Reser estimated. that the completion of the project would take five years,•since it won't begin until after the Silver King units axe finished being built out. Jenkins stated that he felt that permanent housing had a greater impact on the community than did other housing (schools; hospitals",'etc...) Felt this one would be better, but"still on a relatively steep slope and probably would require excavating equipment. Also felt that the specifications for burying. the waterlines must be "resolved. This report will present you with a simple financial feasibility analysis of. what acquisition and disposition alternatives are availa- ble to city and county governments as well as attempt to project the social and market implications of alternative strategies. Project Analysis The Silverking consists of three completed' phases totalling 304 apartments, a recreational facility which includes a 25' x 50' swimming pool and 7.9 acres designated as a four~h nha~ se_wh~~r ~'s unbuilt. The tenants claim a co nspiratorial "r ip-off" while management anguishes over' incre ased taxes and a break-even situation. The truth is that if Silverking is making money at all, profit- probably does not exceed l00 of gross potential income. Shell:man, Jr. Box G-3 Aspen, Colorado 816I1 Dear Dvright: I appreciate the opportunity to respond to John Doremus' comments on McCulloch's rezoning application because I. ` feel that John and"many other people simply coo not under- stand the proposed plan. John assumes that since "McCulloch requested PUD zoning plan (sic) allowing 314 units on l acres the density of the 'ro'ect is 314 units divdecT b 1T acres, on P 7 y 18.47 units per acre. This is just not true', McCulloch actually requested 314 units on 226 acres'!, to be developed in accordance with a PUD' plan. I think this distinction is extremely important singe the essence,'n'fact the definition, of any PUD plan is clustering;; using only part of the land while the balance `remains open. The open land doesn't disappear though, but remains as an important aspect of the overall-plan. Therefore, I feel that it is absurd to apply traditional subdivision density figures to a PUD plan on any but an overall basis. The density of any PUD development is ob- viously going, to be much higher than the overall density if'the calculation includes only that land used for actual development. Tn fact if the density wasn't higher the plan would be a traditional subdivision and not a PUD since there would be no open space. McCulloch is applying for rezoning not because of density but to allow better planning. No increase in the existing allowed density is requested, actually a reduction is pro- posed. The"change in zoning is necessi~ry because I't7p de- velopments are not allowed under the existing. zoning, so that in order to arrange the units on the land in any form other than a traditional subdivision, rezoning is required. If the recommendations of the county action pfogram had A Subsidiary of Trico Corporation Offices throughout the West been in effect 6 months ago, this whole rezoning_busness would probably have been unnecessary, since this program recommends allowing PUD developments in all zoning dis- tricts. Perhaps this plan departs too radically from the sort of thing people are familiar with, and that makes i£ difficult,, to understand. There are certainly damn few projects in the country that dedicate 850 of their Iarid`to""'the public, so that we don't have much historical background for eval- uating one that does. We all understand subdivisions, but because of a lack of experience we don't quite know what to make of a real PUD plan. At tho risk of being a nit picker T have to"point out a couple other errors in John's letter,.. 1. Silverkng contains 2.6.407 acres, not 22.8. The density is therefore 16.59 units per acre and not 19. 2. McCulloch proposes to detain 31 acres, not 17. Therefore if we neglect the 195 acre`s of open space (which is wrong), the density of the de- " veloped part of the PUD"is 10.13 units per acre and not 18.47. 3. John recommends a density of 12 units per acre for this project: T assume he is basing this on the master plan, but the master plan recom- ° mehds a density of 21:6 units per acre for £lis area. To change the subject a little, we would be glad to meet with you at any time to work out a solution to the low cost housing problem.
