicant's compliance with each of the following conditions:
1. Applicant shall adhere to all material representations made in, or in connection
with, the application.
2. No emergency access shall be blocked.
3. No roads shall be blocked.
4. Failure to comply with the conditions of approval may result in revocation of
this permit.

DATE: August 15, 2008
REQUEST: The Applicant is requesting approval of a Temporary Commercial Use/Special
Event Permit in order to conduct the Tour d' Asphalt.
APPLICANT: Pitkin County Public Works (hereafter, "Applicant").
LOCATION: Aspen Recreation Center and Maroon Creek Road.
BACKGROUND: This is a community event to showcase one of the Counties roads.
Blazing Pedals will take 2 groups of approximately 15 people each to the top of Maroon
Creek Road and participants will ride bikes down. The event is staged in the parking lot at
the ARC. A BBQ lunch will be served after the ride at the ARC. "A press release was sent
out and photos might betaken but this is not the focus or the purpose of this event".
The event will be held August 24, 2008 from10 A.M to 2 P.M. Approximately 10 employees
and 30 bike riders will participate.
REFERRAL COMMENTS: The application was referred to the Maroon/Castle Creek
Caucus, RFTA, USFS (Aspen District), Joe Disalvo, Ellen Anderson, Ed Van Walraven,
and G.R. Fielding
Ellen Anderson signed off on the application for Emergency Management and Ed Van
Walraven approved the application for the Aspen Fire Department.
Joe Disalvo reviewed and signed off on the application for the Sheriffs Department. RFTA
and the USFS reviewed and approved this event.
No comments were received from the Maroon/Castle Caucus.
STAFF COMMENTS:
Pursuant to Subsection 4-30-50(i) of the Land Use Code, Applicant must demonstrate that
adequate provisions have been made for all of the following:
1. Police supervision (if necessary);
2. Public parking;
3. Insurance;
4. Site set-up, maintenance and clean-up;
5. Emergency services; and
6. Safety of operations.

Additionally, temporary structures must conform to applicable building codes and other
County regulations. Each of these requirements is addressed, in turn, below.
Police Suaervision: No special provisions are deemed necessary. The Sheriff's
Office has signed-off on the application.
Public Parking: Parking will be at the ARC.
Insurance: Adequate proof of insurance was not required since the Applicant is a Pitkin
County Department.
Site Set-Up, Maintenance and Clean-Up: The Public Works Department is identified as
the responsible party for any clean up required.
Emergencv Services: Radios and cell phones will be used to call 911.
Safety of Operations: 911 will be called in case of an emergency.
Conformance with Building Code: N/A
RECOMMENDATION: Staff recommends that the Director approve the Temporary
Commercial Use/Special Event Permit application subject to Applicant's compliance with
each of the conditions in the attached Administrative Decision.

Event Summary: Staging begins at ACR Pavilion; Blazing Pedals will escort bikes to the
top of Mazoon Creek Rd, there they will ride down the road to a BBQ at the ARC. Around
30 participants and 5-10 employees".

ACR parking lot. Blazing adventures will shuttle bikes up to the top of Mazoon Creek
Road, participants will ride down Mazoon Creek Road and then to the BBQ at the ARC

Medical Plan: Pitkin County is Self-insured! 911 will be used in case of emergencies!
Safety Plan: Cell phones will be the method of Communications and the ARC will be
used as well. Pitkin County will notify the Sheriffs" Office prior to the event so they aze
aware. In case of an emergency 911 will be called, and a Employees will be with the
injured at all times assisting in communication with the 911 dispatcher..
Transportation/Traffic Plan: There will be no cones set up. Riders will be escorted to the
top of Maroon Creek Rd, and will ride their bikes down.
Parking Plan: Participants will park in the ARC Parking Lot, Brian Pettet will be the
contact for parking issues 379-3703 or melissa 987-4516
SanitationBecycling Plan: There will recycling and trash located at the picnic area, all
trash and recycling will be taken to the Landfill by a Pitkin COunty Employee. There will
be no restrooms, or company hired for security, or sanitation issues.
Alcohol Mitigation Plan: No Alcohol
Accessibility Plan: This event is from 10:00 am unti12:00 pm. All food will be kept in the
ACR Parking Lot, and bicycles will be on the side of the road the whole ride. Parking will
be in the ACR Parking Lot where there is access for Handicap patrons.
Food Permit: Gas grills will be used outside on concrete in an open area. The cooking
will be done by Pitkin County, and will be free to all event participants.
Sales Tax & Business License: No Selling

Miscellaneous Permits: NO structures or fireworks!
Public NotiTcation: Bikes will be on the side of the road, and not disrupting traffic flow!
