The City of Aspen (hereafter, the "Applicant") has applied to the Director for approval of a Temporary Commercial Use/Special Event Permit to conduct the Owl Creek Chase on February 14, 2010. The race will be staged from the Snowmass Nordic Center, proceed along Owl Creek Trail, and finish at the Aspen Valley Ski and Snowboard Club. Only a portion of the event occurs within Unincorporated Pitkin County. The event will run from approximately 7:OOAM - 4:OOPM. Approximately 200-300 participants are expected as well as 70 staff and volunteers. 3. The Pitkin County Sheriffs Office, the Emergency Management Department and the Road and Bridge Department all approved this event. A Certificate of Insurance covering this event and naming the County as an Additional Insured has been reviewed and approved. 4. The Applicant has requested the use of the Owl Creek Trail and has obtained the required Special Event Permit from the Open Space and Trails Department. The Director finds that, to the extent applicable, the application complies with the standards in Subsection 4-30-50(i) of the Land Use Code. THE DIRECTOR HEREBY APPROVES the Temporary Commercial Use/Special Event Permit for the 2010 Owl Creek Chase, subject to Applicant's compliance with each of the following conditions: All material representations made by the Applicant in the application (which shall specifically include representations made in all related supporting documents, correspondence subsequently provided by the Applicant, and representations made by phone), shall be adhered to, and considered conditions of approval, unless superseded by specific conditions in this Determination. 2. During the event, the Applicant shall place signs at all major road intersections (e.g., subdivision entrances/exits) warning motorists that there is a race in progess. Traffic marshals shall be present at all road crossings to facilitate the ability of race participants to cross intersections. 3. No emergency access shall be blocked. 4. Hired security and volunteers helping with all road crossings shall receive adequate training prior to the event. !~~'z ov- z~~~ 5. The proposed communication plan shall be tested prior to the event to assure proper utilization. 6. Pennants, banners and posters advertising the event shall not be erected more than two weeks prior to the event and must be removed within two (2) days after the termination of the event. 7. Approval to hold this activity does not imply that extra services will be provided nor does it place any additional liabilities on Pitkin County. 8. The Applicant ogees to hold harmless and indemnify Pitkin County and its staff from any liability for death, injury or properly damage occurring as a result of this activity. 9. The Applicant shall supply all necessary manpower and equipment to safely conduct this activity. 10. The Applicant shall be responsible for any and all damage to County resources and/or facilities that result from this activity. 11. All Pitkin County ordinances and Colorado statutes apply. 12. The area in which the activity takes place shall be cleaned up and restored to its prior condition. 13. The Applicant must demonstrate possession of applicable permits at all times during the permitted activity and present such permits upon request. 14. No aid stations shall be allowed on the Moore Open Space. 15. The Applicant shall submit for and obtain a Special Event Permit from the Open Space and Trails Department for the use of the Owl Creek Trail. Applicant shall abide by all terms, conditions and stipulations as required in the permit. 16. All participants in the activity agree to abide by and obey all rules and regulations of Pitkin County Open Space & Trails and any other regulations that may apply. 17. Volunteers shall man the entrances to the underpass on trail under Route 82. 18. Permission from all private land owners along the course shall be obtained. 19. Failure to comply with the conditions of approval may result in revocation of this permit. APPLICANT: City of Aspen (hereafter, "Applicant"). LOCATION: The 21 K race begins at the Snowmass Nordic Center, proceeds along the Owl Creek Trail and ends at the Aspen Valley Ski and Snowboazd Club. Only a portion of the event occurs in Unincorporated Pitkin County. BACKGROUND: The event will be held February 14, 2010 from 8 A.M. to 4 P.M. Approximately 200 people will participate with an addi$ona170 staff and volunteers. This is the 23`s annual race and the second year the Applicant has permitted with Pitkin County. REFERRAL COMMENTS: The application was referred to Tom Grady, Ellen Anderson, Open Space and Trails, and Public Works/Roads & Bridges. Ellen Anderson signed off on the application for Emergency Management. Tom Grady reviewed and approved the application for the Pitkin County Sheriff s Office. A Certificate of Insurance from the Applicant was reviewed and approved by Kris Jewkes, Risk Management. Ranger John Armstrong, Open Space and Trails, has issued a Special Events Permit for the Owl Creek Trail. The Applicant shall abide by the terms, conditions and stipulafions as required in the permit. The application has also been submitted to Snowmass Village and the City of Aspen for separate permitting. STAFF COMMENTS: Pursuant to Subsection 4-30-50(i) of the Land Use Code, Applicant must demonstrate that adequate provisions have been made for all of the following: 1. Police supervision (if necessary); 2. Public pazking; 3. Insurance; 4. Site set-up, maintenance and clean-up; 5. Emergency services; and 6. Safety of operations. /v ~ 1~ Additionally, temporary structures must wnform to applicable building codes and other County regulations. Each of these requirements is addressed, in turn, below. Police Supervision: No special provisions are deemed necessary. The Sheriffs Office has signed-off on the application. Public Parldne: Pazking will be provided at the Middle School lot with shuttles (recreational 15- passenger vans) to the start line at the Snowmass Nordic Center. The Aspen Country Day School bus will also be shuttling RFTA schedule times will be provided online and ridership encouraged. RFTA has been alerted of possible increased ridership. Insurance: The Applicant has provided adequate proof of insurance. Site Set-Uo, Mainteuauce and Clean-Un: The City of Aspen is responsible for any clean up required. This includes aid stations along the way staffed by individuals that are in radio or cell phone contact with each other as well as the race directors. Saferi of Operations: There will be four aid stations, approximately 35 volunteers and a course Marshall Each major road crossing and aid stafion will be equipped with a HAM radio operator in direct contact with the Chief of Medical. All road crossings will have crossing guards. The major road closure will have race Marshalls and TOSV officers. Signs and neighbor notices are put up in the Tiehack area and notices are published in the Snowmass Sun and other newspapers for the Owl Creek Road closure. The Owl Creek Chase is a 21 K Nordic Ski race from Snowmass to Aspen along the Owl Creek Trail. Along the route route are 3 aid stations and approximately 35 volunteers and course marshals. At each major road crossing or aid station, there is a HAM radio operator in direct contact with the Chief of Race, TD and chief of Medical and the Finish line. We have coordinated and spoken to TOSV police department for the Owl Creek Road Crossing and the Mountain Managers for Snowmass Ski area and Buttermilk Ski area. 2. Outline, in detail, the safety measures you will have in place for the event: A. Name the single point of contact public safety officials will be in communication with at all times during the event. List all means of communication and numbers/frequencies (e.g., cell phone, radio). Where will this individual be located during the event? Chain of command, Racer-volunteer-chief of medical..911 if necessary, also mountain managers have informed their mountain patrol of the event. 3) Describe event-provided emergency medical personnel, facilities and provisions for staff and participants. Dr. Niebur from Aspen Medical Care will be our Chief Medical Officer. We have also informed Ski Patorl of the event. Will your event's safety facilities (aid stations, heli-spots, etc.) be prominently and clearly marked? If so, how? Tables set up with water/1s~ aid, and will be pointed out to participants before beginning of the race. (The event may be required to supply its own Emergency Medical Services (including ambulance service), depending on the scale and risk assessment of the activities. You may contact local fire and ambulance departments, or private providers for quotes and availability.) E. There are a couple road crossings on the course that will be manned by uniformed course Marshals...the major one in Snwomass will have the help of the TSOV police deparment. What are your inclement weather contingency plans? Only postpone til later in the day if FIS and USSA temperature regulations of -4 F at race start is not met. Temporary Snowmass Road Closure On Owl Creek Road between Burnt Mountain Circle & Two Creeks Dr Sunday, February 14 10:30am -Noon for the Owl Creek Chase Nordic Event Due to increased nordic skier traffic during the Owl Creek Chase event, a small portion of Owl Creek Road between Burnt Mountain Circle and Two Creeks Drive will be closed to through traffic from 10:30am to Noon on February 14. Those needing access to Two Creeks Ski area from Snowmass Village should take Brush Creek Road through the roundabout to Highline Road. To access the Snowmass Village Mall from Owl Creek Road, please take Highline Road through the roundabout to Brush Creek.
