COLORADO,ALLOCATING 2000 COMMERCIAL GMQS ALLOTMENTS

RECITALS
1. On February 27, 2001,the Pitkin County Planning and Zoning Commission ("Commission")held
a duly noticed public hearing at which time evidence and testimony were presented with respect to the
2000 Commercial Growth Management Quota System("GMQS")applications.
2. The Commission scored the following applications for the 2000 Commercial GMQS competition:
• Buttermilk Skier Services Facility: The Aspen Skiing Company is requesting 8.61 EGUs to
construct a facility that will contain rental and retail space, the children's center, administration
space and 7 affordable housing units at the Buttermilk Base Area.
• Airport Auto Center: Petrol Aspen, Inc. is requesting 14 EGUs to redevelop and expand the
existing auto center at the Aspen Airport Business Center.
1. A minimum of 43 Employee Generation Units(EGUs)are available. Since the Applicants
requested less than 43 EGUS,there was no competition for the available allotments.
2. The Commission scored the applications based on the criteria of Section 3.140-050 of the Land Use
Code("Code"). The Commission gave the Buttermilk application a score of 50.4 points and the Auto
Center application a score of40.4 points,both of which exceed the minimum threshold score of 36.6 points.
3. Pursuant to Section 4-60-060 of the Code,the Commission's scores were forwarded by
resolution to the Board of County Commissioners("BOCC")at a regular meeting on March 14, 2001.
4. No appeals of the Commission's scores were filed within the required 14 day appeal period.
NOW,THEREFORE,BE IT RESOLVED by the BOCC that it does hereby allocate 8.61
EGUs to the Buttermilk Skier Services Facility and 14 EGUs to the Auto Center.
