Attached is a Special Event Permit Application for a Nike Commercial featuring Lance Armstrong riding his bike on

JOB: SMUGGLER/NIICE
Event Summary: Please see event summary form on our
letterhead.
Site Map: The areas that we are most interested in are sections of
Independence Pass between the winter closure gates. We will be
applying for permits with the CO state patrol and forest service for
any filming we do in those locations. We'll provide a map when we
have approved our location. Other locations we're considering are:
Castle Creek/Ashcroft, Maroon Bells/Creek, T-Lazy ~, Cemetery Rd.
and Red Mountain Rd.
Communications: We don't have the transponders or frequencies
yet, but we will provide radios to all medical and law personnel on
site. We'll have two RF transmitters. I have attached our crew hold
sheet so far for your ref with contact info.
Security: We will have highway patrol deputies, at least two on set.
We will also have Guards to guard our filming equipment. We will
have z°d ADs to secure our perimeters.
Medical: Not only do we have our police officers available but we'll
also have an Aspen EMT, Joe Hope, who will have oxygen kits for
crew to avoid altitude sickness. For more info:

Safety of Event: We will provide advanced signage for TTC road
closure, traffic barriers like cones and will work with our state
deputies and 15c AD on the safety of the event. We will have daily
production safety reports and signed by all crew and daily safety
meetings. We are preventing altitude sickness by having oxygen kits
available on set. We have the same emergency procedures for all our
commercials that the lsc AD will walk the crew thru during the safety
meetings.
Transportation: We'll try to car pool as much as we can to take up
minimal parking. We will have crew driving in from Denver,
motorhomes and few large trucks.

Road/Street/Trail Closures: We will have Intermittent traffic
control (ITC) every 5-io minutes to allow cars passage. The county
deputies will handle traffic control and maybe some of our 2nd ADs.
Parking: In addition to parking our vehicles described above, we will
use the existing parking lots that belong to the forest service. I would
estimate that we'll have 3o-qo vehicles.
Sanitation Recycling: Smuggler will make every effort to recycle
and we won't have any plastic water bottles on set. We're a very green
company. We will have Sanitation facilities in two motorhomes most
likely. We will leave no footprint behind!
Accessibility: We're allowing spectators as long as they don't loiter,
get into our shots or too close to the set. They must view from afar.
They can not approach any of crew and especially not Lance
Armstrong.
Alcohol: No alcohol will bought, sold, available or consumed on our
set.
Food: We provide our own food/catering and it's not open to the
public.
Use of Property: we71 obtain forest service permits for any areas
were filming in near or adjacent to the national forest. We're not
filming any of the open space trails or parks in the city of Aspen or
Pitkin County. (Unless they may have parking lots we could need}.
Vendors: None, we will not be selling anything.
Structures: We will not have fireworks, bleachers, loud music or
any permanent structures of any kind.
Electricity: We will use a mobile generator to power the lights for
our shoot and our spydercamera system.

Public Notification: Should not be necessary since we're most
likely on a highway with only short traffic stoppage and no where in
the same place for very long. No street closure, just ITC.
Liability Insurance: I have submitted and mailed our certificate of
Liability Insurance to Valerie MacDonald and she has approved it.

The only opportunity I see here is for using an already closed section of roadway, which unfortunately we do not
have this early in the season. I'll start thinking of possibilities though and let you know if any come to mind. Also,

Hi, Valerie--
You may recall that you helped me put together a permit application for a photo shoot with Bushnell
optics a couple of yeazs ago. We did the shoot west of Cazbondale.
I've gotten a call from a Los Angeles agency working on the Nike account, and they tentatively have a
shoot booked for Sep. 16 with Lance Armstrong. They need a road biking scene, and it will be fairly
lazge-scale--50 people on the shoot. They want to close the road down for 10 hours.
I explained to them that this is a busy time of year in Aspen, and that there aze lots of people traveling in
and out of the high country--hunters, hikers, motocross riders, color watchers, etc. I told them they
wouldn't be able to close down a road.
Given the pazameters of the shoot, I think Castle Creek and the Ashcroft azea would work best. I wanted
to give you aheads-up on this. They haven't been awazded the shoot yet, but aze working on getting the
bid. As soon as I know more, I'll be in touch with you. Do you think it's possible to get the permit
awazded in this short time period?
