MEMORANDUM TO: Pitkin County Planning and Zoning Commission FROM: Francis Krizmanich, Planning Office RE: Prince of Peace Chapel - Parking Lot Scenic Foreground Review DATE: June 21, 1988 APPLICANT: The Aspen Chapel of the Prince of Peace. REPRESENTATIVE: Todd Southward. REQUEST: The applicant is requesting Scenic Foreground Overlay approval to construct an additional parking lot for the chapel. The application is attached. LOCATION: The property is located at the intersection of Castle Creek and Maroon Creek Roads. ISSUES AND CONCERNS: 1) County Land Use Engineer: In a memo dated June 13, 1988, Tom Newland submitted the following comments: "Impact on Road System: Access to the parking area is from Castle Creek Road via the existing road to Meadowood Subdivision. No increase in traffic on the County Road system is anticipated since the proposed parking lot is planned to accommodate existing uses. Internal Road System: Parking lot standards appear to be satisfied by the submitted design. When the applicant is ready to place the parking lot improvements, an encroachment permit must be issued by this office before that portion of the work can commence. Earthwork/Landscaping: Upon direction from the BOCC, the applicant has applied for and received an excavation permit for placement of fill on the site. The application shall be reviewed by the County land specialist to determine a sufficient bond to insure proper growth of the proposed landscape improvements. The applicant should supply a performance bond in that amount to the County. If the landscape work fails, these monies can be used to insure proper growth. Scenic: The proposed site for the parking area is shielded from Highway 82 by a series of tall cottonwoods along Castle Creek road. The berming and landscaping proposed should complement this natural shield. Further, the proposed parking area should reduce visual clutter by providing concealed space for overflow parking that now occurs along the Meadowood and Castle Creek road rights-of-way." STAFF COMMENTS: The applicant proposes to construct an additional parking area for the Prince of Peace Chapel. The property is located within the designated Scenic Foreground Overlay, therefore, Planning Commission approval is required for this project. The Scenic Foreground criteria and the staff review follow: Criteria #l: Whether the development has utilized existing topography, such as dry ridges and hills, to screen buildings to the maximum extent possible. Staff: The existing topography of the site provides a good location for the proposed parking area. Criteria #2: Whether the development has been designed to complement the natural topography of the land, including, whenever possible and appropriate, the utilization of innovative architectural techniques such as earth sheltered design and clustering of structures in the least visible portions of the site. Also, whether the development's height and bulk has been designed to avoid, to the maximum extent possible, the visibility of buildings from the highway. Staff: This proposal is for an approximately 28 space graveled parking area. No new structures are proposed. Berming and landscaping of the parking area is proposed to minimize its visual impact to Highway 82. Criteria #3: Whether the development has avoided the location of uses on the highest ground or most visible sites from State Highway 82. Staff: The proposed does avoid the highest ground and the most visible sites from Highway 82. Criteria #4: Whether the development has been located outside of the designated Scenic Foreground, or on a suitable site at the greatest possible distance from State Highway 82. Staff: The parking area is located at the edge of the designated scenic foreground. The staff opinion is that this is the best location on the property from the 2 development of additional parking. Criteria #5: Whether the development has been landscaped in accordance with the adopted State Highway 82 Corridor landscape guidelines and has preserved natural vegetation, to the maximum extent possible, including avoidance of irrigated meadows. Staff: The landscaping plan proposes approximately six 8 to 10 foot high Colorado Blue Spruce trees and reseeding of all disturbed areas with native meadow seed mix. The site plan illustration shows 13 spruce trees while the site plan legend indicates "approximately 6 trees". The staff recommends that all 13 trees shown be provided and that they be a minimum of 8 feet high. In addition, the applicant should provide a performance guarantee to the County to insure that the landscaping is provided as shown. Criteria #6: Whether the development's exterior lighting has been designed in such a manner that objectionable light sources will be incapable of being seen from State Highway 82. Staff: No lighting is proposed for the parking lot. Criteria #7: Whether any landforms and earth moving techniques designed into the development are utilized as one of several methods to complement and enhance development, rather than as the single device for screening development from view from the State Highway 82 Corridor. Staff: Earth berms are the primary method being used to screen the parking lot from the highway. The existing vegetation along Castle Creek road will be preserved and will aid in screening this project from the highway. Criteria #8= Whether, in the case of non-residential development, the use has been located on a large site and has been designed so as to preserve the vast majority of the site as open space. Staff: The applicant's property is approximately 2 acres in size. This application proposes to lease additional land from Pitkin County for the parking lot. The majority of the applicant's property and the adjoining County property will be preserved as open space. Criteria #9: Whether the development has been designed so as to avoid, to the maximum extent possible, any Scenic Viewplane identified on the adopted State Highway 82 Corridor Master Plan. 3 Staff: This project is not affected by any designated Scenic Viewplane. RECOMMENDATION: The Planning staff recommends that the Planning Commission grant Scenic Foreground Overlay approval to the applicant subject to the following conditions: 1) Prior to construction, an encroachment permit must be obtained by the applicant. 2) The applicant shall submit a performance guarantee for landscaping in a form acceptable to the County Attorney and in an amount acceptable to the Planning Office. FK.POP 4 Aspen Chapel of the Prince of Peace The Aspen Chapel of the Prince of Peace respectfully submits for your consideration a proposal for increasing the capacity of parking at the Chapel. During services and special events our existing parking is filled to its limit. Overflow parking is forced to park along Meadowood and Castle Creek Roads causing problems of safety for pedestrians and visability for motorists. The Chapel's request is to lease a section of county land east of our building and construct a parking lot. This development is to compliment the natural features within the highway corridor so as to obtain an aesthetically pleasing rural approach to Aspen. Reseeding this area to dryland grasses will cost about $600.00 assuming supplemental water is available on site. Eight to ten foot spruce trees cost about $35/ft, totaling to $4,095 for 13 trees of an average I~ei yht of 9 feet. I f wildflowers are desired, Blue Flax, and Shasta Daisy seem to be the most successful and enduring in this region and :should comprise the bul k of any wildflower mi x. Ot17er species to consi der include pentstemmons, ast.c-rs, fireweed, and poppies. Grass seed should consist of native species or a standard dryland mix and be seeded at a rate of 35-50 lbs./acre, incorporated in the coil, and mulched. The seeding should also be fertilized with 250 lbs./acre of ammonium phosphate 118-36-00) at the time of seeding and watered for the first growing season.
