Pursuant [o Subsection 4-30-50(i] of the Pitkin County Land Use Code, the Community Development Director of Pitltin County, Colorado ("Director may approve a Temporary Commercial Use/Special Event Permit for commercial activities or special events. 2. The Aspen Youth Center (hereafter, the °Applicant") has applied to the Director for approval of a Temporary Commercial Use/Special Event Permit to conduct the 12 Hours of Snowmass BBQ September 10, 2009. The event will take place at the Circle R Ranch in Woody Creek from S P.M. to 9 P.M. Approximately 150 people are expected to attend, this includes staff and volunteers. The Applicant has been issued a liquor license from the Pitlcin County Clerk and Recorder. 3. The Pitkin County Sheriffs Office, the Woody Creek Caucus, and the Aspen Fire Department, have approved this event A Certificate of Insurance covering this even[ and naming the County as an Additional Insured has been reviewed and approved. 4. The Director finds that, to the extent applicable, the application complies with the standards in Subsection 4-30-50(i) of [he land Use Code. APPLICANT: Aspen Youth Center (hereafter, "Applicant'). LOCATTON: Circle R Ranch at 0265 Circle R Road in Woody Creek BACKGROUND: This event is a benefit BBQ for the Aspen Youth Center and will take place on September 10, 2009. The BBQ is a kick off for the 12 Hours of Snowmass Bike Ride event that takes place on September 12~". The BBQ runs from S P.M. to 9 P.M. and approximately 125 people are expelled to attend with S staff people and 20 volunteers. Tickets will be sold for $50 and ticket sales will stop at a maximum of 250. REFERRAL COMMENTS: The appliption was referred to the Woody Creek Caucus, Tom Grady, Ellen Anderson, Ed Van Walraven, and EHNR. Ellen Anderson was unavailable for comment Ed Van Walraven approved the application for the Aspen Fire Department Adequate proof on Insurance was submitted and approved. Tom Grady reviewed and signed off on the application for the Sheriffs Department The Woody Creek Caucus approved the application. EHNR has approved the event and the Pitkin County Clerk issued a liquor license. STAFF COMMENTS: Pursuant to Subsection 4-30-SO(i) of the Land Use Code, Applicant must demonstrate that adequate provisions have been made for all of the following: 1. Police supervision (if necessary); 2. Public parking; 3. Insurance; 4. Site set-up, maintenance and clean-up; S. Emergency services; and 6. Safety of operations. Additionally, temporary structures must conform to applicable building codes and other County regulations. Each of these requirements is addressed, in turn, below. C~+ Police Supervision: No special provisions are deemed necessary. The Sheriffs Office has signed-off on the application. Public Parldn~ Parking will be on 2 acres of private land. Volunteers will be directing traffic. Insurance: Applicant has provided adequate proof of insurance. Site Set-Up. Maintenance and Clean-Uo~ The Aspen Youth Center is identified as the responsible party for any clean up required. Emerged Services: In case of an emergency 911 will be called. Safety of Operations: There will be an EMT on site. Conformance with Building Code: Electricity will be provided from the private residence. RECOMMENDATION: Staff recommends that the Director approve the Temporary Commercial Use/Special Event Permit application subject to Applicant's compliance with each of the conditions in the attached Administrative Determination. To attend guests will purchase a ticket for $50 per person. We are trying to keep this a fun, local event and keep the cost affordable. We will not sell more than 250 tickets. We will have volunteer"'s at the gate with a list of ticket holders allowing those in who have purchased tickets and guiding guests to the parking area. Volunteer training will take place prior to the event. This is a very simple BBQ with food and music. There will most likely be a small band playing music. Site Plan (and maps): This is a very simple BBQ event. All the cars will park in the designated pazking azea in a mowed field next to the house. The food and drinks will be served neaz the house. Medical Plan: If any medical emergencies arise, we will ca11911. We aze going to seek an EMT to volunteer and be on hand during the event. There is a difibulator in the pole barn. Safety Plan: The proposed event capacity is 250. We do not expect to meet the capacity. If any emergencies arise we will call 911 and use the assistance of an EMT on site. The event will be held outside. There are fire extinguishers located in the pole barn. There aze two entrances in and out of the ranch for vehicle traffic. If there is any inclement weather, we will move people into the pole bam. This event does not pose any substantial risks. Safety Contact is the same as the main contact" s listed at the beginning of this document. Transportation/Traffic Plan: There is a large 2 acre pazking area near the house. We will have volunteer"sat the front entrance and directing guests to the obvious parking area. We will not use buses or taxi"s. We will encourage people to ride their bikes to the event, since it"s a kick-off BBQ to the 12 Hours of Snowmass mountain bike race. Parking Plan: We have a written letter from the property owner and map detailing the pazking area, which is over 2 acres. The parking is free and volunteer 's can direct guests to the parking area. We will provide portable toilets. We will talk with the portable toilet company and will provide how ever many toilets are sufficient for our number of guests - approximately 125. There are dumpsters on-site and we will provide recycling bins for glass and cans. Alcohol Mitigation Plan: Alcohol will be served -only beer and wine from 5-9pm. We will not serve hard liquor. This event is ending early at 9pm and will not go late into the evening, which should help avoid any alcohol related problems. The bartenders are all trained servers and will not over serve the guests. They will ID. Alternative non-alcoholic beverages will be provided free of charge. Food will be available at all times. The event is non-smoking. If we feel someone is not in the condition to drive, we will find an alternative method for transportation such as Tipsy Taxi. Accessibility Plan: Since the event is outdoors everything will be easily accessible for guests with disabilities. Alcohol Permit & License: An alcohol permit has been submitted through Janette Jones with Pitkin County. Food Permit: Food will be served. BBQ grills will be rented and food will be cooked on the grills. All supplies that aze stored overnight will be stored in owner 's house on-site.
