The Planning and Zoning Commission reviewed this application at their regular meeting on February'18, 1981 and voted unanimously to deny the Special Review request. No commept was received from the County Engineer regarding parking. However, it is clear from the plat that no parking is available on the property. I have taken your advice and contacted Mr. William Drueding and arranged for him to inspect both of my houses (534 and 548 Spruce St.) to confirm that they are not duplexes. I do not know how that misconception arose, but I certainly want to do everything I can to show the County that they are not duplexes. I have enclosed copies of the deeds for both 534 and 548 to show that they do not have the same ownership. As I explained on the phone, my'mother (Dlargaret B. Cochran) is a half owner of lots 3 and 4, while Bonnie and I own the other half. Bonnie and I own all of lots 1 and 2. This, arose because my mother was the original owner of lots 3 and 4, and she gave us half`ownersliip in lots 3 and 4 at the time we purchased 900 E. Hopkins (John Richard Apts.) since we put up more money. T have also included a copy of the original deed which shows that my mother was the entire owner of lots 3 and 4 at the time we originally purchased the property. With regard to the floor area ratio of lots 1 and 2, as I stated on the phone the main house was built in 1892 and the Sugar Shack was built shortly thereafter. These buildings existed long before any of us were born. I don't think they should be subjected to the floor area ratio plan. Another matter which has arisen with regard to my application is the existence of a complaint in the building inspector's office. Mr. Drueding informed me today that the complaint was initiated by the building inspector's office themselves. What apparently happened was that Brooke Peterson (in my behalf) submitted an electrical hookup permit at approximately the same time he submitted a preliminary application for employee housing. When the building department could find no building permit which corresponded to the permit for electrical hookup, they issued a complaint, not realizing that an application had been submitted for employee housing. This was a case of bad timin which has apparently adversely affected my application. I hope that this clears up some of the misapprehensions with regard to my property and my application for employee housing. I want to do everything in my power to comply with County regulations and ordinances. As I stated on, the phone, I have always considered the Sugar Shack to be a legal unit. My reason for applying for employee housing was to benefit my caretaker and the renters of 548 Spruce by providing separately metered electrical and gas service so that there would be no confusion as to who owes how much of_ the monthly utility bills. Unfortunately, this cannot be done even; with legal pre-existing units even if such hookups would provide safer utility service. I hope you understand my situation and my willingness to work with you. I would like to resolve this matter as expeditiously as possible. I do not have the monetary means to pursue this matter to a much greater extent.
