Trahern Investments LLC ("Applicant") has applied to the Community Development Director of Pitkin County, Colorado ("Director") to expand the barn at Avalanche Ranch to add dressing rooms on the ground level adjacent to the hot tub, and a new entry to the existing meeting room and a bathroom on the upper level. Sec. 6-30-150 of the Land Use Code provides a GMQS exemption for no more than 1,000 square feet of new commercial floor area, subject to compliance with specific criteria. 2. "fhe property is located at 12864 Highway 133, and is more specifically described in Exhibit A. 3. The property contains 36 approximately acres. The lower portion of the property (where improvements are located) is zoned Tourist and contains approximately 10 acres. The remainder of the property is zoned AR-10 and RS-30. 4. The Hearing Officer granted 1041 hazard review and conceptual submission to establish building envelopes around existing facilities and to accommodate expansion of certain facilities (including the barn), pursuant to Determination No. 46-2002. The 1041 site plan was recorded in Plat Book 65 at Page 79. The Community Development Director subsequently approved a minor amendment to establish activity envelopes for leach fields for two new septic systems, pursuant to Administrative Decision No. 07-2008. The amended 1041 site plan was recorded in Plat Book 87 at Page 23. 5. 'fhe Director finds that the expansion complies with [he applicable provisions of the Code as follows: A. The expansion is a total of 528 square feet of two levels, so is within the size limitation of a maximum of 1,000 square feet that can be exempt from GMQS. B. The expansion will not generate any additional employees. C. The expansion will not generate a need for additional parking. D. The expansion will not generate demand for additional governmental facilities or services. E. The expansion will not create any adverse impacts on the community's air, water or other natural resources, and will not be visible from Highway 133 or adjacent properties. 6. The Director further finds that the expansion is within the previously approved building envelope, and is exempt from site plan review since the expansion avoids constrained areas, pursuant to Sec. 7- 10-30(b) of the Code. Aspen, Colorado Dear Suzanne, Enclosed is our application for a Sec. 6-30-150 GMQS Exemption review. All of the necessary documents are attached. However, if you need any additional information please let me know. On the drawings it shows the owner as Avalanche Ranch. Technically it is Trahern Investments, LLC. I have enclosed the formation document showing Molly and f as managers of the LLC. Both of us have signed the application for review. Also, the title work is enclosed showing the LLC as owner. The other piece of information that you need to know is that the summer before this one t completely rebuilt the septic system to pitkin county standards. This included all the buildings on the south end of the property including the barn. The barn expansion was figured into the engineering of this work and it has been completed according to specifications. 1 have enclosed the engineer's calculations on loading for the barn expansion for you to look at. Also, as you can see we are planning to bring in thermal hot water from a well drilled last September (08) and build thermal hot pools and heat our buildings with the hot water, We hit 90 GPM at 96 degrees and during the two week pump test the temperature increased two degrees. So the engineering diagram enclosed is how we see the piping working for the entire project However, in this phase one we will be only adding the space to the barn. Next summer we will be bringing over the hot water underground the one half mile from it's source and building three thermal pools behind (south of) the barn and heating the barn with it Then in future phases we plan to run exchanged hot water and thermal hot water to other pools and to heat all the buildings. The mechanical room for this will be in the barn space as shown. The above plans will also be integrated with a hydro electric system that will tak> the Avalanche Ranch almost completely off of the electric grid and off of fossil fuels. We are extremely excited about the potential of this project and look forward to working with you to bring it to reality. For purposes of this section, insubstantial shall mean that the development will generate no more than three (3) additional employees. {C) Parking Demand The development wiU generate an insubstantial demand for additional parking and the parking that is needed will be accommodated on-site or in another appropriate location. For purposes of this section, insubstantial shall mean that the development will generate the demand for no more than five (3) additional parking spaces. (d) Facilities The development will generate an insubstantial demand for basic governmental facilities such as water supply, sewage treatment, drainage control, fire and police protection, and roads, will ptac;e an msubstatrtial burden an the community's bus system., schools, library, hospital, and park/trail system. DISCUSSION: The Pitkin County Environmental Health Department has reviewed the details of the Trahern Investments LLC GMQS Exemption under the authority of the Pitkin County Land Use Code and the Pitkin Countv Onsite Wastewater Treatment System (OWTS) Regulation and has the following comments. --- WATER SUPPLY: No information on the thermal well was submitted with the application. The conditions of approval are likely outlined in the permit, as well as the location of the well. This department may or may not look at this well in connection with a future OWTS application, depending on the location. --- SEWAGE TREATMENT AND COLLECTION: Avalanche Ranch has numerous OWTSs existing on the property. Some are permitted and some are not. With the proposed Barn development, this department requested the systems on the property be upgraded. In order to permit the systems locally, each one needed to be under the capacity of 2000 gallons/day of flow per the Colorado Department of Public Health and Environment Water Quality Control Division's Water Quality Site Application Policy 6 (WQSA 6) which mandates that systems on a single property may not exceed 2000 gallons per day of capacity and the systems must meet the required "zone of influence' or separation from one another, in addition to any wells in the area. In 2008, a new OWTS was permitted (ISDS permit 08005) and installed to serve the Barn, Ranch house, and cabins #12, 13, and 14. This system was labeled SYSTEM 1. This system would have the capacity to serve up to 2000 gallons per day.. This department did not stipulate a timeline for the construction of SYSTEM 2; however, with this proposed development on the property, it would now be appropriate to establish such a timeline. SYSTEM 2 installation would also be required in connection with any Building Permit for any of the structures served by SYSTEM 2 in-the proposal by High Country Engineering dated 2/14/08. All septic systems installed within Pitkin County require OWTS Construction Permits issued by the Environmental Health Department, and must comply with the County's OWTSRegulations.
