Poulaki LLC and Koukla LLC ("Applicant") have applied to the Pitkin Board of County Commissioners ("BOCC") for a constrained site determination and issuance of two Transferable Development Rights ("TDR") pursuant to Sec. 6-70-40.a.7 of the Land Use Code ("Code"). 2. The parcels are located on Redstone Boulevard, and are more specifically described in Exhibits A and B. 3. The Koukla LLC parcel contains approximately 18 acres and is zoned R-30 (approximately 10 acres) and AR-10 (approximately 8 acres); the Poulaki LLC parcel contains approximately 0.5 acres and is zoned R-30. 4. The BOCC reviewed the request for a determination as to whether the sites are "undevelopable or severely restricted" and, therefore, whether it would be appropriate to grant two constrained site TDRS at a duly noticed public hearing on October 22, 2008, at which time evidence and testimony were presented with respect to this application. 5. The BOCC finds that the parcels are undevelopable or severely constrained pursuant to the Code, based on the following: A. The parcels are within a rockfall hazard area. B. The portion of the Koukla parcel to the west ofthe Boulevard is within the 100 year floodplain and contains riparian area associated with the Crystal River. C. 'fhe parcels contain some slopes in excess of 30% along the eastern boundary. D. The property is impacted by one medium sized and two small, ephemeral drainage paths that are likely to convey debris flows or debris floods. 6. The BOCC finds that each parcel is eligible for issuance of one TDR for a constrained site. Certified to August 28, 2008 at 8:OOAM 00003$ MEMORANDUM TO: Board of County Commissioners Regular Meeting -October 22, 2008 ~~ THRU: Cindy Houb~,`Cbmm1-unity Development Director FROM: Suzanne Wolff, Senior Planner* RE: Poulaki LLC and Koukla LLC Request for Constrained Site TDRs REQUEST: The Applicant submitted a request pursuant to Sec. 6-70-40.a.7 of the Land Use Code for the BOCC to make a determination as to whether the two parcels are "undevelopable or severely restricted" in order to obtain two TDRs in exchange for preservation of the parcels. APPLICANT: Poulaki LLC and Koukla LLC REPRESENTATIVE: Bob McCormick LOCATION: North end of Redstone Boulevard (see map on Page 2) ZONiNG/LOT AREA: The parcels contain approximately 18 acres (Koukla) and 0.5 acres (Poulaki), and are zoned R-30 (approximately 10 acres) and AR-10 (approximately 8 acres). EXISTING CONDITIONS: The parcels were created in 1944, and are undeveloped. The 18 acre parcel includes over 2,000 feet of Crystal River frontage. On the east side of the Boulevard, there is a remnant of an old USFS road that traverses the property parallel to the Boulevard and is used as a public trail between the Redstone campground and the town and large, sandstone boulders that are popular with local climbers. The BOCC has entered into a contract to purchase the two parcels (Ordinance approved 9/24/08), as recommended by the Open Space and Trails Board. REFERRALS: Comments from Open Space and Trails are attached for reference. The application was referred to the Crystal River Caucus, but comments were not received. PROCESS: The BOCC shall make a determination whether the proposed preservation sites are undevelopable or severely restricted under the Pitkin County Land Use Code. If there is a determination that that the properties are not developable, the Board shall determine that principles of equitable mitigation merit the issuance of TDRs. I ~~' (~ CRITERIA FOR CONSTRAINED SITE TDRS: Section 6-70-40.a.7 of the Code provides the following criteria: - The lot or parcel shall be locaded in a zone district other than the RR, TR-I, TR-2, VR, VC, SKI-REC, MHP, AH, AH-PUD, RS-G, B-I, B-2, P-I, T, PUB, I, Uor AC-REC-2 zone districts; and shall be undevelopable or severely restricted pursuant to this Land Use Code. - The determination that a property is constrained pursuant to this section is merely a procedure to allow the Board to consider granting a TDR(s) at the request of a property owner, and shall not be considered a final decision as to the beneficial, productive, and/or economically viable uses that may be available to the property. The parcels are in [he R-30 and AR-10 zone districts, which are not included in the list above. DETERMINATION OF CONSTRAINED LOT: The Community Development Department finds that the parcels are "undevelopable or severely constrained" pursuant to the Land Use Code, based on the following: "r S/open: The parcels appear to primarily contain slopes of less than 30%, with slopes in excess of 30% only along the eastern boundary. 2 - RockfalL Roger Pihl with Yeh and Associates states that a potential source for future large rockfall events is evident above the entire property. He notes that abundant, very large, red sandstone boulders have been deposited above and on the property by historic rockfall events. Based on observations made at the site and the results of rockfall simulation modeling, Mr. Pihl asserts that the site is located within an area that may be affected by occasional, naturally occurring rockfall events, and that structural mitigation would presumably be required. The Code prohibits development within rockfall hazard areas. While Mr. Pihl notes that the hazard is less severe as the slope flattens to the west, it appears that development could not occur without some form of mitigation, and in some cases the mitigation could be extensive (large earthen berms and engineered ditches). Alluvia! Fmt: Mr. Pihl states that the property is impacted by one medium sized and two small, ephemeral drainage paths which are likely to convey debris flows or debris floods, and that mitigation would be recommended. The Code permits development in alluvial fan areas with mitigation. 'r Floodplain/Riparian and Wetland Areas: The portion of the parcel to the west of the Boulevard is within the 100 year floodplain and contains riparian area associated with the Crystal River. The Code prohibits development within the floodplain and requires a 100' setback from the high water line to protect riparian areas. Staff has determined that, in accordance with Section 3-310-054.1, the parcels are not developable pursuant to the Pi[kin County Land Use Code. The Board shall make a determination as to whether two constrained site TDRs will be granted. CONSTRAINED SITE TDR TALLY: The BOCC has issued a total of 39 constrained site TDRs (including 3 visually constrained site TDRs). STAFF RECOMMENDATION: The principal of equitable mitigation, which governs the action of the Board, does not require an analysis based upon value of the land relative to the value of TDR's, consideration of whether or not to grant TDR's and how many to grant are based on fairness reflective of the overall situation of the property and its history. Staff recommends that the BOCC find that the parcels are undevelopable or severely constrained and, therefore, are eligible for two TDRs, pursuant to the attached Resolution. Attachments A. It is not in OST's purview to comment on the nature of the geologic hazards or other constraints associated with the properties. However, OST believes that preventing private development of these properties is in the public interest. This property includes over 2000 ft. of Crystal River frontage, as well as large red sandstone boulders that are popular with local climbers. It is traversed by a remnant of an old USFS road that is used as a public trail between the Redstone Campground and the Redstone town center. This trail offers a way for walkers to avoid the Boulevard itself when going to the campground or to the USFS beaches near the north bridge and beyond. To that end, OST has negotiated a contract to purchase the properties to preserve these values for the public. Should the landowner obtain the TDRs sought by this application, he has agreed to sell the property to the County so that public enjoyment of these properties can continue. Dear Suzanne: I am representing Koukla,LLC and Poulaki,LLC, owners of two separate parcels of land located on Redstone Blvd just north of Redstone (hereinafter applicant). The applicants are seeking an administrative decision by the Pitkin County Community Development Department that the subject properties are "undevelopable or are severely restricted" pursuant to Section 6-70-040(a)(7) of the Pitkin County Land Use Code. If and when such an administrative decision is made, the Board of County Commissioners may employ the principles of equitable mitigation to determine whether or not to allow development rights to be severed and transferred from the property and how many development rights should be recognized for the properties. Of particular importance in the Pitkin County Community Development Department's administrative decisions are the review standards concerning environmental preservation and avoidance of Hazardous areas. This application addresses the pertinent issues under the following headings: • Existing Conditions; • Findings Pursuant to Section 6-70-40(a)(7); • Section 2-40-30(b) TDRs for a Constrained Site; • Environmental Hazards; and • Summary. 0000 4 Existing Conditions The properties were legally created in 1944 by L.R.McDonald the heir of John C Osgood. They are zoned R-30 and AR-10. Attachment 1 is a vicinity map showing the location of the property. 1 The applicant hired a geologist to evaluate the properties for development. Due to Rockfall and debris flow hazards on the site and in the vicinity, the applicant is seeking a determination that the parcels are severely constrained, so that TDRs can be separated and transferred off the parcels as an alternative to development. Please refer to Attachment 2, a Geological Hazard Evaluation and Preliminary Rockfall Analysis of the subject properties. Section 7-20-20 Unstable Slope Hazazds This azea has steep and potentially unstable slopes along the east side of the pazcel. Proposed cut and fill slopes in the steeper parts of this area should be stabilized as part of the future construction. Any additional cuts or fills, which aze part of the future development should be sloped or stabilized with engineered walls or other solutions. Section 7-20-50 (c) Rockfall Hazazds The Roaring Fork and Crystal Valleys an Environmental and Engineering Geology Study Map identifies the slopes above the subject site as being in a zone of rockfall hazard. A very lazge rockfall occurred in June of 1995 from a similar cliff face on the east side of the valley approximately 4500 feet to the north of the subject site. The event involved several thousand cubic yazds of rock which detached from the cliff face and deposited lazge boulders neaz the north USFS campground loop road. The eastern boundary of the pazcel is coincident with the distal part of a historic rockfall deposition area. There is evidence of moderately frequent, smaller rockfall events originating from the cliffs and depositing on the slopes above the parcel. One or more very lazge rockfall events have deposited dozens of rectangular, red sandstone boulders above and onto the parcel ranging in size from 5 feet to neazly 40 feet in diameter. Section 7-20-50 (d) Alluvial Fan Hazazd The parcel is impacted by one medium sized and two small, ephemeral drainage paths which aze likely to convey occasional debris flows or debris floods. The severity of future events will be determined by the intensity of spring runoff, precipitation intensity and by the amount of material available for scour along the existing drainage ways. 2 OOUO 5 SECTION 6-70-40(a)(7) CRITERIA FOR CONSTRAINED STTE TDRs Section 6-70-40(a) establishes criteria for sending sites for TDRs. Section 6-70-40(a)(1) requires the sending site to be a legally created parcel. The sending sites were legally created so the subject properties comply with the criteria. The pre-application conference required the applicants to address Section 6-70-40(a)(7) which gives the criteria for constrained site TDRs. These two criteria are given below with the applicant's response following the criteria. (a) The Parcel shall be located in a zone district other than the RR, TR-1, TR-2, VR, VC, SIQ-REC, MHP, AH, AH-PUD, RS-G, B-1, B-2, P-I, T PUB, I, U, or AC/REC- 2 zone districts, and shall be undevelopable or severely restricted pursuant to this Land Use Code. Both the availability of constrained Site TDRs and the amount of TDRs to be awarded, if any, are discretionary with the Board, and shall be considered pursuant to Section(r70.20(a)(3). The Subject sites are not located in one of the zone districts listed above where constrained lot TDRs are not allowed. They are located in the R-30 and AR-10 zone districts. The applicants aze requesting that at least one TDR be awazded for Poulaki, LLC and Koukla, LLC. (b) The determination that properties are constrained pursuant to this section is merely a procedure to allow the Board to consider granting TDRs at the request of the property owner, and shall not be considered a final decision as to the beneficial, productive, and/or economically viable uses that may be available to the property. The applicants are requesting the BOCC to determine the subject pazcels to be severely restricted in order to use TDRs from the sites instead of developing the sites. Should this application be denied, the applicants understand that this will not be a final decision as to the beneficial, productive, and/or economically viable uses that may be available to the property. Section 2-40.30 TDRs The second section listed in the pre-application conference summary is Section 2-40- 30(6): Transfer of Development Rights. This establishes the procedures for the issuance and use of TDR certificates. Section (b) Approval of TDRs for Constrained Sites is addressed below. z Q~~Q (1) The Board shall determine that principles of equitable mitigation merit issuance of TDRs. (2) TDRs and conservation easements are addressed here and are not applicable. 6-70-30: NUMBER OF TDRS CREATED AND REQUIRED (4J CONSTRAINED SITES The Board may allow one (1) or more development rights to be severed and transferred from a site, provided the site meets the criteria for Constrained Sites in Sec. 6-70-40(a)(7). ENVH2ONMENTAL HAZARDS The 1041 Environmental Hazards aze important in determining if a property is appropriate for development. Geologic Hazazds including rckfall, debris flow and unstable slopes are our primary concern and make the subject sites severely constrained and less suitable for development. Roger Pihl of Yeh & Associates Inc. completed a geologic study of the sites found in Attachment 2 to this application. The study states that the site conditions indicate the primary potential geological hazards aze rockfall and debris flow. The geologic hazazds are discussed in this section of the application. Rockfall Hazard Section 7-20-50(c) of the Development Standazds in the Pitkin County Code is titled Rockfall Areas and states: Development is prohibited within Rockfall Areas. (Page 245). Since the subject properties aze within a rokfall area, the sites should be considered severely constrained. "A very lazge rockfall occurred in June of 1995 from a similar cliff face on the east side of the valley approximately 4500 feet to the north of the subject site. The event involved several thousand cubic yards of rock which detached from the cliff face and deposited large boulders near the north USFS campground loop road." The spacing on the bedding planes ranges from about 3 to over 20 feet. The face of the cliff beazs to the north, northeast and is steeper than 60 degrees in azeas. Two near vertical, widely spaced, orthogonal joint sets in combination with the bedding planes create rock blocks over 20 feet in diameter. From a distance, it appears that the surfaces of some of the discontinuities are open, infilled with soil and highly altered. The highest portions of the cliff are subject to intense weathering due to water infiltration from several sides. 4 OOOU ? The eastern boundary of the parcel is coincident with the distal part ofa historic rockfall deposition area. There is evidence of moderately frequent, smaller rockfall events originating from the cliffs and depositing on the slopes above the parcel. One or more very large rockfall events have deposited dozens of rectangular, red sandstone boulders above and onto the parcel ranging in size from 5 feet to nearly 40 feet in diameter." FLOODPLAIN AND RIPARIAN HABITAT All of the subject property west of the eastern edge of Redstone Blvd to the Crystal River is impacted by the 100 year floodplain and riparian habitat. 7-200: FLOODPLAIN HAZARDS (b) General Standards (1) All activity and development is prohibited within the 100.year floodplain except as specifically permitted in this subsection (b) or by subsections (c), (d), or (e) below. 7-20-80: RIVER AND STREAM CORRIDORS AND WETLANDS (a) Riparian and Wetland Areas and Buffers (z) M/NIMUM SETBACKS All activity and development shall maintain a minimum setback from the protected features identified in subsection (1) above. (a) All activity and development afterthe 5th of July, 2006 shall maintain a riparian area/wetland buffer of at least one hundred (100) feet, measured horizontally from the identifiable high water line of each feature identified in subsections (a)(1)(a) and (b) above. This one hundred (100) foot setback may be reduced to between one hundred (100) feet and a minimum of fifty (50) feet upon demonstration by the applicant that such reduction shall not result in water quality degradation, strEam bank erosion and/or a reduction in the quality of riparian or wetland habitat pursuant to standards in Section 7-20-80(4). Since development is not allowed in a rockfall area, and since the site is in a rockfall area, the applicant considers the properties to be severely constrained and not appropriate for development. Deaz Mr. Argeros: This letter presents the results of Yeh and Associates, Inc. geological hazazds evaluation for the subject property. This evaluation is intended to provide an assessment of the geological hazards which may affect development of the property. This evaluation consisted of field reconnaissance and review of existing literature. Our investigation was conducted in accordance with Section 7- 20-20 Steep and Potentially Unstable Slopes and Section 7-20-50 Geologic Hazazds, Sections (b) through (i) of the Pitkin County Development Standazds. This evaluation does not include assessment of avalanche or environmental hazazds. Planned improvements within this azea include up to 14 residential lots and related infrastructure. The western boundary of the 18 acre pazcel abuts the Crystal River. Redstone Boulevazd divides the pazcel from north to south. This evaluation does not include the azea of the parcel to the west of Redstone Boulevazd to the Crystal River. There are also several ownership exceptions within the exterior boundaries of the pazcel. These ownership exceptions aze not included in this evaluation. Preliminary computer simulation was conducted to assist in land use planning. Additional rockfall analysis will be required when the site plans aze more developed. INVESTIGATION AND LITERATURE REVIEW Our investigation consisted of a site visit and review of one map set, "Roaring Fork and Crystal Valleys-an Environmental and Engineering Geology Study" by the Colorado Geological Survey. We visited the property on November 1Q 2006. The site is located to the east of Redstone Boulevard at the north end of the Town of Redstone. The Crystal River Valley in this azea exhibits a classical "U" shaped glacial geomorphology with cliffs, hanging valleys near the top 5700 East Evans Avenue, Denver, CO 80222,(303) 781-9590, Fax (303) 781-9583 170 Mel Ray Roatl, Glenwootl Springs, CO 81601, (970) 384-1500, Fax (970) 384-1501 1 570 Turner Drive, Suite D, Durango, CO 81303, (970) 382-9590, Fax (970) 382 9583 000023 Redstone Estates Geological Hazards Evaluation 26-269 and colluvial, alluvial and glacial overburden deposits transitioning the steep slopes of the cliffs into a relatively flat valley floor. Elevations within the subject pazcel range from roughly 7150 to 7300 feet. Tall, steep cliffs of the Mazoon Forn~ation exist to the east of the eastern boundary of the parcel. The elevation of the eastern boundary of the parcel is approximately 7250 feet. The steep cliffs begin at approximate elevation 8200 feet and extend to approximate elevation 8600 feet. Material that has eroded from the cliffs has formed a vegetated slope below with slope grades of 100% neaz the base of the cliffs transitioning to approximately 25% near the pazcel boundary over some 1000 feet horizontally. Bedrock outcroppings are not visible in the lower slopes. Bedding planes in the cliff fomung units of the Maroon Formation above the site aze nearly horizontal. The Pennsylvanian-Permian age Maroon Fomration is described as an azkosic red-brown siltstone, sandstone and conglomerate with occasional lenses of limestone. Surficial deposits on the lower slopes near the pazcel aze Pleistocene age glacial deposits and Quaternary colluvial deposits made up of poorly sorted sediment ranging in size from silt to boulders. Abundant, very large, red sandstone boulders have been deposited above and on the properly by historic rockfall events. Remnant debris flow deposits were observed on the lower slopes neaz existing drainage channels. The topography of the slope above the site is relatively steep, mountainous terrain, moderately vegetated with native grasses, oak brush, aspen and conifer trees. The oak and aspen are typically 5 to 30 feet in height and have trunk diameters up to 1 foot. RESULTS Section 7-20-20 Unstable Slone Hazazds This area has steep and potentially unstable slopes along the east side of the pazcel. Proposed cut and fill slopes in the steeper parts of this azea should be stabilized as part of the future construction. Any additional cuts or fills, which aze part of the future development should be sloped or stabilized with engineered walls or other solutions. Section 7-20-50 (bl Landslide Hazards There does not appear to be any active or historic landslide features within or neaz the parcel. Section 7-20-50 (c) Rockfall Hazards The Roaring Fork and Crystal Valleys-an Environmental and Engineering Geology Study Map identifies the slopes above the subject site as being in a zone of rockfall hazard. Several inhabited structures exist to the north of the pazcel and on the exceptions within the parcel. The history of rockfall events at these houses, if any, is unknown. A very lazge rockfall occurred in June of 1995 from a similaz cliff face on the east side of the valley approximately 4500 feet to the north of the subject site. The event involved several thousand cubic yards of rock which detached from the cliff face and deposited large boulders near the north USFS campground loop road. 2 000024 Redstone Estates Geological Hazards Evaluation 26-269 Source Area and Slooe Conditions A potential source azea for futwe lazge rockfall events is evident above the entire property. The source azea consists of hazd, red sandstone, which has near horizontal bedding planes. The spacing on the bedding planes ranges from about 3 to over 20 feet. An advanced state of lichen and fungus growth on the remnant boulders, nearby vegetation, local drainage patterns and the depth of soil cover on the uphill side of the boulders all indicate that the events which deposited these boulders occurred several htmdred to thousands of years ago. Large events are much less frequent, with recurrence intervals of hundreds or possibly thousands of years for events at the same location. Columns of lazge rock blocks may detach from the cliff in the future and descend along multiple trajectories, not necessarily along the fall line of the hill. Based on the spacing of the bedding and joints in the source area and on observations of the remnant boulders in the deposition zone, block sizes of 5 to I S feet are typical with occasional blocks greater than 20 feet in diameter. PreliminarvRockfall Simulation A detailed ntunedcal analysis of the potential size and frequency of the rockfall events likely to occur from the source areas is outside of the scope of this study and was not conducted. Some subjective evaluation of potential source areas was necessary to establish probable rock trajectories and rock sizes likely to be produced. The majority of the slope does not show outcropping bedrock, is moderately to heavily vegetated and exists at slope angles that aze generally considered stable. While it is possible for rocks embedded in the slope or lying on the surface to dislodge and begin rolling, it is unlikely without significant movement of the ground surface. Rockfall initiating from these areas was not considered in our analysis. Our analysis assumed that the most probable locations for initiation of a rockfall event would be the cliffs to the east of the site. To estimate the probabilistic trajectories of the rocks, one typical profile of the site was modeled using the Colorado Rockfall Simulation Program, Version 4.0 (CRSP). CRSP is a widely accepted program for use in evaluating rockfall behavior. Information provided by the program OOOU25 Redstone Estates Geological Hazards Evaluation 26-269 includes rock bounce height, rock velocity and kinetic energy. A model was developed using USGS topographic maps and estimated data in the immediate vicinity and uphill of the pazcel. The profile was chosen to represent a typical trajectory for the site so that planning level, conceptual mitigation techniques could be considered. Our analysis included 10 and 20 foot diameter rocks. The starting zone for the rocks was located at the top of the cliffs near elevation 8680 feet with drop heights of up to 40 feet. Analysis indicates that, in general, for the area just above the site, the bounce heights will below and impact energies will be high to extremely high based on the rock sizes assumed in the analysis. It is likely that future events will include multiple large rocks. Rocks which aze less than five feet in diameter are likely to be stopped before reaching the site by the mature vegetation or other obstmctions on the slope. Conceptual RoclcfaUMitiQation Ssty ems Rockfall mitigation is generally divided into two categories, upslope stabilization and down slope protection. Upslope stabilization occurs at the source area and includes the following methods: scaling and trimming, rock bolts, cable lashing, anchored mesh and nets, shotcrete, and buttresses. Because of the size of the source area and the difficult access, these are not recommended methods of mitigation for this site. Down slope protection methods may be an appropriate means of mitigation. These include ditches or berms, catch fences and walls, and reinforcement of stmctures. These methods vary in their effectiveness based on their ability to stop rocks with differing levels of impact energy. Rockfall barriers are generally rated for their ability to withstand an impact load given in units of foot-tons or foot-pounds. Approximate energy ratings for common barrier types are as follows: Berms 400,000 - 10,000,000 ft-lbs Walls (flexible) 800,000 - 3,000,000 ft-lbs Rockfall fences 60,000 - 2,200,000 ft-Ibs Reinforced concrete 20,000 ft-]bs Wood Frame Wall (6'~ 10,000 ft-Ibs PreliminaryRockfall Conclusions Based on observations made at the site and the results of the CRSP, the site is located within an area that may be affected by occasional, naturally occurring rockfall events. The probability of a rockfall event initiating from the identified source areas during the life of the structure is high. The probability of rockfall events initiating from the identified source azea and impacting the proposed site is moderate due to the topography above the site as well as the density of vegetation, existing rockfall debris and the infrequency of events which produce large enough rock blocks to reach the parcel. The severity of the rockfall hazazd decreases dramatically from east to west across the pazcel as the slope angle decreases. Mitigation should be considered for this site. The eastern edge of the parcel is the most likely location to establish structural mitigation. One of the primary criteria in the choice of a system is 4 OOOUI6 Redstone Estates Geological Hazards Evaluation 26-269 the impact energies (size and velocity) of the rock for which it is designed. The following preliminary information is provided to assist the client in project planning. Impact energies at the eastern edge of the parcel fora 10 foot diameter rock will likely be 500,000 to 1,000,000 foot-pounds. Based on a 20 foot diameter rock, impact energies could exceed 20,000,000 foot-pounds. Protection for development on the upper, north half of the pazcel might consist of a combination of a lazge berm and ditch above any structures. The existing, lazge remnant boulders deposited by previous events wind be used to provide some protection if the structure locations aze carefully chosen. The upper, southern half of the pazcel does not have the natural protection provided by remnant boulders like the north half of the pazcel. In addition, parts of the southern half extend farther up the slope and will be subjected to higher energy rockfall events. Determining the need for protection for development occumng on the western side of the pazcel will require additional information on site grading and structure location. Section 7-20-50 (d) Alluvial Fan Hazazd The pazcel is impacted by one medium sized and two small, ephemeral drainage paths which aze likely to convey occasional debris flows or debris floods. The severity of future events will be determined by the intensity of spring runoff, precipitation intensity and by the amount of material available for scour along the existing drainage ways. The recurrence interval of the events is probably less than the service life of the proposed improvements. Debris flow mitigation should be considered during the site grading design and structure design. It is likely that the impact from this hazazd can be mitigated by reinforced earth berms, engineered ditches and selective site grading. Sacrificial concrete walls or reinforced foundation walls which extend above grade are another option. High capacity debris fencing systems aze also available for sites with horizontal space constraints. The dimensions and capacities of mitigation systems should be determined during the geotechnical investigation. Section 7-20-50 (e). (f1. (e). (h), (i) This site is not impacted by Section 7-20-50 (e) Talus Slopes; (~ Mancos Shale; (g) Faults; (h) Expansive Soil and Rock; (i) Ground Subsidence. SUMMARY OF RESULTS The site is potentially impacted by two geological hazazds, rockfall and debris flow. Mitigation should be considered for both. Rockfall mitigation for development in the eastern part of the pazcel should be designed to protect against lazge, high energy, infrequent rockfall events involving multiple rocks of lazge diameters. Observations of the 1995 event to the north and of the historic events above the site indicate probable low velocities neaz the eastern property boundary and a decreasing likelihood of reaching azeas farther downhill. Development of the lower, western and central part of the pazcel may require mitigation; however the rockfall hazard 000027 Redstone Estates Geological Hazards Evaluation 26-269 is much less severe as the slope flattens to the west. If development occurs faz enough to the west, mitigation may not be needed. Additional study will be required to detemrine specific azeas where mitigation will be recommended. Possible mitigation on the norlhem, upper part of the pazcel where the lazge remnant boulders exist above the properly include judicious placement of structures below existing natural homers or construction of lazge berm and ditch barriers. Mitigation on the upper, southern half of the properly will likely consist of construction of lazge berm and ditch barriers. Protection from the infrequent lazgest possible events at this site may not be achievable without extremely high capacity, very expensive mitigation systems. Protection from debris flows is possible and will likely consist of localized grading and avoidance of established drainage paths. The severity of this hazazd also decreases as development is moved to the west and down the hill. Site specific recommendations for rockfall and debris flow should be included in the preliminary or final geotechnical reports for the site when the overall site grading, infrastructure, structue locations, and activity envelopes have been finalized. LIMITATIONS This report has been prepazed in accordance with generally accepted geological practices in this area for use by the client for preliminary planning purposes. If geological hazard mitigation is included in the site-specific development plan, Yeh and Associates, Inc. should review the proposed design and construction procedure. The preliminary conclusions and recommendations submitted in this report aze based upon data obtained from the observations made in the field and numerical modeling. It should be noted that rockfall and debris events aze sporadic and unpredictable. Rock fragments greater than those evaluated, as well as events with multiple rocks, aze possible at this location. The impact energy of very lazge rocks may exceed the design capacity of most systems. Complete protection from all rockfall hazards is not achievable. Rockfall from a very lazge event aze less likely to occur, but may take place during the design life of the structure. It is not in OST's purview to comment on the nature of the geologic hazards or other constraints associated with the properties. However, OST believes that preventing private development of these properties is in the public interest. This property includes over 2000 ft. of Crystal River frontage, as well as large red sandstone boulders that are popular with local climbers. It is traversed by a remnant of an old USFS road that is used as a public trail between the Redstone Campground and the Redstone town center. This trail offers a way for walkers to avoid the Boulevard itself when going to the campground or to the USFS beaches near the north bridge and beyond. To that end, OST has negotiated a contract to purchase the properties to preserve these values for the public.
