SUBMISSION, AND SPECIAL REVIEW Determination No.~8-2001 RECTTALS 1. Robert Lewis ("Applicant") has applied to the Pitkn County Heazing Officer for 1041 Hazard Review and Conceptual Submission to establish a building envelope for the construction of a singlafamily residence and accessory uses. In addition, the Applicant has applied for Special Review approval for an attached or detached Caretaker Dwelling Unit. 2. The property is located in the Castle Creek Valley off of Conundrum Creek Road, and is more specifically described in Exhibit A. 3. The properly is zoned AFR-10. The property contains approximately 7.69 acres and is non- conforming in size. 4. The Hearing Officer, at a duly noticed public hearing on December 18, 2001, reviewed this application, and at which time evidence and testimony were presented with respect to this application. 5. The Hearing Officer finds that this application proposes development in the best possible location, given the hazazds identified. on the, property. 6. The Heazing Officer has determined that the proposed cazetaket dwelling unit meets the staudards established in the Land Use Code. The Applicant proposes to deed restrict the proposed caretaker dwelling unit. NOW THEREFORE BE IT RESOLVED by the Pitkin County Hearing Officer that he does hereby grant approval to the Robert Lewis 1041 Hazard Review, Conceptual Submission, and Specal Review for an attached or detached caretaker dwelling unit, subject to the following conditions, which shall run with the land and be binding on all successors in interest: 1. The Applicant shall adhere to all material representations made in the application and public meetings. 2. Prior to submittal of any building permit applications, the Applicant shall record a 24 x 36 inch mylar 1041 Hazard Review Site Plan in accordance to Section 5-70-040 of the Land Use Code. ,, . m, - The site plan shall also be submitted in a digital format for integration into ttie County Geographic Information System (GIS). The site plan shall be amended as follows: A. That portion of the eastern boundary of the building envelope that is adjacent to the dense Engelmann spruce stand shall be amended to maintain an approximate 75 foot setback from the spruce stand. B. The size of the envelope may be increased to a total of 1.0 acre (including replacement area for the reduction noted. above), in a location to be approved by the Community Development Department. C. Increase the width of the access easement to 35 feet,, D. Delineate an "alternative access envelope" from the southwestern boundary to the building envelope. Include a note on the site plan that only one of the access envelopes shall be utilized and the other shall be abandoned, depending on the outcome of negotiations with the neighbor to accommodate the alternative access. Defensible Space: 1) The azea around all structures shall incorporate landscaping with wildfire defensible space considerations as follows (NOTE: Actual vegetation manipulation to meet these conditions may not be necessary where the natural vegetation patterns have already fulfilled these conditions): a) Brush, debris, and non-ornamental vegetation shall be removed within a minimum IS-foot perimeter around all structures,_ Vegetation in this area shall be at 6" or less (i.e. mowed grass, low-growing perennials). No vegetation taller than 6" shall be planted in this azea. Any combination of mulch, hardscape (i.e. sidewalks, stones, etc.) may be utilized. b) For a distance of 100 feet in every direction, existing conifers shall be thinned so that there is a 10-foot spacing between trees measured from the outside edge of the lower branches. The lower limbs of all remaining trees within the 100-foot perimeter should be removed to a height of 10 feet or half the total height of the plant whichever is least to eliminate ladder fuels. c) All deadfall and standing dead within 100. feet of structures shall be removed. d) The Applicant shall be responsible for the continued maintenance of the defensible space vegetation requirements. B. Structural Design and Construction Requirements: 1) Roofs shall have anon-combustible roof covering on a Class A assembly. Wood shake/shingle roof covering are prohibited in all wildfire hazard areas. Roofs, with less than 3:12 pitch are not permitted in 1041 Wildfire Areas unless they comply with the following: a) All roof coverings shall be non-combustible materials as defined in the Uniform Building Code (UBC) 1997 Section 1504 and installed on a Class A roof assembly. b) All roof coverings shall have a surface that. shall facilitate the natural process of clearing the roof. c) All roof design shall facilitate the natural process of clearing roof debris. Protrusions above the roofline, such as parapets, shall be prohibited d) Roofs shall be installed as required by UBC 1997 Chapter 15 and shall have a minimum slope of 1:48. e) All roof designs, coverings, or equivalent assemblies shall be specifically approved by the Fire Marshall prior to submittal of a building permit application. C. Maintenance: 1) Roofs and gutters shall be kept clear of debris. 2) Yards shall be kept cleaz of all litter, slash, and flammable debris. 3) All flammable materials (including firewood/wood piles) shall be stored on a paralleP contour a minimum of 15 feet away from any structure. Firewood/wood piles sltal] be stacked on a parallel contour a minimum of 15 feet away from all structures. D. Miscellaneous: 1) Swimming pools shalt be accessible to Fire. Deparhnent vehicles. 2) Fences shall be kept cleaz of brush and debris. 3) Wood fences shall not be connected to the structure. 4) Fuel tanks shall be installed underground with an approved container. 5) Each structure shall have a minimum of one 10 lb. ABC fire extinguisher. 6) Addresses shall be clearly mazked and visible with minimum 2" noircombustible lettets and shall be cleazly visible at the primary point of access from the public or common access road and installed on anon-combustible post. 7) Any outbuildings or additional buildings shall adhere to the same standazds as structutes. E. Utilities: I) Utility lines shall be buried. 4. No development, including grading, excavation, fill placement, berming, landscaping, entry or ranch gates, construction parking or staging and vegetation removal or disturbance shall occur outside of the approved building or access envelopes unless otherwise specified in this document, such as necessary wildfire mitigation. Utility extension and maintenance shall occur within the approved building and/or access envelope, except to extend a water line from the well to the building envelope if the well is located outside of the building envelope. 5. All azeas disturbed by construction shall be revegetated with native shrubs and grasses to limit water consumption and additional runoff within one growing season of the project's completion. 6. The Applicant shall comply with the following wildlife mitigation: A. All waste storage shall comply with Wildlife Protection Ordinance No. 010-2001. Prior to Certificate of Occupancy, compliance with the. ordinance shall be verified. C. Fencing outside of the building envelope is prohibited. D. Native vegetation shall be preserved outside of the building and access envelopes, with the exception of any thinning and spacing required to accommodate wildfire mitigation. Tall, overly mature and standing dead aspen shall be retained wheneyerpossible as nesting and roosting habitat for woodpeckers, raptors, and cavity nesting songbirds such as nuthatchers as per section 3-80-080(A)(13) of the Land Use Code. E. Any vegetation altered for an,access,road, utility line or similar use must be replaced with vegetation equal in type and quantity to that being removed according to a mitigation plan approved by the County Wildlife Biologist pursuant to section 3-80-080(A)(4) of the Pitkin County Land use Code. Fruit-beazing trees and shrubs should be avoided in any landscaping. G. Landscaping shall include vegetational screening of the north side of the building envelope to minimize the effects of increased human activity on wintering elk. Prior to the issuance of any building permits, the Applicant shall obtain a septic permit from the Environmental Health Department. All sewage disposal systems must be designed by a registered professional engineer. Sewage disposal system shall be located within the. approved building envelope. 8. Prior to the issuance of any building permits, the Applicant shall provide documentation of an adequate domestic water supply on the property. Quantity and quality of said supply shall meet the approval of the Environmental Health Department. The well shall be located within the approved building envelope or outside of the envelope in a location approved by the Community Development and Environmental Health. Deparhnents. A fireplace/woodstove application must be filed and approved by the Cornnunity Development Department prior to the issuance of a building peimit. 10. The Applicant shall comply with all codes and requirements of the Aspen Fire Protection District. 11. The Applicant shall submit a Drainage and Erosion Control Plan to the County Engineer for review and approval, prior to the submittal for any building permits. The plan shall address the management of runoff during construction and after construction is complete. 12. Prior to commencement of any earthmoving or construction activity, the Applicant shall stake the corners of the building envelope az~d install construction fencing around the perimeter of the building envelope. The fencing sfiall remain in place until issuance of certificate of occupancy. 13. Prior to the submittal of any building permits, the Applicant shall obtain an Access/Driveway Development Permit approved by the County Engineer. The driveway shall comply with County standazds in effect at the time of issuance of the permit. At the time of building permit application submittal, the Applicant shall submit, for review and approval by the County Engineers a Construction ManagementPIan in accordance to the Asset Management Plan. The Construction Management Plan shall indicate that vehicles associated with construction (i.e. employee traffic, construction vehicles, staging and deliveries) shall not violate County Law; such as parking on County rights-of--way. The Applicant shall comply with the following standards for development on slopes of greater than 15%: A. Adequate lnechanical support shall be provided for cut slopes. B. Adding water which may decrease slope stability shall be avoided. C. Adding weight to the top of the slope shall be avoided. D. Disturbed slopes must be contoured so that they can be revegetated. E. Steepening of existing slopes shall be avoided. F. Cuts, fills, grading and excavation shall be limited to the minimum area needed for construction. 16. A grading. plan shall be submitted for review and approval by Community Development and the County Engineer. If the grading plan shows cuts and/or fills are greater than 5 feet in height, the Applicant shall submit a soils and foundation analysis including an evaluation of the stability of cuts and fills. The grading plan shall be done by a registered professional engineer and the evaluation of the cut and fill slopes should be done by a geotechnical elgineer. 17. All lighting shall comply with the regulations of the Land Use Code. 18. All development must comply with the provisions of the Pitkin County Noxious Weed Management Plan. 19. Floor area shall be limited to 5,750 square feet exempt from growth management. Floor area shall be calculated based on the definition in effect at the Yime of boil„ding permit submittal. 20. Pursuant to Ordinance No. 022-?000, the Applicant is subject to the Fair Share Requirements and shall pay a road impact fee as calculated at the time of building permit issuance. 21. Prior to issuance of a Certificate of Occupancy for a new residence, the Applicant shall remove the existing yurt and onastory storage building. The current occupant of the yurt may continue to inhabit the structure until that time, if he acknowledges the risk. in writing and waives any liability of the County. If the current occupant vacates the yurt, the yurt shall notbe utilized as a habYable structure until it is removed. 22. The Applicant shall comply with the following stahdazds for the caretaker dwelling unit: A. Prior to the issuutce of any building permits for the unit, the Applicant shall record a deed restriction for the caretaker dwelling unit with the Housing Office. B. Housing Office staff shall inspect the unit prior to issuance of a Certificate of Occupancy. C. The caretaker dwelling unit shall be limited to 700 net livable square feet as calculated by the Aspen/Pitkin Housing Authority. 23. The Applicant shall ensure that snow from plowing is stored'on-site and is not deposited on neighboring property. 24. The Applicant shall negotiate in good faith with the owner of the neighboring property to convert the existing revocable access easement to a permanent easement in order to provide access off of a shared driveway from the southwest, rather than directly off of Conundrum Creek Road. 25. Statutory vested rights for the approval contained herein are granted pursuant to the Pitkin County Land Use Code and Colorado Statutes, subject to the exceptions set forth in Pitkin County Land Use Code, § 4-140 and C.R.S., § 24-68-105. Robert Lewis has granted general durable power of attorney to his daughter, Katherine Etienne for the purposes of this application (see Attachment 10.) The applicant is seeking 1041 Environmental Hazard Review (wildfire, geologic and wildlife) and caretaker dwelling unit approvals for a lot located on Conundrum Creek Road in Pitkin County, approximately seven miles from downtown Aspen, Colorado. This letter describes the subject site and demonstrates compliance with the applicable sections of the Land_Use Code. SITE DESCRIPTION Location Attachment 1 is a site plan (8.5" x 11" and 24" x 36") depicting the subject site, building envelope and a vicinity map. The vicinity map shows that the subject site is located 3/4 of a mile down Conundrum Creek Road from Castle Creek Road. The site is near the end of Conundrum Creek Road as it is the last property on the left before 'the Conundrum CreeK `Trail trailhead. The site is approximately 6.7 miles from downtown Asperr, 5.5 miles groin Highway 82 via Castle Creek Road. The property is bordered by private property on the east and wesf, federal FdYest Service lands to the south and Conundrum Creek Road and private property to the north. The subject site has a metes and bounds legal description. Size and Zoning The applicant's contains 7.69 acres and is zoned AFR-10, an Agricultural,Forestry, Residential zone district in Pitkin County. Topography The subject property is primarily level to gently rolling, characterized by slopes ranging from 0 to 30 percent. This is where the proposed building envelope is located. The proposed Building envelope avoids the alluvial fan and debris flow area on the east side of the property, the primary consideration in the location of the envelope. The north side of the site drops from the more level proposed building envelope down abruptly to Conundrum Creek Road, the drop being a result of the road cut made at `the time of construction of the road. Please refer to Attacfiinent l which shows the topography within the building and access envelopes. There is one small section of steeper slopes in the access envelope near the beginning of the access driveway;' these steeper slopes exist all along Conundrum Creek Road where it borders the subject property. This is an anomaly created by the construction of Conundrum Creek Road. Access Attachment 1, the site plan for the subject property shows a proposed 25 foot wide access envelope which will contain a wide driveway. There. is a drop off on the north side of the subject property which was created by the road cut at the time of P severe atnthef oint where the access driveway ~ s proposedh~olcast P ome off Conundrum Creek Road. This is the most logical and practical location for access off Conundrum Creek Road. After the initial gentle 1 ~ theeway to the proposedtbuilding en elope is much more PROPOSED DEVELOPMENT The applicant is proposing to construct a new single family dwelling unit and a caretaker dwelling unit {at£ached or detached, not determined yet) on the subjecE site. 1041 ENVIRONMENTAL HAZARD REVIEiP The following environmental hazards impact the subject site: 1. Geologic Hazards; 2. Wildfire; and 3. Wildlife. Each of these environmental hazards is addressed in this section. Geologic Hazards Attachment 2 is a geology report from Bruce Bryant, Geologist addressing the geologic hazards of the subject site. As the report Tamara Pregl November 10, 1998 Page 3 states in the conclusion, the proposed building envelope was located in accordance with Bryant's recommendations and is on the western part of the gently sloping part of the property where potential geologic hazards are minimal and where'no structural _. . . mitigation is needed to protect a house from avalanche, landslide or debris flow hazards. According to Bryant's report, the property is not subject to rockfall hazards; sitting 60 to 80 feet above .the creek, there is no flood hazard;,the avalanche danger is very low and there is no known danger from landslides on the area within Ehe proposed building envelope. The building envelope was designed to avoid the debris flow hazard on the site as recommended by Bryant. The proposed driveway's initial entry off Conundrum Creek Road into the access envelope contains a small area with slopes over 30 percent. This is an anomaly resulting from the road cut from Pitkin County's development of Conundrum Creek Road. Development in this small area is permitted pursuant to Section 3-80.50 (C)(2) of the Code which creates an exception for development on slopes in excess of 30 percent when "the slope is due to the presence of a minor natural or man-made change in the gradient of a continuous slope." Soils test will be completed prior to foundation design. The foundation of the proposed dwelling unit will conform with the recommendations of the soils engineer. Wildfire A review of the wildfire maps indicate that the property has a low wildfire hazard. An open, natural park area covers the heart of the building envelope and is indicative of this low rating. The applicant agrees to follow any reasonable conditions deemed necessary for wildfire mitigation for the construction of the proposed home and caretaker dwelling unit.. Wildlife We discussed the property with Jonathan Lowsky, Pitkin County wildlife Biologist. Jonathan indicated that the subject property does not contain critical wildlife winter range, critical habitat or critical calving areas. There are elk and deer present in the Conundrum Creek area as it is a migratory corridor. Jonathan rates the wildlife hazard a the property. as low. The applicant agrees to abide by any reasonable conditions deemed necessary for addressing the low wildlife hazard. _ ~ , Tamara Pregl November 10, 1995 Page 4 IMPROVEMENTS AND SERVICES The applicant .proposes that the new house and caretaker dwelling unit be served by a new water well and by an engineered individual waste water disposal system. Electric and telephone service is available at the site in Conundrum Creek Road.... Propane gas will be used for heat. CARETAKER DWELLING IINZT REVIEW Section 9-110-041(0) of the Code addresses attached and detached caretaker dwelling units. A 700 square foot` caretaker dwelling unit may be permitted on any size lot in the AFR-l0 zone. The unit can be attached or detached as long as the unit complies with the following: 1) The total floor area for the principal and the caretaker units shall not exceed the allowable FAR for the zone. 2) There shall be one off-street parking space for the caretaker unit; 3) The applicant will guarantee through a deed restriction that the caretaker unit shall not be required to be rented; not be condominiumized or sold or otherwise conveyed separate from the original parcel; be limited to occupancy by not more than two adults and related children who qualify as employees of the community under applicable guidelines; be rented for terms not less than six months, if rented. The caretaker unit can be occupied by members of the immediate family even though they do not qualify as employees of the community. 4) The caretaker dwelling unit restriction may be removed by the owner upon approval of the Board of Couhty Commissioners. The applicant agrees to comply with all of the preceding Code standards and requests the appropriate exemption from Growth Management pursuant to this section of the Code. OWNERSHIP/MERGER Attachment 4 is a letter from Chuck Dorn of Stewart Title of Aspen indicating the subject site has not been in common ownership with contiguous properties after the enactment of subdivision regulations in 1972. A'CTA>>~„~,~ , 26553 Columbine Glen Ave. Golden, CO 80401-7211 August 6, 2001 INTRODUCTION I have examined a properly of approximately 8 acres owned by Bob Lewis in order to evaluate the geologic hazards on that property. It is located in the northwest part of the Hayden Peak 7112' quadrangle about. 1,500 feel S. 45 degrees W. of the junction of Conundrum and_Castte Creeks. The Exjstmg Conditions Survey is attached to this letter, and I have reviewed that survey. The property is bounded by the road to the Conundrum Creek trailhead on the north and the White River National Forest„on the south. North to south the property consists of a wooded steep slope along the south side of the Conundrum Creek road, a large gentle area in which are two meadows, and a steep wooded slope adjacent to its boundary with the National Forest. GEOLOGY The region near the property is underlain by the north flank of the Roaring Fork syncline. In the vicinity sandstones and siltstones of the Maroon Formation dip moderately north to northeast. These rocks are exposed on the west side of the Conundrum Creek valley north and west. of the property and on the east side of the Conundrum Creek valley south of the property. The Maroon Formation is cut by two north-south faults that are part of the Castle Creek fault zone. East of the eastern of the two faults the beds dip west along the sides of the Castle Creek valley (Bryant, 1970). local relief is impressive. Higfliand Peak rises 3,80C feet al3gv2 Conundrum Creek only 8000 feet west-northwest from the property. Several times during the Pleistocene thick valley glaciers shaped the major valleys and left deposits of glacial till. Glacial till and till somewhat reworked by postglactal alluvial processes are the only geologic materials at or near the land surface on the property. I estimate chat these deposits are ten to several tens of feet ihfck on the property. The thinner deposits are probably on the steep slope in the southern part of the prdperty. The till was deposited by a Late Pleistocene glacier from the Conundrum Creek valley. The till is composed of angular boulders, cobbles, and pebbles of reddish brown and grayish red sandstone and siltstone of the Maroon formation derived from the side of the Conundrum Creek valley several thousand feel to the south. The till also includes sparse cobbles and boulders of granodiorite, which are rounded, and have come from several miles to the south in the Conundrum Creek valley. All these fragments are in a f _ ~ matrix and sand, silt; and clay. The deposit is not bedded. The only exposures of the deposit on the property are in the roadcuts along the bounding road. The gentle area in the middle of the property slopes toward the center„oi the valley and there the surface of the sill was probably modified by ruhning water after the glacier melted and before Conundrum Creek carved through the till down to its present level. No exposures of bedded, water deposited, material are apparent in the cuts along the road to the Conundrum Creek trailhead, but a thin deposit of reworked till could be on top of the sloping terrace. POTENTIAL GEOLOGIC. HAZARDS Rockfalls. No cliffs from which rock might fall~exist directly south uphill from the property. Glacial till covers the slope over a map distance of 4500 feet to where it passes into a ridge separating the Castle Creek and Conundrum Creek drainages. The property is not subject to rockfalls. Floods. The building sites on the property are 60 to 80 feet above Conundrum Creek and free from any danger from flooding. Avalanches, The west side., of the Conundrum Creek valley has numerous spectacular avalanche tracks indicating that large avalanche"s~run regularly in them They head above timberline on the southeast part of Highland Peak. The property is about 1000 feet from potentially dangerous areas, and it is on the opposite side of the creek and. well above the creek No obvious avalanche track is directly across the creek from th,e property The slope ai the sou'tfi`~`" margin of the property and in the National Forest to the south is steep enough to be potential avalanche country, but the steep terrain does not extend to timberline, and there are no avalanche tracks in the mature forest covering that slope. However, there is one small open area above and below a~spr'ing~shown on the Existing Conditions Survey in the National Forest only about 300 feet above the property boundary where a small avalanche might occur. I saw no proof that any avalanches had occurred there, If any had, they did not make ft to the subject property because the mature forest at the property line shows no signs of having been disturbed by an avalanche. The avalanche danger on the property is very low. Landslides .During geologic m«pNi;~g no major landslides were detected on_the long slope above and south of the property. However, glacial till is subject io Iandsliding. Such landsliding can be encouraged by making large excavations for roads and buildings. Since the land on that slope is `in the National Forest, it is unlikely that any large excavations will be made in the till there.. However, in the small open area by the spring 300 feet south of the property shown on the Existing Conditions Survey there is a landslide about 400 feet long and less than 100 feel wide involving the glacial till. 11 did not reach the property line where the drainage from the spring passes though a narrow gully 20-30 feet deep. There is no known dangerfrom landslides on the gentle slope west of this area within the building envelope shown on the Existing Conditions Survey and recommended by me. Debris flows . No major gullies from which debris slows might come transect or enter - - __ ~_ ~~~~ ,..... ._._ ...~,x..~ ,~ u_~~,~:;,~x~~ the property. It is possible that at some time when the landslide by the spring mentioned above was active, a small, thin debris flow may have come out onto the properly on the gehtle slope below. There is no evidence that such a debris flow has occurred, but it does not take Tong for such evidence to,become Y g belowrthe s rm'I rf thelooccurred weeeetatioh. Debris flows fromttie guhy p g ~ y not large. The building envelope has been designed to avoid this area, according to my recommendation. CONCLUSION. Overall, the geologic hazards. on this, property are less than on most properties in this mountaih environment of steep slopes, heavy snowfall, and unstable_maierials The building envelope designated on the :.. ... Existing Conditions Survey is locafed according to my recommendation on the western part of the gently sloping part of this property where potential geologic hazards are minimal and vvhere no structural mitigation is needed to protect a house from avalanche; tandsli~e, or debris flow hazards. It is located in the. northwest part of the Hayden Peak 7112' quadrangle about 1,500 feet S. 45 degrees W. of the junction of Conundrum and Castle Creeks The E~xistmg Conditions Survey is attached to this letter, and. I have reviewed that survey. Tlie property'is bounded byfhe road to w n the north and the White River Nyational Forest on the Conundrum Creek trailhead o ; .v , _.. _. the south. North to south the ro erty cons~sis of a wooded seep`lope along the p P south side of the Conundrum Creek road,; a large gentle area in which are two meadows, and a steep wooded slope adjacent to its boundary with the National Forest. GEOLOGY The region near the property is underlain by the north flank of the Roaring Fork syncline. In the vicinity sandstonas and siltstones of the MaroonpFormationdlp moderately north to northeast- These rocks are exposed on the wesi side ofWthe Conundrum Cree}< valley north and west of the ,property and on the east side of the Conundrum Creek valley south of the property. The Maroon Formation is cut by two north-south faults chat are part of the Castle Creek fault zone. East of the eastern of the _... 4wo faults the beds dip west along the sides of the, Castle Creek valley (Bryant, 1970). Local relief is impressive. Highland Peak vises 3,800 feet above Ccnun~rum Creek, only 8000 feet west-northwest from the property. Several times during the Pleistocene Thick valley glaciers shaped the major valleys and left deposits of glacial till. Glacial till and till somewhat reworked by postglacial alluvial processes are the only geologic materials at or near the land surface_on the. property. I estimate that ~"~ w • ., , these deposits are ten to several tens of feet thick on the property. The thinner deposits .»..... .n-. a .,... vvWh+a.x..«u are probably on the steep slope in the southern part of the property. The fill was ~~~: ' ' deposited by a Late Pleistocene glacier-from the Conundrum Creek valley. The till is composed of ahgular boulders, cobbles, and pebbles of reddish brown and grayish red sandstone and siltstone of'the ti~laroon formation derived from- the side of the _ _ Conundrum Creek valley several thousand feet to the south. TF~e till also includes sparse cobbles and boulders of granodiorite, which are rounded; and have come from several miles to the south in the, Conundrum Creek galley All these fragments are in a 1 o ooli~~ rte.; matrix and sand, silt, and clay. The deposit is not bedded. The only exposures of the deposit on the property are in'the roadcuts alohg the bounding road. The gentle area in the middle of the property slopes toward the center of the valley and there the r,,, surface of the till was probably modified by run!ing water after the glacier melted and.. before Conundrum Creek carved through the till down to fts present level. Hovveyer, there is one small open area above and below a spring showri on the Existing Conditions Survey in the National Forest.only about 3Q0 feet above the property boundary where a small avalanche might occur. I saw no proof that any avalanches had occurred there If a_ny had; they did not make it to the subject property because the mature,forest at:the property line shows no signs of having been disturbed by an avalanche. The avalanche danger on the property is very low. Landslides .,During geologic muppin~g no major tandslicies were detecigd on the long slope above and south of the property. However, glacial tip is subject to landslidng. Such landsifding can be encouraged by making large excavations for roads and, buildings. Since the land on that slope is in the National Forest,~it is unlikely that any large excavations will be made in the till there. However, in '` ,~ the small open area by the spring 300 feet south of the property shown oh the Existing Conditions Survey there is a )andslide,about 400, feet long and less ~ _. than 100 feet wide involving the glacial till It did not. reach the property line where the drainage from the spring passes though a narrow gully 20-30 feet p. g ~ g tle slope west of this area w theh the bu Id~g eavefope shovan oniahe Exist ng Conditions Survey and recommended by me.
