'Revegetation over the area of the field is very important for the functioning of the system. Pitkin County has guidelines that must be followed to assure the plants that are introduced are appropriate for the conditions of the area. The use of native plants is strongly encouraced. If approval takes longer than 6 hours, a rate of $100 per hour will be charged. The maximum fee is $1000. The basic fee of $600 is due at the time of application. The remainder, if any, will be due in two stages: first, at the time of issuance of the ISDS permit; second, before final approval of the ISDS permit. He should keep the installation shallow. Your profile hole was only dug to 7' and we need to be sure you have 4 feet of good soil below the system. No development is permitted outside the designated building envelope(s), other than what is necessary for wildfire mitigation. 2. The property is located within mule deer and elk winter range and lies within %< mile of an important winter concentration area. The property is also adjacent to a very active black bear fall feeding area. The following measures are required to avoid further impact on wildlife: a. Any dog(s) on the properly must be in a fenced enclosure, kenneled, or leashed at all times when outof-doors; for the purpose of this requirement, "electric fencing" does not constitute a fenced enclosure or kennel. b. If and to the extent applicable, the property owner shall comply with the General Standards for wildlife habitat areas specified in Subsection 3-80-080(A) of the Pitkin County Land Use Code. Native vegetation outside the building envelope shall be maintained. An orange safety fence shall be placed around the construction site to prevent any unnecessary vegetation disturbance. Any areas disturbed outside the building envelope must be revegetated with native plants according to the then-current Pitkin County Revegetation Guidelines, or as otherwise approved by the County Wildlife Biologist, in writing. c. Mesh or woven wire fences are prohibited. Any wood fencing on the property shall (i) employ 3 rails or less, (ii) be of the round or split rail type, (iii) not exceed 48" in height above ground level and 12" in width (top view), and (iv) have at least 18" between two of the rails. Wire fencing shall consist of no more than 3 strands of smooth wire and shall not exceed 42" in height. d. Approved, bear-proof Wildlife Proof Refuse Containers, as required by BOCC Ordinance # 010-2001, "Establishing Regulations and Standards Regarding the Protection of Wildlife," shall be used on the property. The use otfrult-bearing trees and shrubs shall be avoided in connecticn with any new landscaping. 3. The following wildfire mitigation measures are required: Defensible Space: The area around all structures (limited by property boundaries which may limit the property owner's ability to comply with this section), shall incorporate landscaping with wildfire defensible space considerations as follows, provided. that actual vegetation manipulation to meet these conditions may not be necessary where the natural vegetation patterns have already fulfilled these conditions: a) Brush, debris and non-ornamental vegetation shall be removed within a minimum 10' perimeter around alt structures. b) Vegetation shall be reduced to break up the vertical and horizontal continuity of the fuels at a minimum of a 30' foot perimeter around a structure built on flat ground. (Far greater slopes, reference CSFS Safety Zone Chart, Page 13, Wildfire Guidelines For Rural Homeowners.) c) Spacing between clumps of brush and vegetation within the 30' perimeter shall be a minimum of two times the height of the fuel. Maximum diameter of the clumps shall be two times the height of the fuel. Ail measurements shall be from the edges of the crowns of the fuel. d) All branches from trees and brush within the 30' perimeter shall be pruned to a height of 10' above the ground with removal of ladder fuels from around trees and brush. e) Tree crown separation within the 30' perimeters shall have a minimum of 10' between the edges of the crowns, except for mature stands of aspen trees where ladder fuels have been removed. In areas of aspen regeneration, the spacing guidelines of paragraph (c) above shall be followed. f) All branches that extend over the roof eaves shall be trimmed and all branches within 15' of chimneys shall be removed. g) The density of fuels within a 100' perimeter of the structures shall be reduced where natural reduction has not already occurred. h) All deadfall within the 100' perimeter shall be removed. i) The property owner shall be responsible for the continued maintenance of the defensible space vegetation requirements. Structural Design and Construction Requirements: The area is mapped as a Severe Wildfire area. Roofs shall be constructed with a roof covering of non-combustible materials installed on a Class A roof assembly. Non-combustible materials shall be one of the following: cement shingles or sheets, exposed concrete slab, ferrous or copper shingles or sheets, slate shingles, clay or concrete roofing tile, or other approved roof covering of non-combustible material. Wood shake/shingle roof coverings are prohibited. Roofs with less than a 3:12 pitch are not permitted unless they: 1) Use roof coverings constructed of non-combustible materials and installed on a Class A roof assembly; 2) Use roof coverings with surfaces that facilitate the natural process of clearing the roof; 3) Use roof designs that facilitate the natural process of clearing roof debris (protrusions above the roofline, such as parapets, are prohibited); 4) Are installed as required by the International Building Code and have a minimum slope of 1:48; and 5) Have had the roof design, covering(s), or equivalent assemblies specifically approved by the Fire Marshall prior to submittal of a building permit application. Vents shall be screened with corrosive resistant wire mesh, with mesh '/:' maximum. Structures shall comply with any County requirements for in-house sprinkler systems. Maintenance/Miscellaneous: a) Roofs and gutters, as well as fences, shall be kept clear of debris. Wood fences shall not connect to structures. b) Yards shall be kept clear of alt litter, slash and flammable debris . c) All flammable materials, including firewood/wood piles shall be stored on a parallel contour a minimum of 15' away from any structure. d) Weeds and grasses within the 10' perimeter shall be maintained to a height not more than 6". e) Any fuel tanks shall be installed underground with an approved container. Any propane tanks shall be installed according to NFPA 48 standards and on a contour away from the structure with standard defensible space vegetation mitigation around any aboveground tank. Any wood enclosure around the tank shall be constructed with materials approved for 2-hour fire-resistive construction on the exterior side of the walls. -f) Each structure shall have a minimum of one 10 Ib. Dear Mr. Zugschwerdt: As requested, Hepworth -Pawlak Geotechnical, Inc., performed percolation testing at the subject site. The testing was done in general accordance with our agreement Ibr professional services to Frey Construction, dated September 1, 2004. The excavation for the garage will be done at a later date. Three percolation holes were observed on September 2, 2004 at the locations shown on Figure 1. The holes were excavated prior to our arrival on-site. 'I7te test holes (nominal 12 inch diameter by 12 inch deep) were baud dug in the bottom of shallow backhoe pits and were soaked with water by the client one day prior to testing. The subsurface profile exposed in the percolation holes consisted of 1 foot of topsoil overlying silty sandy gravel to ilre bottom of file percoiation tes itofes, about 4 feet. Percolation testing was conducted on September 3, 2004, by a representative of Hepworth - Pawlak Geotechnical, Inc. The percolation test results are summarized on Table 1. The percolation test results indicate an infiltration rate between 15 and 26 minutes per inch with an average of 20 minutes per inch. Based on the subsurface conditions encountered and the percolation test results, the tested area should be suitable for a conventional infiltration septic disposal system. 'fhe subsoils exposed iu the Prole Pit consisted of about I foot of fill, l foot of topsoil and 2 feet of sandy clay with scattered gravel overlying silty sandy gravel with cobbles to the pit depth of 7 feet.
