At that 'time I stated the City had not accepted the water system and as a result there could be no tap permits issued on the system'. We also decided that there was no legal reason to withhold building permits. The last two weeks there have been several ,.parties con- tact the water department for taps; They claimed to know nothing before hand about the problem on water. Tosn ,foore N,oore Realty • 229 Main c Aspen, Colorado II1611 Re: Mountain Valley Subdivision Dear Mr. b2oore: Flt your request, I visited the Mountain Valley Subdivisian on September 16, ].9~~9, to examine Lots 57, 59, 60, 6i, and 64 as direci;ed. the purpose of the e;camination was to determine what, if any, special building problems i+ere present there relative i:o steepness of the terrain and flash flood potential. The area comprising the i4ountaiis Valley subdivision is on the easterly valley of the Roaring; fork River, south of the Aspen town~ite. `t'he soil cov^r in this area untie=• from a minimum of a few inches up to perhaps as much as 25 to 50 feet. The soil was formed from i;he chemical and mechanical decomposition o£` granite-i:ype rocks which are also outcropping in'the area. This has produced a rather sandy, porous soil cover. There is also a solid core of granite z"oc:: under the top soil, which will -pro- vide a slip plane on which slumpage can occur under certain cori- di.ti.ors; The valley shoots some evidence of glaciation, resulting in steepening of valley walls. Equilibrium has not yet been reached. " Tk:e problems of steepness exist on all of the lots in question. T'A.ere i.s some evidence of sluing in the entire area east of DYountai.n Laurel Diive. Tnere are similar evidences of stumpage in most of the hillsides surrounding Aspen. This slumping action is usually slow and may sieves affect a given structure. On the other hand, a period of high moisture extending over several seasons can accelerate the process. It i.s economically imprac- tical to stop slimrpage, 1lowever, strong reenforcement of footing and ma ona•ryr walls will help to prevent the cracking of wa1Ts that could occw, us a reult oS .,umpage. Another problem re- lated to s'~eepness is that o," access. It appears to me that this is a real problem in Lct 6i+ without resorting to severe grades and~or a switchback. Ii; is my opinion that a residence can be built on any of the lots however, all should be carefully designed and given special con sideration as to structural integrity to insure a minimum of damage from any slumpage which may occur. ~_~._ h;r. This should have bc~n done before construction was started, but can be done at s.ny time. 7f `a pipe is used, it should be at least three' feet i.n dia.mete-r and should extend across the road. The large size i.s not necessarily to carry water, but to minimize plugging of the pipe by trash from the draw. Should the pipe become plugged and water backs up, some erosion around foundation footers may occur. No consideration is given to the potential from a 5, 25, or So year flood conditions. 'his problem exists in most mountain subdivisions. The da;aage is often as much a function of the amounts'of rainfall in a given sector as is location.
