The purpose of this application is for Board of Adjustment
approval of signs to be placed along Maroon Creek Road temporarily in
conjunction with a trial mandatory bus system operating from Highlands
Parking Lot to Maroon Bells during the hours between 9:00 a.m. and
6:00 p.m. The road to Maroon Belts will be closed to other vehicle

traffic during that time by the U.S. Forest Service and Pitkin County
will operate the bus system. The trial program is being jointly sponsored
•, ing congestion and
by the County ahd forest Service as a means of reduc
environmental damage due to auto crawding at the Maroon Bells. The
program is scheduled to begin July 23rd, will be evaluated after three

weeks and a decision made whether to continue through Labor Day, Se tembe

A. The first part of the a lication is made under Section 5.7
of the Land. Use Code which states that: "Signs shall identify only

interests conducted on the, premises unless the~Board of Adjustment` '
request, makes a determinat%pn that an off-site sign conforming to the
district regulations in which the sign is located is necessary to promote
the interests of the use not occupying the same lot."
Signing in this case is necessary only for the possible six
week duration of the trial., The signs are intended.,. to notify visitors;
who may be unaware of the road closure and to direct them to the ap ro-

priate parking and loading area at Highlands. At the request of the

Deane famjly, who feared loss of business, signs will also indicat
that the road remains open to T-Lazy-7 (to the f.S. Guard Station above
the ranch) so that their visitor traffic will not be inadvertently
diverted.

Signs are necessary this year because of the ,temporary nature of
the trial, since one week cars„will be allowed to travel to Maroon Bells
and the next week they will be intercepted. A public information program
is planned to explain the program; however, it is believed. to be necessary
to introduce minimal signs in order to inform those who have not seen
or heard the media presentaton._ If the program is continued in future
years., fewer signs with less information should be necessary because of
increased public awareness.
We are sensitive to the need to keep signage at a minimum, so
we propose only three signs, two of which will be in cor~1unction with
existing signs on buildings. Proposed features of the signs are as
follows:
1. Sign #1
Location: Approximately 350 feet from Highway 82/Ma.roon
Creek Road intersection.
Dimensions: 36" X 42"
Height: 7 feet

dimensions will be the existing ones. If a
new sign is placed, dimensions will be 35" X 42"
Height: 7 feet

COMMON ELEMENTS OF ALL SIGNS.:
It is currently proposed to paint signs with cream/beige background
and dark green letters. Letters will be cut outs and be sized.. to be
visible from a car.
The two 36" X 42" signs wilt be mounted on 6" X, 6" wooden standards -
one standard at each. end of sign as:
Sign samples will be presented to the Board of Adjustment at their
June 28th meeting.

Section C further states that Maroon Creek Road is classified as a
major road. The variance is specifically requested for signs #1
and #2.
The strict enforcement of this provision would impose a hardship
on the County and on the general public ih that signs placed at a
distance of 50 feet could not be read. by the motorist. Consequently
a necessary message about a special event and directions related
thereto would not be conveyed. The result could be confusion and
frustration among the ranks of sinner visitors to Aspen and Pitkin
County.
The requested relief will not jeopardize the public good and will
not impair the intent and purpose of the minimum set back regulation,
which regulation is specifically intended to provide essential, site
distance. Sign #1, for instance, is proposed to be located at tine
base of a small rise which itself limits site distance. This being a
natural feature which will not and should not change, the sign
will neither add or detract from site distances. In addition, the
sign is located on the right hand side of the road (traveling south)
.where there are no traffic or pedestrians entering and leaving the
right of way. Sign #2 can be integrated with the existing sign.

Furthermore, the trial is of a temporary nature`ahd signs will not
be placed until the day before the trial and removed promptly the day
thereafter. The rights-of-way along the road wilt ,'therefore,
return to their natural state.
The public interest will, in fact, be furthered by the directional
nature, of the signs since with a minimum ar~ouht of signage the visitor
will be alerted to the road closure and guided to the appropriate
parking and bus loading area. This will eliminate unnecessary
turnarounds and stopping to inquire directions.
