F A r. ~\ TO: Pitl~in County Planning & Zoning: Attn: Ye ter Cuy Chairman FROM: iu'vCB Moore RE: Pitkin County Board of Adjustment Meeting May 29, 1973 DATE: May 31, 1973 ' Dear Peter: The Board of Adjustment has no clear understanding of the plans and design for Highway 82. At the meeting of May 29t1i, the Pomegranate Condominit5m Association (Case i~ 73-7) requested a variance in the setback f-rom the highway in order to build tennis courts. Perm ssi.on ro build one court was given. This court may or may not be too close to an enlarged highway and/or a transportation R.O.W. It may also complicate a better entrance/exit road for this expanding lodging, restaurant, bar complex. It would seem to be extremely poor freeway design to allow any right angle approach roads. At this point there are four of these right angle inter- sections from the Pfister road through the Pomegranate. If the transit system were to be located on the south side of Highway 82, these intersections would also become transit crossings. You can imagine the peaking hour problems this would cause at the Pomegranate. Another application for a sign variance for the Airport Business Center (Case ik 73-8) was requested and granted. This allows the Mobil service station to place an illuminated sign at the Highway 82 entrance to the garage. This may create a safety situation on Highway 82. Customers unfamiliar with the location of this facility need much more advance warning for deceleration and signaling their intent to slow down and make a right angle turn off Highway 82, It is extremely difficult for other traffic to anticipate these manuevers because the reason for turning on this open stretch of road is not clear and obvious. The only sanitary dump facility for trailers, campers and motor homes in the entire area is located at this Mobil station. This type of summer traffic generator attracts these large, clumsy and often amateurly driven vehicles to a sudden right angle approach to Highway 82. This is obviously dangerous. We need angled approaches such as found on all properly designed freeway systems. Jim Markalunas also brought up the type of highway lighting needed for marking signs and intersections. We do not want a string of mercury vapor lights at the entrance to Aspen. IL- would be most helpful if the P & 7, could pass on an overall design for Highway 82, espec~i.ally with a coordinated style of graphics and lighting f.or signalization marking ski area, airport, and Airport Business Center directionals. It is my opinion that right angle turns will not be satisfactory on Highway 82 and I anticipate that these turns will. have to be angled through the two hundred foot setback. A tennis court at the Pomegranate could interfere with such needs when you realize an entrance and exit R.O.W. are both needed and that these would have to be coordinated in someway with a potential rapid transit two way corridor. Perhaps the Transportation Plan addresses itself to this problem of total highway design. However, the Board of Adjustment has not knowledge of this Plan or its status as a legal guide. f~i~~t_'a~~~3 .. .,. - ~' 3 *n`ztm 'v •~ ~~ asryNpzw'~'^.e+fw h#l+" v i _.~.~r ~, a,,:M. _.~. Box 694 Aspen, Colorado 81611 Dear Hal: As you uhdoubtedly know, I am as much against advertising signs as anyone. However, with the very low profile of the Airport Auto Center caused by an attempt to hide cars, plus the 200 foot setback from the right of way, many people driving by simply don't know what's there or what's offered. Therefore, in accordance with paragraph l0a of the Sign Regulation which OK's certain signs along Highway 82 right of way, provided such signs are approved by the Board of Adjustment, I would like to request review and ap- proval by the Board at their next meeting of such a sign. Location would be at the spot marked on the enclosed site plan. The sign would say only "Mobil" in the same script as unclosed. The lettering on each side would be less than six square feet. The top of the sign would be 4 feet above the ground. Material will be a short wood or metal column, a sign board of wood with metal letters and a metal rim frame,, At night both sides would be lit by incandescent pin spots. If you need anything else, let me know. JPMcB:mm Enclosures cc: Mike McCormick ncerely, ohn P. RE: Mobil Sign Variance DATE: July 16, 1974 Enclosed are the minutes (verbatim minutes on tape) of the Board of Adjustment meeting at which a continued variance 'was given to the Mobil Sign at the Airport Business Cent'ers' The Board, acted to renew this variance 'without proper'publc notice as prescribed in the Pitkin County Zoning Code. The Board felt this to be adequate procedure for a"variance renewal. Technically, it appears to me that this action was mpro- per and that as such, the new variance was granted iTleg'a11y. Therefore, a new hearing with proper notification would be necessary. ec: J. Edwards W. Mason N.,MeGrath ,. . ~~ ...
