Pitkin County Contract numbered #173-2008 Phase II (the "Contract") dated December 5, 2008 between
the Pitkin County Board of County Commissioners (the "County") and RiverRestoration.Org (the
"Contractor"), is hereby amended as follows:
Description of Change_
1. Re-location of project 500 feet north and adjacent to Two Rivers Road
2. Work with FEMA to file a Floodplain Permit (FEMA CLOMR/LOMR)
Reason for Chance
1. Allows for two very good whitewater hydraulics and has existing degradations and will create a
dramatic viewing area. Re-location will require re-striping of Two Rivers Road in order to expand the
pedestrian area at the top of the bank. An additional 20 ft of shoulder can be gained by re-striping the road
and will allow for parallel parking, pathways, decks and plantings as well as shelter the park users from
traffic lanes. Design re-striping plan cost is $ 4,111.97
2. Original scope of work Task 4 stated assume that the project can be designed to show no
impact to the mapped
jloodway and does not include the FEMA CLOMR/LOMR processes.
But hydraulic analyses indicate that existing floodplain mapping may underestimate actual 100 year
flooding, due to the steep channel, up to 1.5 percent gradient, resulting in all but one of the 2001 FIR cross
section being modeled in a critical flow state during the 100 year event. The 2001 FIR cross sections are
spaced an average of 420 feet apart with the steep channel dropping over 6 feet between cross sections.
Therefore its recommended working with FEMA to file a LOMR based solely in submission of more
detailed data. Cost to prepare permit and carry through approval process is $ 9,383.93
Original Contract Price for Phase II $ 49,259.72
Net Increase in Contract Price Phase II (this change order) $ 13,495.90
Total Adjusted Contract Price Phase II $ 62,755.62
In all other respects the Contract is in full force and effect and remains unchanged by this Change Order.
