RE: Mars Duplex Addition - Special Review
DATE: May 24, 1978
This is a Public Hearing to consider Dale Mars' request to make an addi-
tion to his existing duplex located on Lot 22,, Block 1, Filing 1, of
Mountain Valley Subdivision.
The matter requires special review because a duplex in the R-15 zone
district is a'hon-conforming use. The Residential Preservation CTause
of Section 7.13, Pitkin County Land Use Code,`allows`the expansion of a
non-conforming duplex if approved through the special review process.
The duplex now consists of 1286 square feet of floor space above grade
and there is a detached garage. The addition"would connect the garage
to the house, 1117 square feet of new living space, for a total of 2403
square feet. This total is within the 2637.4 square feet al Towable Floor
Area Ratio. Single family homes i'n the R-15'"district ai~e` allowed to ex-
pand up to the allowable F.A.R. without special review approval.
The County Engineer, Jeff Davis, has commented that parking space currently
on the property is adequate for more than the required four cars.
The appTlcant states in his application that the tenants are and always
have been long term with no change planned. The Housing Authority re-
commends approval.

This application requests permission through the special review process
to expand an existing duplex in the Mountain Valley Subdivision. The matter
requires special review because a duplex is a special review matter in the
R-15 district;. any expansion of the use also requires special review.

The duplex now consists of 1286 square feet above .grade and there is a
detached garage. The addition will connect the garage to the house with
K'z34 1117 square feet of new living space fora total of 2403 square feet. (Floor
Area Ratio would allow up to~2637.4 square feet, above grade.)
The application states that the tenants are and always have been long
term with no change planned. The Housing Authority recommends approval.
The County Engineer states that this is one of the. few properties in
Mountain, Valley with adequate off-street"parking."
The planning office finds the request reasonable as the family°s needs
are expanding. It is true that other houses in'the area are allowed to
expand up to FAR without any review whatsoever. The two units of the Mars
duplex represent reasonable housing for Tocals, affording the Mars family
with some much needed space. We recommend approval.
