The Planning Office recommends that you grant general submission approval to this application subject to the above conditions: MEMORANDUM T0: Pitkin County Planning and Zoning Commission FROM: Richard Grice, Planning Office RE: Nicklos Lot Split Subdivision -I General Submission' DATE: April 19, 1983 This application proposes a lot split of a 10. 109 acre parcel zoned R-30, which is located below Hunter Creek Road at its intersection with Red Mountain Road. The proposal is made under Section 4-6(b) which is commonly referred to as the 50 percent density reduction lot split. Each parcel must be restricted against further development and the density may not exceed 5b percent of the zoned density. In this case the parcel i',s zoned for 14' unit`s (less a couple of small easements). ` There do not appear to be any significant constraints associated with the property. Nick Lampiris reviewed the site for geologic constraints and' identified 'two small drainages which should be controlled and caused to circumvent the building site. Even though the building envelope has been relocated on the lot since Nick' s review, based upon our own knowledge of the site, the Planning Office does not anticipate any problems with development in the new building envelope in addition to drainage. We have requested an additional review of Nick- with respect to the new building envelope which we will subsequently refer to the Colorado Geologic Survey. CGS had no problem with the first' building envelope`, F6wever," we would suggest that approval of the new building envelope by CGS be' a condition"of this approval : Jim Markalunas, Aspen Water Department, stated, that his department could provide the water supply. In this instance, one additional lot would hive only minor impact. In clarification, the purpose of the 3/8/83 memo was 'intended to' be a ca- veat to the Planning Depdktm6ht. The facilities on Red M8untainla're barely adequate to Provide service for the existing platted lots, Over the past few years we have added additional pumps to the existing pump- stations to take care of the new hook-ons. Because of the configuration of the exist:ing distribution system, we cannot maintain water service to Red Mountain in the event of a failure of the lower Red Mountain Pump Station We have the option of starting the Hunter Creek Plant for emergency purposes. However, there are ,ti,mes of the year when the Hunter Creek Plant cannot be operated and it is for this reason that it is imperative that the City be allowed to construct an alternate pump station for-'Re(f 96d"n-tain-linorderI to assure reliability of service.' In the event that the County does not grant permission for us to construct this alternate' pump station, then service to future "non-platted" lots should be restricted. the Nicklos lot split should be excepted since application for lot split was made prior to our statement of concern. cc: Gideon I. Very truly yours, LAW OFFICES OF GIDEON T. KAUFMAN, a Professional Corporation By ideo ufman GK kw ASPEN WATER DEPARTMENT € S,! - ?i , MEMORANDUM ! TO: RICHARD GRICE PLANNER FROM: JIM MARKALUNAS SUBJECT: NICKLOS LOT SPLIT ;W^ 8E9,1? Sl DATE: MARCH 8, 1983 /J In response to your inquiry concerning the Nicklos Lot Split, paragraph 7 - Water Supply on page 2 states that the water service is provided by the Aspen Metro Water District. We are assuming that this means the City of Aspen Water Department and is correct. The statement "sufficient excess P P capacity" is not to be construed as being a statement that the Water Depart- ment can indefinitely provide hook-ons without some limitations, these limi- tations being the pumping capacity of our existing pumping facilities in the Red Mountain area. In order to meet the continued demand in this area and in order to provide reliability of service, the City intends to construct another pump station for the Red Mountain area under the Water Management Plan. Assuming that the Water Department will be granted permission to construct another pump station by the County, service will be available to Lot 2 from the Hunter Creek Road. Point of attachment must be westerly of hydrant #865, in order that we can shut down and drain the line at the Hun- ter Creek Plant without interruption of service, should the need arise. ' It is, inferred that service is contingent on our ability to provide adaquate and reliable service. In the event that the City is not permitted to con- struct the alternate pump station for Red Mountain, serious consideration will be given to restricting service to existing platted lots only. It appears from looking at the map that the building envelope will be somewhat innaccessible, in the winter months, particularly if the drive is not plowed. So, other than this special requirement for the water meter, there should be no problem.
