Noose TE I MEMORANDUM TO: Glenn Horn, Planning Department FROM: Bob Nelson, Department of Environmental Health DATE: December 15, 1988 RE: Zorr 1041 Wildlife Hazard Review Parcel #2463-144-01-006 01 Although not specifically addressed in the application documents, we assume water is to be supplied from the community water system consisting of a well, located in the subdivision and augmented by flows from a Spring. This well already serving some of the other houses in the Stark Mesa Subdivision. We are familiar with the water supply and have found it in compliance with Colorado Department of Health requirements. The Aspen/Pitkin Environmental Health Department has reviewed the above-mentioned land use submittal under authority of the Pitkin County Code, Title II, and has the following comments. S WAGE TREATMENT AND COLLECTION: Sections 2-7 and 5-200: The proposal does not indicate that the on-site wastewater disposal system is to be a septic system. Since there is little alternative for this subdivision, we will assume that this will be the situation. The other houses adjacent to the property already are served with standard septic systems and conditions were found suitable. Further, the soil type of the lot as indicated on the Soil Eel Conservation Service maps is Type 70C (A "Vail" silt loam) which has the following properties and conditions influencing the Mbd design and construction of the sewage disposal system: 1) Moderate Permeability 2) Moderate Shrink -Swell Potential Imo+ 3) 0 to 10% Course Fragments such as cobble and flagstone 4) Bedrock Formations are deep 5) Moderate limitations to the installation of septic systems are indicated in the soil description due to permeability rate Therefore, based on the adequate functioning of similar systems on lots adjacent and the soils reports, it is our conclusion that the soil should be suitable for the construction of a sewage disposal system which will comply with the Pitkin County Regulations on Individual Sewage Disposal Systems. ADEQUATE PROVISIONS FOR WATER NEEDS: Sections 2-6 and 5-205: 01 Although not specifically addressed in the application documents, we assume water is to be supplied from the community water system consisting of a well, located in the subdivision and augmented by flows from a Spring. This well already serving some of the other houses in the Stark Mesa Subdivision. We are familiar with the water supply and have found it in compliance with Colorado Department of Health requirements. 0 000003 L1 Zoor 1041 Review December 15, 1988 Page 2 The system consists of a properly sized and constructed well producing at a rate of less than 5 gallons per minute and a pipeline from the Vandventor Spring with a more reliable yield of 6 gallons per minute. The water is disinfected with chlorine and pumped one of two water storage tanks with a total capacity of 11380 gallons. It then is distributed to the seven lots through two-inch PVC water mains. We consider this to be a good rural water system which would provide a dependable water supply to a residence on this lot. A sufficient quantity of water meeting bacteriological and chemical standards, and supplied at adequate pressure is therefore available to this proposed house for domestic purposes. With the very poor likelihood of developing any individual wells in this area, it is important to clarify the source of domestic water. The applicant probably should obtain a commitment from the subdivision homeowners' association to document to the Planning Office a willingness to serve this proposed building site. With one past problem on another lot, we think it is important to demonstrate that there is an agreement between the applicant and the owners of the water system that the proposed house will definitely become a member in and be served by the existing water system and share in the cost of repair and maintenance. AIR QUALITY: Sections 2-17 and 5-106• The single-family residence is limited to one fireplace and one stove certified in compliance with the County Resolution. We expect no problems for the applicant to meet these limitations, and believe that, in this case, the wood burning has little marginal impact upon the air quality of the valley. NOISE: Section 2-23: It is not anticipated that there will be any noise problems after construction.
