Roaring Fork Grocery This is a request to build a storage room on the back of a building which contains a non-conforming use. The Roaring Fork Grocery ie a non-conforming use"but storage is not. In the AF-2 zone, an accessory building used for storage is a .use allowed 6y right in Section 3.03 of the Land Use Code.. If the Building Inspector had been asked for a permit to build this stonag`e`building separate from the `Roaring Fork Grocery and 200 feet back from the highway right-of-way, he would have had to give it to them. By attaching the storage to a building containing a non-conforming use, the question became less clear. The question is whether or not this is an expansion of a non-conforming use. As of this writing, no improvement survey or specific construction plans are available for detailed review s~ we must comment on the application in general. The Roaring Fork grocery is located in the AF=2 zone which specifically excludes retail commercial uses. As such, the expansion sought is prohibited by the County Land Use Code. The AF-2 zoning was applied to the Roaring Fork valley in'1973. This action was 'taken to specifically exclude the prospect of commercial strip development on Highway 82 and the visual blight and traffic hazards which are attendant to such activities. This restriction against commercial expansions on Highway 82 in the AF-2 zone has been administered and enforced fairly and even handedly. No new construction or expansion of commercial facilities of a retail n deneabeen madature have been permitted since 1973.
