Our intent is to provide participants with pick up fruit and pre-packeged snacks. In addition, and depending on the event, we will serve either light breakfast or lunch food prepared by local establishments in their commercial kitchens. If any aid stations is located within Pitkin County, the vendors will be required to complete the Vendor Information Checklist & Application. These applications will be returned and submitted at least 3 weeks before the event, as specified. Only sealed, unopened or packaged food will be stored overnight at Rio Grande Park. The area will be secured and patrolled by a 24-hour, onsite security team. Parks/Open Space Permit: A meeting with Kent Blackmer and Sylvia Cranmer was held on 5/1/09. All requested documents have been completed and sent to RFTA for review. Reviewed and accepted: YES Sales Tax & Business License: Both Sales Tax and Business Licenses for the Spinhead Foundation, along with an official document showing that the non-profit entity is in good standings, will be furnished to City/County. We do not intend to sell any goods at this festival. Reviewed and accepted: YES Miscellaneous Permits: Spin Sports Festival will be using pre-built and transportable stages for use at Highlands and Rio Grande Park. These "portable" structures are often built into a trailer whereby one side is opened up and the stage area folds out. Set up occurs by literally parking and unhooking the trailer. Should any modifications occur, we will comply with all corresponding codes to ensure safety. No other structures including bleachers, grandstands, or telescoping seats are required. No fireworks will be utilized at this festival. Public Notification: The Spin Sports Festival will comply with all regulations concerning noise ordinances, parking impacts, and traffic rerouting. If additional parking requirements are necessary, formal requests for extended hours at Intercept Lot or the overflow lot located across Highway 82 are viable alternatives. A meeting was held on 5/1/09 with Gary Beach and Michael Kiernan of Beach Resource Management regarding the Opening Celebration at Highlands. All corresponding documents have been furnished. Bicycles are the core element of this festival giving cycling enthusiasts the opportunity to participate in road or mountain events and explore the region at leisure without getting in a car. Secondary activities including golf, fishing or tennis are being offered for the simple reason that no one should be left at home. We want the spouse, friend or family member to have something else to do if their preferred sport does not involve sitting on a bicycle seat. These sports are easily accommodated with minimal management requirements by sending the visitor's business to an existing venue or guide. The festival begins with a welcoming ceremony at Highlands Mall. This opening event involves musical entertainment, dancing, and a manufacturer's display of products on a runway. Here, attendees get to see an advanced showing of the latest sporting products before the fall trade shows and a chance for product giveaways. The overall goal is to entice participants to come to town the day before the sports events start, get settled into their hotel rooms, become familiar with the venues, and enjoy of the ceremony without the usual AM scramble on the day of an event. A "Park One Time" plan will be promoted to all participants and their guests. This eco-friendly focus strongly encourages people to leave their motorized vehicle parked at their hotel or in a designated lot for the duration of the festival and use their bicycles or the public bus system (RFTA) get around during the daytime and in the warm evenings under a near full moon. This plan minimizes pollution, reduces street or parking congestion, encourages exercise, and increase the chances for festival goes to meet and interact with like-minded individuals. 1.2 Objective The objective of this document is to provide corresponding government officials and the management team with a detailed Safety and Operations Plan (SOP) for the Spin Sports Festival. We want to ensure the highest level of professionalism and participant safety while preserving the ecological attributes of the region. The following content, including medical preparation and security matters, describes the pre and post-festival mitigation efforts plus the procedures enacted if an unforeseen incident occurs during the festival. 1.3 Scope This document covers all pertinent details primarily for Pitkin County and the City of Aspen. Involvement of Snowmass Village is limited to a single mountain biking event and setting up a temporary (and secure) bicycle storage corral on lands leased by the Aspen Skiing Company. Specific notations Eagle County and the Town of Basalt have been included because some events crossover into their jurisdictions. Similarly, the use of different road surfaces and/or natural terrains requires the involvement of National Forest Service and Colorado State Patrol. The road biking hill climb up Independence Pass has been capped at 750 riders. This rider count will be controlled online as well as by the registration numbers issued and distributed. 1.8 Volunteer Training A minimum of two (2) pre-festival meetings will be conducted in the Denver /Boulder Metropolitan Area to instruct the staff and volunteers as described below. A minimum of one (1) additional pre- event meeting will take place with the staff and volunteers on the site of the actual event to ensure complete familiarity of the location and required tasks. We feel it is important to show participants some of the hidden gems of the upper valley in order to encourage return vacations for more exploration on their own. The primary gathering hub for this festival is located at Rio Grande Park. This site is used in the following ways: a) the start/finish area for the road cycling events, b) conduct specific events for the kids, c) gathering location for all participants, d) musical entertainment, e) food and beverage service, f) product showcase, and g) 24-hr secure bicycle storage corral. Temporary or "day ride event" venues are used to disburse the congestion of participants and match particular sport interest with an appropriate setting. Most of these venues can be set up without disrupting the normal activities of the town, executed no interference with other events or timelines, and taken down quickly. This offering enables the festival goers with the freedom to socialize, eat and drink, shop, and move about using public transportation. The main facility in Rio Grande Park allows bikes to be checked in and out of the guarded area on a 24-hour basis using non-transferrable, pre-registered wristbands with corresponding bike tag numbers. Security Alcoholic beverages, in the forms of beer and wine, will be made available for purchase. A police or security officer (local or otherwise) will be positioned at each of the three primary access points to the mall where registration tables are set up to check in, verify age, and distribute ID bracelets. Two additional officers will serve as rovers through the crowd and on the perimeter of the area. One officer is specifically responsible for the stage area. The final officer is assigned to traffic control. A staff manager will oversee a volunteer crew that coordinates parking and the RFTA buses drop-off locations. If an accident occurs, the staff member or volunteer will have been instructed during orientation to contact the Event Director by cell or radio with all the pertinent details. Even if a participant had made a call to 911, it is critical that the Event Director remains informed so that he/she can place aback-up call to the medics and Managing Director to ensure proper execution. Several ride-along medics or paramedics will be on course with a radio and cell phone in exchange for their complimentary entry fee. It is their duty to keep a watch out for injuries, monitor the assigned frequency channel for accidents, and ensure management is involved. Changes or updates to a particular event can be found by going to an onsite information booth or checking the website (www.SpinSportsFestival.com) each evening. 3.6 Public Information An ongoing challenge for any public event (food, sports, public speaking, etc) is ensuring safety by having enough volunteers, paid employees, staff members, and protection patrols. Time and money are always in limited supply. However, the single most means having the greatest impact on safety no matter the resource limits is public awareness. And, the best form of public awareness comes by coupling advanced notification (website, brochures, flyers, etc.) with a visual reminder that takes little thought to help produce the safe action. The most effective signage for both participants and non-participants are the giant stick figures (10-12 feet in height) called Spinhead® Safety Alert Signage. They are brightly-colored, visible from a long distance, and provide immediate recognition by the bicycle wheel for its head. The limbs of these icons can be positioned in such a way that they point out a given direction/route or hold a sign that declares a written message. They will be placed in prominent locations on a road or trailside to gain the attention of the oncoming traffic and notify the travelers that some type of event must be taking place in the area. In fact, even the lack of knowledge of these fun and humorous shapes is likely to peak interest and get them to pay more attention. Yes, perspectives can easily be shifted when we come across something different in our daily routines. Even the grumpy can find themselves having in a private laugh when some unexpected "Spinheads" falls along their pathway and hoists a cleaver message. For the riders, it can be much more difficult to miss a critical turn when abrightly-colored giant is pointing to the right. The other advantage of these icons is to minimize the number of staff or volunteers out on the road in harms way for long and often lonely periods of time, especially if their services can be better used elsewhere. Traditional signage means will be used to point out key directions and certain necessities like registration, parking, restrooms, vendors, etc. We know that few people want to get lost or like to feel lost. Considering today's printing technologies, it very easy to make large banners quickly and inexpensively. There is no excuse for not providing participants, accompanying guests, and innocent onlookers with the needed information. To ensure safety "during the ride", the festival management will have professionals (i.e.: private security, EMT/paramedics/fire, and off-duty police officers) riding along with the participants to address, communication or handle certain situations that arise. Such incidents (i.e: minor mishaps, broken bicycle parts, accident reporting, share the road conflicts, traffic flow, and medical needs) are best rectified in the quickest manner by having these individuals. Those professionals who volunteer for a given ride-along and approved by festival management will pay no entry fees and share in the same benefits as to the event crew. 4.5 Special Security Concerns for Large Public Events a) Opening Ceremony at Highlands: This event takes place on Wednesday evening and is the first major gathering of the participants, their friends, locals, and etc. all in one location. It is estimated that up to 750 people may attend this event due to real enticements including product giveaways, live music, and afashion/equipment show. Alcoholic beverages, in the forms of beer and wine, will be made available for purchase. This offering adds some concerns for public safety regardless of the fact that the demographics of the festival (Average Age = 37, college graduates, business professionals, etc.) have proven to be very responsible. A police officer (local or otherwise) will be positioned at each of the three primary access points to the Founder's Plaza at Highlands. Registration tables are set up to check-in, verify age, provide information, and distribute ID bracelets. Two additional officers will serve as rovers through the crowd and on the perimeter of the area. One officer is specifically responsible for the stage area. The final officer will be in charge of traffic control, deal with any accidents, and oversee the actions of a volunteer crew who will be directing cars to the respective parking lots as well as the RFTA buses drop-off locations. (Note: Our online registration requires each participant to provide their driver's license number. This number is cross-referenced at for packet pick up and the receipt of an alcohol-specific ID bracelet.) All police/security counts, including alternates or additions, will be reassessed by festival management and approved by the local authorities within thirty (30) days prior to the event. Staffing will be evaluated in conjunction with the online registration totals for each event. Use of multiple shifts of professionals is preferred over extended durations. b) Product Showcase at Rio Grande Park Three (3) security officers are assigned to the park each day. The product showcase takes operates much like to Food & Wine with a booth displays and a designated area for consumption. Manufacturers, retailers and vendors will be setting up and caring for their own booths or provide a place for demonstrations to the festival goers. Having a presence by the local police force is not deemed critical. Cell phone coverage in the selected areas is excellent for the top three major carriers and booth operators will be furnished with the appropriate emergency phone numbers to call should an issue occur. The festival management will defer to the expertise of the local authorities as to their desired level of event security for the exhibitors and at the bicycle storage location. This could be as simple as a periodic pass through of the park grounds. c) Overnight Bicycle Storage A total of three bicycle storage facilities are being proposed. The primary corral at Rio Grande Park for the duration of the festival, Wednesday evening only at Highlands Mall, and Friday evening thru Saturday at Snowmass For Rio Grande Park: Two (2) security guards are assigned to the bicycle storage area at Rio Grande Park on a 24-hour basis from 8:00 AM Thursday morning until 5:00 PM on Saturday. A third security guard will be on hand during those same times to provide assistance and/or rotation. For Highlands: This storage corral will be set up to encourage people to ride bicycles to the welcoming ceremony. It will be located behind the stage near the ski lift and away from the gatherings in the mall area. It is anticipated that access will be limited access until the completion of the event. One (1) security guard is assigned to the corral with an assistant covering the ground from the stage to the corral. For Snowmas: This storage corral will be set up to encourage participants to ride their bicycles to the free concert on Friday evening. Depending on the stage location selected by the concert officials, the temporary corral may be placed closer to the new village plaza. If a conflict exists, the corral may be eliminated or set up atop the Burlingame Lift only for use by festival participants. d) Rio Grande Beer Garden A secured area in Rio Grande Park is designated for the consumption of alcohol. All volunteers & pass holders must be 21 years or older. No under aged persons will be admitted. Security and serving staff are prohibited from drinking while on duty and will be trained on friendly intervention. Other beverages are available to consumers at all times throughout the venue, including but not limited to, water. Drinking and driving will be discouraged/ Public transportation information will be given out to all consumers by staff volunteers and made available at designated information booths. At least one (1) of the three (3) security guards assigned to Rio Grande Park will cover the beer garden during hours of operation. Participants of legal age will have been issued an individual, non-transferrable ID bracelet for admission. All others will be asked by the staff to provide suitable proof at the entrance/exit gate. e) Gondola Square in Aspen The two MTB events held on lower Little Nell run are designed for both participants and viewing spectators. At the option of Aspen Skiing Company, alcoholic beverages may be served to spectators only. Two 2) security guards will be assigned to the area for the post ride followed by a sweep at the base area. A restricted count of beverages will be served to participants with ID bracelets. In the event that someone is perceived by staff members or local authorities to be impaired in any way, the person will be required to download on the chairlift. A bike shuttle service will be available at the summit for free transport with corresponding rider numbers. g) Snowmass At the option of Aspen Skiing Company, alcoholic beverages may be served at Lynn Britt Cabin or Spider Sabich Picnic Area. Two 2) security guards will be assigned to the area for the post ride followed by a sweep at the base area. A restricted count of beverages will be served to participants with ID bracelets. In the event that someone is perceived by staff members or local authorities to be impaired in any way, the person will be required to download on the chairlift. A bike shuttle service will be available at the summit for free transport with corresponding rider numbers. h) Awards Ceremony and Post-event Traffic: This Saturday event is likely to remain purely festive considering that the crowd is gathering to acknowledge the achievement of their friends or loved ones. This event is more about the celebration of achievement, family time, fun, and rewards considering only the scenic rides or competitive finals take place on this day. The potential security issues for the closing ceremony are threefold: a) Safeguarding the awards, giveaway items, and bicycles from theft, b) Protection of all VIPs and town officials in attendance, and c) Managing traffic flow for those leaving town. From 4:00 pm to 6:00 pm, the security professionals will re-align or alter their duties from park protection to traffic control. This action will ensure the safe and orderly flow of participants (on bicycle or foot) away from the ceremonies to their respective lodgings, cars, or RFTA buses. The same information can be downloaded in advance by the participants from the festival's website. Ms. Vicky Cassabaum of St. Anthony's Trauma Center in Denver and the 14-year medical veteran for cycling tours agreed to oversee the proper medical elements (Personnel and Equipment, including stock supplies) for the safe execution of the events comprising the Spin Sports Festival. An onsite Licensed Professional Emergency Medical Services Provider will not be used. Refer to Section 5.6 Support Stations by Event for the complete list of First Aid Stations as identified by corresponding symbol for the given map. 5.3 Critical Areas Foreseen 1) Accidents involving other vehicles on the road 2) Accidents involving standing or walking pedestrians at intersections or otherwise 3) Accidents caused by road hazards and/or conditions of weather 4) Accidents due to out of control, inconsiderate or unconditioned riders 5) Accidents that occur at road crossings The planning of the Spin Sport Festival was done in such a manner to minimize or eliminate many of the aforementioned situations. Routes were selected to avoid contact with traffic or the crossings of major intersections. Signage, ground markings, and Spinheads help alert riders of particular hazards or routing information. A de-emphasis on competitions creates a more yielding environment where riders are taking a more leisurely pace and more aware of the riders around themselves. All these, plus others, ultimately reduce the likelihood of serious medical incidents. The Spin D' Indy event garnishes the most concern regarding safety because the altitude and interaction with other vehicles. Purposefully, this is a one-way competition where riders are released individually and will be traveling uphill at a slower riding pace than most rides. These formats provides our traffic flow controllers with more time to alert, signal, slow or stop oncoming vehicles if necessary. The Colorado State Patrol will have a presence. Medical and SAG units are responsible for removing riders who have mechanical breakdowns or conditioning issues. The first three (3) elements comprise the primary transportation system for the relief of riders participating in the Spin Sports Festival. The last two (2) elements are considered as a secondary or independent system for individuals traveling without or in quantities of four (4) or less bicycles. Although a convenient schedule (time and routes) is published, not all town shuttles or RFTA buses will have the open racks or the ability to transport bicycles. RFTA is considered a viable alternative to waiting for a festival SAG van or riding back to their lodging location if a participant decides to quit at any given public bus stop between Aspen and Basalt. This bus system is also effective should the person choose to check in their bicycle at the designated secure storage area in Aspen at any time and head down valley along Highway 82 as far as Glenwood Springs. Similarly, Snowmass Village has an extensive shuttle system whose schedules and bicycle capacities will be made available to participants. SAG Support for MTB events is defined as shuttle vans at start/finish lines, flatbed transports for bicycles, chairlift usage, local town shuttles to the starUfinish lines, and RFTA routes stopping at the Buttermilk off Highway 82. A written list of safety tips and riding rules will be provided upon registration and made available online, at designated information booths, and again at onsite registration. Each rider will be given a "Rider's Digest" with safety information. They will also be informed of safety tips and riding rules at the opening ceremony and before the start of each event by official representatives including the Event Director, staff members, volunteers, and designated personal deployed on the route to encourage safe riding practices. The road riding events were carefully selected to minimize all contact with motorized vehicles and use routes where speed limits do not exceed 40 mph. In situations or at intersections where there may be a potential hazard to participants, traffic controllers will be utilized. The Colorado State Patrol will have a substantial presence (personal and electronic signage) on Independence Pass and the Fryingpan Road from Basalt to the dam. They have agreed limit traffic, provide vehicle escorts, and facilitate movement using construction delay methods. All cyclists must agree wear a helmet at all times during any riding event. This requirement will be strictly enforced. Any person attempting to ride without an appropriate helmet will not be allowed to start, continue or complete an event until such can be obtained and worn. Traffic advisories will be printed in the main local papers to inform motorists of the tour route and alternate driving directions when available. Requests have been submitted to CDOT for additional electronic signage boards. Private postings, newsletters, and route signage will be placed well in advance of the events wherever possible. All signage placed along a planned route will be removed upon completion of the day's event. Liability insurance taken out by the Spinhead Foundation will be in excess of amounts required. A copy of the certificate of insurance naming the governing agencies as additionally insured will be provided. Safety Contact: Craig Canon Managing Director 303-988-06000 720-320-3222c craig.canon@comcast. net 6.2 Colorado State Patrol (CSP) and Traffic Ambassadors (TA) Two road riding events utilize the hired services of the CSP: a) Spin D' Indy =Hill Climb event up Independence Pass and b) Centaspin /Basalt Assault = Distance Ride event starting from Aspen or Basalt past Ruedi Reservoir to the end of the pavement at the base of Wildcat Mountain and back. The first event occurs entirely on State Highway 82 from Difficult Campground to just beyond the summit of Independence Pass and will utilize a combination of motorcycles and cruiser vehicles. Although the second event does not occur on any state highway, the motorcycle services of the CSP will utilized to cover the primary local roads including Upper and Lower River Roads plus the Frying Pan River Road to ensure maximum rider safety. Private and Confidential 40 Copyright ©2009 Spinhead Foundation "~ rp r~ r~ /,, C; Spin Sports Festival Safety & Operations Plan Paid staff or pre-instructed volunteers will be placed along the ride routes as traffic ambassadors (TA) to ensure area safety, direct traffic flow (vehicles and cyclists) at key intersections, facilitate route exchanges or surface transitions, and point out potential riding challenges. The initial locations by one or more individuals are clearly shown on each of the event map found in SECTION 2 -Site Maps. The addition, reduction, and placement of the Traffic Ambassadors will be coordinated by festival management as deemed necessary and with noted input from both local authorities and the Colorado State Patrol. 6.3 Spinhead' Signage Spinheads are 10-12 foot high stick figures with a bicycle wheel for its head. These temporary signs are approved for use by the Federal Highway Administration, Office of Safety Design in Washington DC. They are made of wood are placed off to the side of the road surface and used to alert vehicles of a riding event taking place, direct traffic (cyclists and motorists) to appropriate destinations by a.rm positioning, and/or hold information signs for further clarification. Refer to the attached event maps for the specific locations of the signage placed in advance of a ride by an official trained crew. See www.soinheads.org for examples of use in other cycling events. 6.4 Road Hazard Markings Organized Events: A pre-instructed ride team will be sent out in advance of a given event to cover each route and mark, note, or correct all potential hazards. For road rides (i.e.: potholes, cracks, narrow road, etc.), abrightly-colored and environmentally safe paint or chalk will be used to warn the cyclists about more permanent discrepancies so that the unsafe area can be avoided. All efforts will be made by the road crew to clear off or sweep more temporary discrepancies such as trash or gravel. For mountain courses (i.e.: loose/low branches, drop-offs, unusual stumps or boulders, etc.), brightly-colored ribbons will be temporarily tied around the adjacent trees so that the unsafe area can be avoided. 6.5 SAG Support SAG Support for road rides is defined as a combination of passenger vans, flatbed trailers for bicycles, private buses, town shuttles, and the use of the existing Roaring Fork Transit Agency (RFTA) bus system. The first three (3) elements comprise the primary transportation system for the relief of riders participating in the Spin Sports Festival. The last two (2) elements are considered as a secondary or independent system, mostly for individuals traveling without or in quantities of four (4) or less bicycles. Although a convenient schedule is published, not all town shuttles or RFTA buses will have the open racks or the ability to transport bicycles. RFTA is considered a viable alternative to waiting for a festival SAG van or riding back to their lodging location if a participant decides to quit at any given public bus stop between Aspen and Basalt. This bus system is also effective should the person choose to check in their bicycle at the designated secure storage area in Aspen at any time and head down valley along Highway 82 as far as Glenwood Springs. Similarly, Snowmass Village has an extensive shuttle system whose schedules and bicycle capacities will be made available to participants. SAG Support for MTB events is defined as shuttle vans at starUfinish lines, flatbed transports for bicycles, chairlift usage, local town shuttles to the start/finish lines, and RFTA routes stopping at the Buttermilk off Highway 82. Other SAG means, such as motorized all-terrain vehicles (ATV) or off-road carts with flatbeds or trailer attachments, are dependant upon approval by the National Forest Service and Aspen Skiing Company. All cyclists are required to carry their own weatherproof rain gear. Additional concerns for preserving the environment (trail wear, drainage, etc.) occur with heavy or prolonged rains about the time of mountain biking events. Although the chances for such storms taking place in early August are less likely, an instruction booklet or handout will be distributed to riders regarding the actions taken in the event of inclement weather. This information includes route changes, event cancellations, and procedures for dismounting. The onsite Management Team for the Spin Sports Festival will not allow any mountain events to take place if so advised by representatives of National Forest Service or Aspen Skiing Company of unnecessary dangers to participants or damages to the environment. 6.7 Precautions for Inclement Weather (Road Rides) RDB Hill Climb: The Spin D' Indy event takes place in the mountains rising from 8,000 feet in elevation to above 12,000 feet at the summit of Independence Pass. Weather can become a factor on very short notice and several precautions have been taken to maximize safety of all: • The event is scheduled to take place in the morning with the last and best riders completing the climb one to two hours before the typical time for afternoon storms; All start times can be advanced up to an hour. Notify via email and at registration; • The pairings of recreation classes can be increased by one or three riders to advance the starting time of the competitive classes; • The finish line can be moved to a lower elevation ending at Indy Ghost or Lost Man; • Earlier recreation classes will be escorted down the mountain in controlled descents prior to starting the competitive time trial; • All classes can be shifted, postponed or cancelled; • The number of SAG shuttles parked at the summit for are increased from three to five to evacuate individuals without bicycles; • Three (3) cargo trucks with overall lengths of less than 35 feet can be contracted to move the bicycles and parked at the various Support Stations along the ride route; Each tent for shelter on the summit has an assigned attendant, must be of the rapid closure type, and cannot exceed 10' x 10' ft dimensions; Warming tents at the summit are set up as lean-tos in order to divert the wind; and • Riders are encouraged to bring supplemental dry and warm clothing plus waterproof rain gear to the drop off locations at Rio Grande Park to transport such to the finish area and picked up by the riders upon climb completion; and • Event vests are distributed at the summit for added warmth. Notify via email and at registration; • The distances can be shorted by providing rider warning, posting notice of support station closures, and/or turning back participants using police and/or CSP; • The end turnaround point of the entire distance ride can become a designated road shoulder or the Boat Ramp area at Ruedi Reservoir such that the (2) SAG Support vans can be moved to SAM JAM and a second turnouts along the Fryingpan River Road; • Up to three (3) cargo trucks with overall lengths of less than 35 feet can be contracted to move the bicycles from Ruedi Reservoir to either Basalt or Aspen; • Utilize existing SAG shuttles to evacuate individuals without bicycles to Basalt; and • Coordinate the transportation of individuals without bicycles from Basalt to Aspen via RFTA or contracted school buses. RDB Scenic: If hazardous inclement weather is present, several procedures will be followed to ensure the utmost safety for all persons involved including: participants, spectators, volunteers, paid professionals, and staff: • This scenic event up Castle Creek Canyon takes place in the morning with the scheduled completion time well before noon and the typical afternoon storms; • This is an out and back ride covering a relatively short distance such that an individual or group can turn around at any given point; • The route is uphill going and downhill all the way back to the start if need to find cover from an unexpected storm; • Pine Creek Cookhouse is located near the end of the uphill leg of the ride and arrangements will be made (970-925-1044) in advance to establish procedures for use if a nearby shelter becomes necessary until the storm passes; and • Tuklat Fine Arts Gallery is located across the road from our Support Station at Ashcroft and will be contacted (970-925-7345) in advance to use nearby shelter if necessary until the storm passes. 6.8 Precautions for Inclement Weather (MTB Rides) MTB Hill Climb: The Butter Bravo event takes place on Buttermilk and climbs over 1,800 feet in elevation to just below the East Summit at 9,720 feet. Weather can become a factor on very short notice and several precautions have been taken to maximize safety of all: • The entire course is accessed by a service access road and a chairlift connecting the ,~Pnra(g ~t ~tConfidential 43 Copyright ©2009 Spinhead Foundation Spin Sports Festival Safety 8 Operations Plan endpoints should the need arise to evacuate participants from a hazardous storm; • The start time can be advanced up to 2 '/z hours from the scheduled time with notification done via email, public announcements, and at registration; • The Cliffhouse lodge is located at the top of the East Summit and arrangements will be made with Aspen Skiing Company (970-925-1220) in advance to establish procedures for use if the shelter becomes necessary until a storm passes; • Bumps Restaurant in the main ski lodge (970-920-0991) and The Inn at Aspen (970-925- 1500) are found at the base area of Buttermilk such that arrangements will be made in advance to use the shelter if necessary until a storm passes; • All bicycles can be shuttled down to the base area separately; and • Mountain Rescue Aspen (local 911 or 970-920-5310) will be contacted in advance. MTB Marathon: The Snow Five-O event takes place on Snowmass Mountain off the Burlingame chairlift climbing 1,000 feet in elevation to approximately 9,600 feet. Weather can become a factor on very short notice and several precautions have been taken to maximize safety: • The entire course is accessible by two service roads. The Dawdler and Thornton Work Roads can be used to separately evacuate people, bicycles and equipment; • The Burlingame chairlift connects the start/finish line with the halfway point of the marathon loop. Until lightning becomes a major issue, the chairlift can be used to get people off the top of the course and down to safe and dry shelters quickly; • The Spider Sabich cabin is located about one-third of the distance from the top of the Burlingame chairlift and arrangements will be made with Aspen Skiing Company (970-925- 1220) in advance to use the cabin if necessary until a storm passes; • The Village Mall is located at the located at the bottom of the 2 to 3 mile marathon loop and provides ample shelter opportunities in the form of hotels, restaurants, shops, and public spaces; and • Mountain Rescue Aspen (local 911 or 970-920-5310) will be contacted in advance. MTB Gondola: The events taking place at Gondola Square in Aspen are within very close proximity to shelter. Should inclement weather become severe, all those gathered can be informed by megaphone or public address system and get to shelter within minutes. 6.9 Other Questions No wilderness areas are involved. This festival does not affect public safety resources. No fixed wing or rotor aircraft will be used. Private and Confidential 44 Copyright ©2009 Spinhead Foundation ~~`:5 Spin Sports Festival SECTION 7: TRANSPORTATION PLAN 7.7 Overview Safety 8 Operations Plan Bicycles are core elements of the Spin Sports Festival. This three-day series of road and mountain biking events are designed to be predominantly free of participants' motorized vehicle traffic during the daylight hours from Thursday, July 30 until the closing event ending at 4:30 PM on Saturday, August 1. The targeted day for incoming travel day is Wednesday. Outbound traffic is likely to be split between Saturday evening and Sunday. Our ultimate objective is to have those coming to Aspen park their vehicles "one time" upon arrival in their assigned spot with reserved lodging or in designated long-term parking areas. All participants will be strongly encouraged to get to their chosen event venue each day by riding their bicycles or taking public transportation. At night, it is very likely that these cycling enthusiasts will want to get around using the bike trail system because the evenings will be pleasantly warm for riding and lit up even more by a near full moon. Use of public transportation will be promoted by the presence of a secure bicycle storage area located within Rio Grande Park. Festival participants will quickly realize that they now have the option to come and go without worrying about what to do with their bicycles. The can check their bicycle in/out with the 24-hour staff using their ID bracelet and are now free to socialize, wander about town, get some food or drink, and catch the bus back to their room. The possibility of including a 3-day pass in the rider goodie bag is being discussed with RFTA. 7.2 Incoming Attendees The combination of holding the welcoming ceremony on Wednesday night and the road ride up Independence Pass the next morning was done purposefully to encourage participants to come to Aspen for more than one day and not just on the weekend. Those coming from the Front Range who leave work at noon are likely to arrive well enough in advance to check into their hotel and get settled before heading to the event at Highlands, preferable by shuttle bus. Those leaving after work will still have plenty of time to make the event and likely to go directly to the parking garage then eat at Highlands. Locals can make arrangements to ride RFTA knowing that it is a very short walk to the mall. In other words, the last minute rush of traffic is diverted at the roundabout up Maroon Creek rather than causing unnecessary congestion on Main Street. Driver confusion or anxiety is practically eliminated by following the well marked route to Aspen Highlands Ski Area. This creates a great first impression for newcomers because they do not get lost and have the chance to become even more familiar with the area when handed a detailed map with information on the festival from a greeter at the mall entrance. Heading into Aspen or Snowmass after the equipment show and musical entertainment will be much easier now that the vehicles are furnished with appropriate directions. Although many may choose to wait until the music ends, traffic will be eased because others will be more interested in getting enough sleep before the hill climb than to party on the first evening. 7.3 Bus Service With the possible exception of the opening event at Highlands, the normal bus schedules and capacities are suitable for the duration of the Spin Sports Festival. Spin Sports Festival 7.4 Starting Times for Events Safety & Operations Plan All events scheduled on a weekdays should not conflict with were normal rush hour traffic. The scheduled starting times were set so that people could ride their bicycle to the chosen event location or sleep in a little longer and take the bus to about two blocks from the bike storage corral at Rio Grande Park. Refer to Section 1 -Event Summary for a complete listing of all events, the routes and their corresponding start times. 7.5 Road Closures and Signage No street closures, cleaning, barricades or cones are required for the duration of the festival. Special transportation needs and postings of "No Parking" signs are not required. The use and placement of the SpinheadT"' Safety Alert Signage in the towns of Aspen and Basalt will need to be discussed because these decorative and directional ambassadors quickly remind vehicles that bicycle events are taking place and help route the participants. Go to the website www.soinheads.org for examples of this signage in use in other large scale events. Refer to Section 6 -Safety Plan for written descriptions related to traffic control, highway flagging, and the involvement of Colorado State Patrol. A visual representation showing placement of these same elements can be found in Section 2 -Site Layouts. The option to provide additional signage support using CDOT-approved "Event in Progress" is available. 7.6 Showcase Vendors at Rio Grande Park The maximum number of booths scheduled for Rio Grande Park totals 62 counting the tents for Medical and beverages. Additional items set up in the park include the stage area, food pavilion, bicycle maintenance stations, and those related to ecology. The use of staff and volunteers to regulate traffic flow will be coordinated through the Showcase Event Director No parking is allowed for vendors and suppliers. Temporary reserved parking designations on approximately 14 spaces along Rio Grande Place for equipment drop off will be necessary on Wednesday, July 29. The same spaces will be utilized after 5:00 PM on Saturday, August 1 and again on Sunday, August 2. Parking for regular-sized vehicles is available in the adjacent parking garage on a first-come basis. All street parking must follow the ordinances established by the City of Aspen. Spin Sports Festival SECTION 8: PARKING 8.7 Objective Safety 8 Operations Plan The Spin Sports Festival is designed to be environmentally-friendly from the first event to the last. Our objective is to have participants ride their bicycles or take the RFTA shuttle buses as much as possible over the 3 days period. We want the festival goers to park their cars just one time and discover several gems of the Roaring Fork Valley at the more leisurely pace of a bicycle. Such exploration often leads people to come back for a return vacation. 8.2 Multiple Day Stay Most festival goers from outside the valley are likely to come for multiple days. Many consider the distance too far to travel for participation in a one day event. Those coming from the Front Range need a good reason to go the extra hour or so beyond the other mountain towns. Consequently, the visiting cycling enthusiasts will make a lodging reservation that comes with a designated parking spot for their vehicles. Those opting for camping in the National Forest have four campgrounds nearby that a participant can easily ride their bike to Rio Grande Park. Even people who prefer more economical lodging in Snowmass or a town down valley are able to take RFTA bus based on the availability of secure bicycle storage corral. 8.3 Single Event Participation With the possible exception of Independence Pass, the century ride past Ruedi Reservoir, and the team marathon at Snowmass, the predominant group coming to town for a single event is the local residents of the Roaring Fork Valley. Parking may not be a big issue for four reasons: a) many often make private parking alternatives, b) residents are familiar with parking at Buttermilk or Intercept Lot, c) the event times are conveniently staggered, and d) the option to carpool, take the bus or even ride up valley on the Rio Grande Trail is always available. 8.4 Beyond the Boarder Our long term aim is to attract bicycle buffs from outside the valley and beyond the Front Range. As with most economies, diversity is important for sustainability. We believe it is important to market the Spin Sports Festival to families, couples and friends beyond Colorado's borders and internationally. Locals will always be a very important part of the mix and welcomed with resident discounts. Great venues mean little without friendly local experts. Creating a positive experience that begins with parking and those connected to the festival is essential. 8.5 Designated Parking & Vehicle Classifications During the registration process, participants will be issued a vehicle parking tag for placement in the lower right-hand corner of their windshield with tape. This tag will be about 5" x 7' inches in size, have a single alphabet letter of large black type, and printed on bright yellow paper stock. This staff /volunteer group will be granted special privileges (including food, parking, lodging, and promotional gifts) because many of these front-line people will be doing other public relations duties at the information booths in Rio Grande Park. Although the role remains important, a lesser demand for Parking Greeters occurs on Saturday. Three reasons are cited: a) Most participants will need to get back to their lodging locations and load their vehicles before heading home; b) Some participants and their guests may skip the Awards Ceremonies to beat the traffic; and c) Other participants and their guests may elect to eat dinner or stay another night in town. United Site Services is providing the portable toilets and washing stations. ZeroHero is involved with the recycling, composting, and trash services. 9.2 Division of Services United Site Services will provide 50 portable toilets, 5ADA-approved toilets for the disabled, and 8 hand washing stations. 173 trash boxes and 350 liners will be utilized across the different event venues. ZeroHero will work with local agencies to remove items for recycling from the premise, transport compostable materials, and complete checklist ensuring that the festival complies with all ZGreen requirements. The festival staff will be an integral part of the ongoing cleaning process. Each person has the responsibility to keep the premises clean and picked up throughout the day. Should a receptacle get full or is filling up quickly, the contents will be removed with the placement of a new bag will be inserted into the box. All portable toilets will receive a cleaning either the night before or in the morning before the participants arrive. 9.3 Venue Maintenance and Breakdown Discussions with City Authorities will be held in advance to go over any wildlife concerns. All ordinance notification letters will be included in the confirmation packets for vendors. With the exception of Rio Grande Park and Gondola Square, most venues will be taken down and cleaned up upon completion of the day's event. Crews from ZeroHero and/or the Spinhead Foundation will be on hand to ensure the site is returned to its original condition. A complete sweep of Rio Grande Park and Gondola Square for cleanliness and order will take place each night. Supplemental services may be offered at venues owned and operated by Aspen Skiing Company. Entrance into the designated serving area will have a security guard on duty at all times to check for age-appropriate festival wristbands or a legal form of identification. Security guards are prohibited from drinking while on duty. All servers will be TIPS trained. No one appearing intoxicated will be served any liquor. 10.4 Wristbands Non-removable and age-appropriate festival wristbands for the consumption of alcohol will be furnished at the registration tables as well as designated information booths in Rio Grande Park. It will be very clear for security personnel to recognize who is over 21 years old. 10.5 Beer Garden A designated area within Rio Grande Park will be fenced off specifically for the consumption of beer and possibly wine. This area will have a single enter and exit location with security guard on duty at all times to ensure that people are of legal drinking age. A beer truck and/or tents up to two 10' x 20' tents will be used for distribution. No one will be allowed to bring coolers or glass containers into the area, except for people with special dietary needs (i.e., diabetics and infants). Signs will be posted at the dispensing locations letting patrons know the hours of operations. In all cases, service ends one-half hour before the close of the day's event. Additional public service announcements will be made throughout the days to inform participants of the closing times. No one appearing intoxicated will be served. Three drinks per person will be the maximum served at any time in order to alleviate long lines and avoid customer dissatisfaction. Alternative beverages and water will be available to the public throughout the festival. 10.6 Transportation Drinking and driving will be discouraged. Public transportation services will be highly promoted with pertinent information given out to all consumers and volunteers. Although there will be no detox facility located on the premises, efforts will be made to help those partially intoxicated find alternative transportation. The local police department will be contacted in more severe cases. 10.7 Other Details There will be no designated smoking are in the park. Dear Neighbors: This summer will bring much excitement to your backyard with the coming of an inaugural festival of sporting events for bicyclists, anglers and golfers. This 4-day celebration uses the format of the Olympics to showcase the many outdoor treasures of Roaring Fork Valley to enthusiasts from the Front Range and other regions of Colorado. As part of a collaborative effort to increase repeat travel to the region, the towns from Glenwood Springs to Aspen are serving as hosts to smaller, more private settings for a given "spin" event or contest held during the day. After a leisure dinner at a place of one's own choosing, participants from each of the dispersed events gather together at a specific location for a collective celebration. Here many opportunities exist to enjoy live music, dance for hours, and meet other like enthusiasts. The purpose of this letter is to invite you to come and share in all the fun on August 3~d.
