On February 17, 1998, the Pitltin County Planning and Zoning Commission, hereinafter referred fo as the "Commission", reviewed a requesf'by Claudia l~speri View LLC, hereinafter referred to as "Applicant", for a Scenic Foreground Overlay Review and a 1041 Hazard Review ' Exemption fora 6,500 square-foot addition to an existing single-family residence. 2. The subject property is located at 43151 State Highway 82; more specifically described m Exhibit A, attached. 3. The Commission found the proposed development to be consistent with Section 3-60.40 of the Pitkin County Land Use Code. 4. The Commission further found the proposed expansion to the building envelope "to be consistent... with Section 3-80;20, in that the development will" not create additional 1041 ' Environmental Hazard impacts. 5. The Commission also requested that the"Applicant consider` the inclusion`of'a Caretaker Dwelling Unit within the residence.. REFERRAL COMMENTS: Comments were received from Zoning; Attorney, County Wildlife Biologist Geologic Consultant, and Colorado State Forest Service. ZONING,: The property contains 2.85 acres and is anon-conforming parcel in the,AFR-10 zone district. STAFF COMMENTS: Wildfire: Vince Urbina of the Colorado State Forest Service visited the site and his chief concern was that the 1. udscaping plan depicts spruce trees too close to the proposed addition. The perimeter of the mature spmces should be at (east 15 feet away from the structure. He also suggesteil'that the owners plant low growing vegetation and maintain it ata 6 inch height maximum fora 10 foot radius of all structures. The site is situated within the Roaring Fork Valley along the east side of the Roaring Fork River and along the west-southwest flank of Smuggler Mountain. The historic business district of the Town of Aspen, Colorado is located approzimafeiy 1.5 miles to tiie~ northwest. Elevations to the north-northeast and east of the site rise from 8,040 t'o greater khan 9,000 feet above MSL. No natural perennial streams are present on the site but a shallow northwesterly trending irrigation ditch cross throu h the west side of the site. The ditch and the majority of the ground for the site was covered with approximately 1.5 feet of snow during the site visit. Slopes along the Roaring Fork Valley sides vary from less than 5% (3°) to 70% (35°). The small and shallow irrigation ditch,. crossing through the western portion of the site, was`not visible at the time of our field reconnaissance because of the snow cover. Based upon our knowledge of the Aspen area drainages, the near surface soils appear'to be we'll-drained':' There area few areas ,, ~; of marshy and poorly drained ground on the adjacent properties locatei~ off-site to the west and southwest along the modern Roaring Fork River floodplain as shown on Fig. 1. GEQLOGIC 51';TTING The site is located on the northwest flank of tfie Sawatch Rage"where the Roaring P"ork`~ver cuts through and drains the western side of the mountain range. Smuggler Mountain, located adjacent to the site, is situated within the Sawatch Range. The'primary'geologic structure m the region is the north trending and north plurigutg Sawatch Range aziticline`which?genera~`q"~dees~~ „~~ ~ ~ s#F m ~c~ A the north trend of the' mountain range. Quartz monzohites are intrusive, granitic rocks consist of approximately 10 % to 50 feldspars with the remaining portion consisting of quartz, and minormafic minerals. The rocks aze very hard, often jointed, and very resistant to weathering processegy Older Alluvium (Oorril _. ... ... ... ,: The Older Quaternary Alluvium consisting of glacial moraine deposits cover the majority of the ._ properties adjoining the site and overly the Precambrian quartz monzonites• The glacial deposits 4 derived from valley glaciers that left deposits as lateral and end moraines as the glaciers advanced and .retreated, within the: Roaring Fork Valley. The depth of glacial moraine'deposits is expected to be quite variable. over relatively short distances, where it could range from less than a foot to several ten's of feet. For the purpose of this study, the glacial moraine deposits have been mapped as Older Alluvium (Qom). The glacial deposits observed along the-flanks of Smuggler Mountain and to the north- northeast and east of the site appeared to be stable. Thick stands of scnib oak, pine trees, and bushy undergrowth have helped stabilize. the deposits. No evidence was observed during the site visit to indicate that soil movement or recent eolluvial deposits were forming along the" slopes above the site in these rock formations. Younger Stream Alluvium (Ovs) The Younger Quaternary Stream Alluvium consist of stream deposits that"cover a`Tmited gordon of the south-southeast. side of the site and adjoining properties`located to title sout~i, southwest, ' and southeast of the site along the Roaring Fork Valley. No evidence was observed during the site visit to indicate that soil movement or recent stream deposition was occurring on-site. Recent deposition appears to' be limited to the modern floodplain and channel`of the Roaring Fork River. Younger Alluvium (Ovfl ' The Younger Quaternary Alluvium consist of alluvial fan deposits and `cover the majority of the 1.. site and adjoining properties located to the. immediate north-northwest, west, and southwest of the site. The alluvial deposits are unconsolidated, moderately to well sorted by size, and poorly to moderatel strat~ed. The 1 ~_. _,. n _ u ,, y y arge rock fragments are typically angular to rounded ranging from gravel to boulder size in a mixed-clay, silt and sand matrix. The alluvial deposits are derived` from side valley drainages and can be mixed with stream deposits and colluvial;deposits within and along the Roaring Fork Valley. For the purpose of this. study, the alluvial deposits Have been mapped as Yoanger Alluvium _ ~ ... I., (Qyf). The alluvial deposits observed, upon which the site structure is built, appeared to be stable with no evidence of recent depositions from the gully to the north. This gully is the principle source of the alluvial fan deposits. An abandoned channel of the fan is presenf on=site to the north of the site structure and the active channel of the gully is located more than 325 feet to the north-northeast,. Thick stands of aspens, cottonwoods, pine trees, and brush undergrowth cover the fan;deposits and have stabilized the deposits. Nq evidence was observed during the site visit to indicate that soil movement or recent deposits were forming along the alluvial fan _, _ in the vicinity of the site acreage. Couvium (Ocw) The only modern Colluvial (Qcw) deposits observed in the vcinty of the site were restricted ,_ to two areas. One area.. is found along the gully located norfli of the site, where colluviim is' being deposited, and should have no impact on the site. The area where clluuvium is being deposited is more than 500 feet from the site where the gully'has cut deeper into the north`sde of the gully and has been undercutting the igneous rock outcrops and glacial moraine deposits. Angular, cobbles and small boulders (less than 2 feet in diameter) were observed on top' of the` snow present in the base of the gully during the site visit. ' Additional colluvial deposits were observed along a road cut, located north of the site, created .. v~. .~,,. a~ ~ ,~. ,..~„..~e.... by the construction of Highway 82: This area is located more than ~OiS wfeet north-nort~iwest of ~~ ' `~ the site and should have no'impact on the site. 7 ' :Y LANDSLIDE & POTENTIALLY UNSTABT.~'5~,~'$" _" No landslides and Suspected landslide areas' w'ere'"identified in the vicinity of the site and rio known landslide areas have been mapped duringprevious studies (Bryant, 1972 and Olander and et.al, 1974). Potentially unstable slopes are defined as steep slopes overlain by relatively thick unconsolidated deposits that might slide or sluatip; if undercut. The only areas identified as potentially unstable slopes are located along the gully to the north of the site and in the,-area of the Highway 82 road cut. No potentially unstable"slopes were observed immediately up-slope from the site structure or the proposed addition, in aerial pfiotographs reviewed for' 1963, 1'9'19, " 1991, and 1996: No potential unstable slopes were mapped immediately up-slope during revious investi afrons _,- .. .,. ~ . ~ n~,", ...~~ N. :. ~ .,.. ,..:.,:.. p g (Bryant, 1972 and t7lander and et.'al, "1`974)`"' Igo deforrn'e~ trees or damaged trees, often indicative of soil movement, were- observed duffing the site visit and no rock shut or'run-out areas were observed.
