RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF PITKIN COUNTY,
COLORADO, APPROVING THE 2009 AMERICAN
REINVESTMENT AND RECOVERY ACT (ARRA)
COMMUNITY SERVICES BLOCK GRANT

ISSUE STATEMENT:
The Community Services Block Grant (CSBG) is a federal grant dedicated to helping low-
income families and individuals achieve personal and economic self sufficiency. It is
administered through the Colorado Department of Local Affairs (DOLA). This year an
additional amount of funding through the American Reinvestment and Recovery Act (ARRA)
has been made available to all eligible grantees in the state to combat the central causes of
poverty in serving individuals at or below 200% of poverty. Special emphasis is being placed on
using these dollars for employment, specifically j ob training. According to the Information
Memorandum 109, supplied by the U.S. Department of Health and Human Services, Office of
Community Services, "States should help to ensure that eligible entities: l) provide a wide range
of innovative employment-related services and activities tailored to the specific needs of their
community; 2) use funds in a manner that meets the short-term and long-term economic and
employment needs of individuals, families and communities; and 3) make meaningful and
measurable progress toward the reform goals of the Recovery Act with special attention to
creating and sustaining economic growth and employment opportunities."
Today the BOCC is asked to hold a public hearing and approve on second reading a resolution
supporting the proposed Request for Proposal (RFP) for Pitkin County's ARRA grant award of
$20,182.00. Attached is a copy of the Resolution to approve the grant proposal for the Pitkin
County CSBG-ARRA Grant.
BACKGROUND:
ARRA's overall statement of purpose is as follows:
• To preserve and create jobs and promote economic recovery.
• To assist those most impacted by the recession.
• To provide investments needed to increase economic efficiency by spurring technological
advances in science and health.
• To invest in transportation, environmental protection, and other infrastructure that will
provide long-term economic benefits.
• To stabilize State and local government budgets, in order to minimize and avoid
reductions inessential services and counterproductive state and local tax increases.
According to the federal Office of Community Services:
"Due to the unique nature and purposes of the Recovery Act and to support the
President's unprecedented effort to jumpstart the economy, States should encourage
eligible entities to use Recovery Act Funds for employment-related services and activities
that create and sustain economic growth in communities in keeping with the requirements
of the CSBG Act."
Attached please find a proposed RFP that focuses on enhancing job training offerings in the
county through the development of a local partnership with Colorado Workforce (CW) and
Colorado Mountain College (CMC). The Pitkin County Re-employment Program will involve
individuals displaced (recently unemployed due to layoffs or downsizing) from the resort,
construction, real estate/ financial industries. Due to the economic downturn, many workers
have lost their jobs as businesses fail and/or downsize, and consequently are struggling to
survive. Many dislocated workers are willing to pursue a career change but do not have the tools
readily available to do so. Providing innovative j ob readiness workshops, j ob skills training and
employment support will assist unemployed Pitkin County citizens in developing meaningful
new careers through the application of their transferable skills.
The county will subcontract with CMC and CW to provide hands-on j ob training
workshops, classes, and case management activities to assist twenty (2) eligible
participants to meet their employment goals by October 1, 2010. (The grant
timeframe is from July 1, 2009 through September 30, 2010.) These individuals will
be co-enrolled in CMC as students and CW as clients. This unique partnership will
be built on the commitment to share resources to enhance the job-training experience
of each participant. This RFP covers the costs of workshops and classroom retraining
as well as the supportive services needed to ensure success, e.g. books, childcare,
transportation, work clothes, and the like.
Other leveraged funds to support the proj ect will include funding from the Colorado
Department of Labor and Employment (COLE), ARRA Workforce Investment Act
(WIA) monies, Veteran Services and labor exchange dollars administered by the CW.
CMC will be providing the teachers and classes. The eligible population to be served
will be individuals and families at 200 percent of poverty. (This differs from the
standard federal guideline of 125 percent of poverty) The goal of this proj ect is for
five (5) individuals to enter sustainable employment by the end of the program.
The CSBG Tripartite Board met on Tuesday, May 19 to review the RFP as required,
and they have approved the RFP as written. The Board will review progress reports
on a quarterly basis and remain available as consultants throughout the grant period.

Goal 3 -Poverty and other barriers to individual and community life satisfaction will be
diminished.

Goal 5 -Pitkin County health and safety staff will successfully partner with other public, private
and non-profit entities (locally, regionally and statewide)
BUDGETARY IMPACT:
This grant does not offer administrative dollars so the cost will involve the staff time necessary
to coordinate fiscal and program reports (2 hours/month).
RECOMMENDED BOCC ACTION: Hold public hearing and approve on second reading a
resolution of the Board of County Commissioners of Pitkin County, Colorado, approving the
2009-2010 CSBG-ARRA Grant.

COMMUNITY SERVICES BLOCK GRANT APPLICATION

RECITALS
1. The Department of Local Affairs requires that upon assuming the responsibility for the
administration of the Community Service Block Grant (CSBG) program, the Board of
County Commissioners will establish and plan for local priorities that achieve the
objectives of the program. In addition, the BOCC accepts responsibility for the efficient
management of individual projects to ensure that local priorities will guide the program.
2. The Pitkin County Board of County Commissioners wishes to support the CSBG mission
to make a measurable and potentially significant impact, within the federal resources
available, on the causes of poverty in communities throughout the State or in those areas
of communities where poverty is a particularly acute problem as a means to remove
obstacles and solve problems which block the achievement of self sufficiency.
3. The Pitkin County Board of County Commissioners recognizes that the following is a
significant barrier to citizens achieving self sufficiency in Pitkin County:
^ Need for gainful employment in order to remain living in Pitkin County following
job loss due to business downsizing or failure, and/or due to the general lack of
jobs resulting from the current recession.
NOW THEREFORE BE IT RESOLVED by the Board of County Commissioners of Pitkin
County, Colorado,
SECTION 1.
1. The Pitkin County Commissioners wish to support the plan as outlined in the Community
Services Block Grant -ARRA application:
A. focus on enhancing j ob training offerings in Pitkin County through a local
partnership with Colorado Workforce (CW) and Colorado Mountain College
(CMC). Focus will be on individuals recently displaced from the resort,
construction and real estate /financial industries living at or below 200% of
poverty.
2. ADMINISTRATION:
The Director of Health and Human Services will take full responsibility for the
administration of this grant.

SECTION 2:
This resolution shall not have any effect on existing litigation and shall not operate as an
abatement of any action or proceeding now pending under or by virtue of the ordinances released
or amended as herein provided, and the same shall be construed and concluded under such prior
or mances.
SECTION 3:
If any section, subsection, sentence, clause, phrase or portion of this ordinance is for any
reason held invalid or unconstitutional in a court of competent jurisdiction, such portion shall be
deemed a separate, distinct and independent provision and shall not affect the validity of the
remaining portions thereof.
