Today I received a copy of a CO issued for the castle in 1982, certifying compliance "with various ordinances of the County regulating building construction or use" showing use classification as Assembly/Hotel; Group "A-3/R-1" w/comment: overnight guests limited to 30. What was the zoning therein 1982? I believe Ken Johnson bought the castle in 1975, he and his wife lived there while it was being restored, and the restoration was complete around 82, when they started a bed and breakfast type commercial use. Zoning: AF-3 Adjacent Ranch - RS-30 PUD (recently acquired) Applicant's Request: Special Review approval to open the RedXtone Castle as a Group Seminar/Meeting Facility. Referral Comments: Division of Water Resources The application states that domestic in-house water needs would continue to be supplied by the Redstone Water and Sanitation District. In addition, the Castle has some irrigation water rights. "Since this proposal involves no subdivision of land, and since it is an existing structure which would cause a minimal increase to the District's water demand, we would have no objection to approval." County Attorney This property is listed in Section 5-405.1 of the Land Use Code for special treatment because of its historic significance (Osgood Mansion). As such, referral to the Aspen Historical Society and Colorado State Historical Society is required. A number of policy considerations are set forth at Sections 5-103.1, 5-405.2 and 2-12. Also, the nature of the recreational use (golf course) is sketchy. It seems as if the golf course is being included in the proposal, but the details of the project visually and aesthetically are not included. When this proposed use is combined with the historic sensitivity of the property, it seems that more detailed analysis would be appropriate. County Engineer "The application has adequately met the transportation concerns in our opinion." Environmental Health Water is supplied to the Redstone Castle from the Redstone Water and Sanitation District via a four inch main. Adequate pressure and flow is supplied and the water consistently meets Colorado Department of Health standards. The individual sewage disposal system on the grounds is antiquated and in need of some major improvements to accommodate the proposed uses. (Detailed review attached.) Since the building is listed in the National Register of Historic Places, we are interested in commenting on any changes that may affect the integrity of the property. As pointed out in the County Attorney's statements, if the applicant would desire Special Review approval for recreational uses (tennis is also mentioned in the application as a possible future use) at this time, we would require a more detailed submission. The presentation of the golf course, the placement of tennis courts and the manner in which the Carriage House is used could all be very serious considerations. They could all be done in a sensitive manner and greatly enhance the effectiveness of the use and experience of the guests or they could be a.detriment to the historic character of this extremely unique property. Since the recreational uses are in a planning stage, they may require a later Special Review application or at least review by the Colorado Historical Society. Planning & Zoning Action: Special Review approval for the use of the Redstone Castle (Osgood Mansion) as a group meeting facility as proposed with the following conditions: 1. Any change in use or present interior configuration of the Carriage House must be approved by the Redstone HPC and the Colorado Historical Society. 2. The Colorado Historical Society's approval be obtained prior to the final approval of the Board. 4. Recreational uses either be more fully described before review by the Board or reviewed in a separate Special Review at a later date. 5. Any comments resulting from the referral to the Colorado Division of Wildlife be considered by the Board, particularly concerning the use of the 250-acre parcel. 6. Recreational facilities may be restored to their original condition and use without expansion. 7. The facility will not be open to the general public. Planning Office Recommendation: The Planning Office recommends Special Review approval for the use of the Redstone Castle (Osgood Mansion) as a group meeting facility as proposed witn the following conditions: 1. Planning Office Review: The "Redstone Castle" is the Osgood Mansion, Carriage House and estate improvements located on a 65-acre parcel near Redstone. It is listed on the National Register of Historic Places. It is presently owned by the Redstone Investment Co., of which Mr. Ken Johnson is the sole stockholder. The parcel is zoned AF-3. The adjacent ranch property has been recently acquired Memo: Redstone Castle - Special Review Page 2 August 17, 1982 (approximately 250 acres) with an attached zoning of RS-30 PUD. The Special Review application before you is for the Castle to be used as a group seminar/meeting facility with some small group social events. The retreat concept has historically been a use of the property. Maximum group size would not exceed 30 persons at one time with an average 3-day stay. The groups will provide and implement their own seminars, meeting, or activity programs. We do not consider this a traffic gen- erator, as all activities will take place on the property or nearby. A van service will be utilized (12 person) and attendees will be encouraged not to arrive in individual auto- mobiles. Food and beverage services will be available only to seminar/ meeting participants. Planned staff consists of 1 cook, 1 maid, 1 resident caretaker and 1 resident physician/lecturer. Housing will be provided in the former servants quarters. All employees generated by the use can and will be housed on the premises in existing structures. Mentioned in the appli- cation is the possible future renovation of the carriage house to meet an expanded housing need. In the event that such a need arose, such a renovation would have to be reviewed by both the Redstone Historic Commission and the Colorado Historical Society. In the opinion of the Planning Office, since at this time no exterior changes or interior remodeling are proposed, this concept is an excellent one for the use of the Osgood Mansion, An historic resource such as this requires a viable use to maintain its existence. The setting of the Castle and the town of Redstone is ideal for a retreat atmosphere.. Section 5-405.2(a) states that "areas containing an historic or archaeological site shall be administered in a manner that will allow man to function in harmony rather than be destructive to the resource and in a manner that will minimize damage to those resources for future use." In the days when the Castle was open to public tours considerable vandalism occurred. The use proposed in this application will be far more controlled and less intensive in terms of wear and tear on the property. Section 5-103.1 requires that the use not have an adverse impact on the property and Section 2-12 sets the policy to protect the site and structure or surrounding area from destruction or alteration which would detract from its meaning as representative of a period, style, occasion, or unique activity. The proposal being presented does preserve the historic integrity of the Castle. Water is supplied to the Redstone Castle from the Redstone Water and Sanitation District via a four (4) inch main. Adequate pressure and flow is supplied. The water consistently meets Colorado Department of Health standards for the quality of water supplied to the public. The individual sewage disposal system on the grounds is antiquated and in need of some major improvements to accomodate the proposed uses. Since discussing the situation with Mr. Doremus, we have completed further investigations on the system including an inspection on July 15, 1982. Some of the information in the submittal report we have found to be inaccurate, although we in this department were the source for most of the facts on sewage treatment and collection. To the best of our knowledge, the following is a recapitulation of the individual sewage disposal system components and the changes that will be necessary to enable the sewage system to comply with applicable code requirements: 1. The brick and stone septic tank volume is smaller than expected as the water is only about three feet deep. With a tank 9 feet 6 inches in length and 3 foot from side to side this calculates to only 640 gallons of effective capacity. An additional capacity is required to obtain a thirty (30) hour detention time, and it recommended that this be accomplished by installing another tank between the house and the existing system. The effective volume of this tank is recommended to be between 1875 and 2000 gallons. 2. The sewer line is six (6) inch vitrified clay rather than 8-inch cast iron. The short-term event is in any case not particularily,applicable to this proposed useage. The bell siphon discharge is inoperative the bells consist of coffee cans on vertical pipes and the water seeps out to the absorption area. They should be replaced with suitable outlet siphons to dose the absorption field periodically. The old tank could then be used for a holding chamber between the tank and the field. 4. It appears that some of the roof drains may discharge to this system, and if furture dye tests prove this to be the case, changes would be required. 5. Inlet and outlet strucutres of the septic tank lack approved baffles. 6. The lids and manhole risers are deteriorated, and surface runoff or storm water can leak in. The manhole risers should be repaired and the lid replaced. 7. The leaching area is of undertermined size and construction. It should probably be expanded to accomodate the increase in flows. Redstone Castle Special Review I. Cronin Associates I have no substantive or Code related problems with this proposal. However, as regards the plat itself, I would recommend: Certificate of Ownership: 1. The nature of Cronin Associates as a legal entity (i.e. partnership, joint venture, etc.) should be identified on the plat. 2. The capacity of John W. Cronin to sign for Cronin Associates (i.e. as general partner, proprietor, joint venturer, corporate officer, etc.) should be identified. 3. The acknowledgement should also reflect these items II. Redstone Castle This property is listed in Section 5-405.1 of the Land Use Code for special treatment because of its historic significance (Osgood Mansion). As such, referral to the Aspen Historical Society and Colorado State Historical Society is required. Also, special submission contents per sections 5-103.2 and 5-405.3 are required. Finally, a number of policy considerations are set forth at 5-103.1, 5-405.2, and 2-12. It is unclear from the submittal the extent to which these referrals, contents and considerations have been met to this point. Also, the nature of the recreational use (golf course) is pretty sketchy. It seems like the golf course is being included in the proposal, but the details of the project visually and aesthetically are not included. When this proposed use is combined with the historic sensitivity of the property, it seems that more detailed analysis would be appropriate. I can make no review of the extent to which the full submission meets the applicable submission requirements of the Land Use Code. WL:cjs ~. DKS:cck Enclosures DESCRIPTION OF LAND USE PROPOSAL REDSTONE CASTLE Small Group Seminar / Meeting Uses Proposed The "Redstone Castle" means and includes the former Osgood Mansion and Carriage House and estate improvements located on a 65+ acre parcel near Redstone, Pitkin County, Colorado. The Castle is reportedly on the National Register. of Historic Places. The Redstone Castle is owned by Redstone Investment, Co., P. O. Box 1965, Grand Junction, Colorado 81502, (303/245-3277), Mr. Ken Johnson is the sole stockholder. Mr. Johnson is the former publisher of the Grand Junction Sentinal. The Redstone Castle "group seminar/meeting facility use" contemplates the continuation and elaboration of small group social events and "retreats", which have historically been carried on by prior owners, including the Osgoods. Redstone Investment, Co. will market availability of the Castle facility exclusively for small group use by direct solicitation of businesses or other appropriate affinity groups. The affinity group would rent the facility for a specified period of time, at a cost of $150/couple/day. The group would provide and implement its own seminar., meeting or other activity program for group members. Maximum Seminar/Meeting group size would not exceed 30 per- sons at any one time. Typical groups will average 16-20 persons, for an average stay of three (3) days per group. Food and beverage service will consist of a single menu per meal served from the Castle Kitchen in the Castle's formal dining room. The dining room seats 24 persons comfortably at 1-18 person table and 1-6 person table. Alcoholic and non-alcoholic beverages will be offered with meals. This service will be available only to seminar/meeting participants. A liquor license will be obtained before alcoholic beverages are offered. Planned staff consists of 1 cook, 1 maid, 1 resident care- taker and 1 resident physician/lecturer. These are housed within the existing castle structure in the former servants quarters. Future enlargement of program and staff can be accomodated by future renovation of the carriage house. All employees generated by the use can and will be housed on the premises in existing structures. It is expected that seminar/meeting participants will have recourse to outdoor recreation on the premises, or the adjacent White River National Forest, e.g. hiking, fishing, nature walks, horseback riding, badminton, golf (course roughed in), tennis (future), cross country skiing. -i The present application does not contemplate development of new residential or accomodation spaces. Rather, this application contemplates that the proposed activities can be most appropri- ately carried out by renovation of the historically significant Osgood Mansion and other estate improvements. COMPLIANCE WITH APPLICABLE POLICIES OF TITLE II, PITKIN COUNTY LAND USE CODE 5-205 ADEQUATE PROVISION FOR WATER NEEDS. The subject property, the Redstone Castle, has historically been served and is currently being served by the Redstone Water and Sanitation District. Mr. Duane Pfiffer, Manager of the plant, states that the Castle is presently served by the district. Based on the uses proposed for the facility, and using Bob Nelson's, Pitkin County Environmental Health Officer, criteria, the maximum demand would be 34 x 50 = 1,700 G.P.D., the average demand 22 x 50 = 1,100 G.P.D. and the minimum probably 4 x 50 = 200 G.P.D. Adequate water. rights, as follows, provide sufficient supply for irrigation needs for the Castle grounds: the Siphon Ditch on Lark Creek, 2.4 C.F.S. by decree of Water District 38 dated December 28, 1903, Priority Number 213B, Priority Date April 26, 1901, and 1 C.F.S. from the East Creek Pipeline, Domestic Priority, Number 2, Priority Date, July 1, 1900, in Water District 38. 5-200 SEWAGE TREATMENT AND COLLECTION. Located on the subject property, generally as shown on the attached 1 to 200 scale map, is a septic system. The system consists of a brick tank having a volume of 1,200 to 1,500 gal- lops with a bell syphon discharge and a leach field of unknown size. The system is connected by an 8-inch cast iron line. As far as anyone can determine, the system is the same age as the mansion - early 1900's and historically has functioned well. The large cast iron line of approximately 700 feet give flow equalization by serving as storage for short term high use by holding approximately 1,800 gallons of effluant. Environmental Health Officer Bob Nelson is somewhat skeptical of the condition of the leach field simply because of its age and is not sure if it can absorb all the liquid which will be generated from the proposed uses. Nelson does feel that there are some reasonable improvements which can be made to insure the proper functioning of the system. He will prepare a report suggesting the same, following an inspection on July 15. Mr. Nelson calculates that the program of outlined uses would indicate: 30 people maximum x 50 gallons per day per person = 1,500 gallons per day. 2-19 TRANSPORATION. It is submitted that the activity proposal envisioned for the subject property, namely: small group retreats, is not a traffic genenator., especially when one considers the maximum size of 30 participants. In addition, the housing, feeding, meetings, and recreation and social activities will all take place on the subject premises or. nearby. Any transporation needs will be adequately managed with a 12-passenger van.
