ADEQUATE PROVISIONS FOR WATER NEEDS: Sections 2-17 and 3-1104: "It is the policy of the Comry to insure the availability of a water supply of adequate quality, quantity, pressure and dependabilityfor fire protection and support of a proposed land use prior to approval of the use. The County shall require land uses to hook up to e~dsting public systems if serviceis available." The application states that the water source shall be from a well or the existing spring and pond or hauled in. This Department needs adequate information on the quality of water available. The applicant must ensure that the water quality is acceptable by having it tested by a lab such as Snowmass Water and Sanitation. Before the Septic permit can be issued the water source must be identified (and if this will be a well, the well must be drilled) to assure that setback requirements from the well to the septic system can be complied with. A condition of approval for this application is receipt and approval by the Environmental Health Department of information documenting that the water source and quality of the water meet rnunty regulations. 1 ,. SEWAGE TREATMENT AND COLLECTION: Sections 2-18 and 3-1105: "It is the policy of [he County to insure that adequate sewage treatment facilities are available to serve existing and new developments. Public and private sewage disposal systems and connectionsto such systoms shall compty with the sewage disposal guidelinesof Pitldn County Code Title X." Lots in the Spring Gulch area are served by individual septic systems. All such systems installed within Pitkin County require permits issued by the Environmental Health Department, and must comply with the County regulations. To receive a Septic Permit, the applicant will need to submit a Septic Permit Application and appropriate fee. A completed Soil Data Form including pert test results and profile hole information stamped by an engineer, is required. It must be possible to design an adequate wastewater disposal system before a building permit can be issued. The septic system must be located in area that is not an avalanche zone and within the building envelope. "Outhouses"are not allowed, but vault privies or composting toilets are allowed. They must be accessible for pumping. The method of disposal of other waste water, "grey water", from the cabin must be by a minimum 750 gallon septic tank with its own leach field. The Aspen/Pitkin Environmental Health Department will design the system for the applicant as part of the permit fee, unless an engineered system is required, which we determine based on soil test results. We believe it will be possible to install a septic system on this lot based on review of the survey map. Such a system will not be able to serve any "stores"as mentioned in the application but would only be sufficient for a cabin with minimum facilities and part-time use. A condition of approval for this application is the receipt and approval of the septic permit by the Environmental Health Department before a building permit can be issued. WATER QUALITY TMPACTS: Sections 2-14 and 3-705 and 3-710: "I[is [he policy of the County w hrccivc and protectits present water resources. The Environmental Health Department will be addressing impacts on down stream water quality. 2 ,~~ .,., A condition of approval for this application is: NONE AIR QUALITY: Sections 2-13 and 3-602: "Onlythat developmentis permitted whichwill not contributesignificantlyto degradationof air quality in )'itkin County. Developmen[smay no[ consdtu[e an indirector direct air pollution scurceunder Federal, State or County regulations." This project is not expected to contribute significantly to degradation of air quality in Pitkin County. The applicant must file a fireplace/woodstove permit with the Environmental Health Department before the building permit will be issued. The less densely populated parts of the county like Spring Gulch may have one wood burning fireplace and one department certified device or two department certified devices per building. In addition, unlimited numbers of decorative gas appliances are allowed. Coal may not be burned in any device. No wood burning device may be installed in barns or agricultural buildings. A condition of approval for this application is the receipt and approval of the fireplace/woodstove permit by the Environmental Health Department before the building permit can be issued. CONFORMANCE WITH OTHER ENVIRONMENTAL HEALTH LAWS: Section 2- Z "[t is the policy of the County to ensure that no use or development of land is permitted which is in violation of the laws of the County, [he Slate of Colorado, or the United States of America."
