I want to note for future reference on this system that the baffle walls between the chambers are of a design that is not water proof. When the tank is put together they are slid into place, and not sealed or water proofed. New models of this tank are now sealed. Changes must be approved by this Department and the engineer prior to construction. This system will serve the MAIN HOUSE. The system will consist of one 1500 gallon two-compartment tank followed by a 500 gallon dosing chamber with a simplex biotube pump vault dosing assembly. The tanks need to be properly anchored due to high groundwater. Effluent will be pressure dosed to a sand filter. The dimensions of the sand filter will be 16x45 feet. The sand must be at least 2 feet in depth, covered by 1 X" clean screened rock and 136" schedule 40 perforated PVC distribution piping as indicated in the engineer design. The mound will have a 3:1 slope. A gradation of the sand filter material must be submitted to this Department. The well must be at least 100' from the field and at least 50' from the tank. The field must also maintain a 10' setback from the property line. The existing system must be properly abandoned. This Permit must be kept on-site during installation. The engineer must do a final inspection of the installation and submit an "as -built' letter to this Department within 30 days of the final inspection, unless a longer period of time has been agreed upon, in writing. This Department must also be called for the final inspection with a minimum of 48 hours notice. Minimum horizontal distances between components of the system and physical features shall conform to the requirements of the Pitkin County OWTS Regulation. This Permit is conditioned upon the property owner(s) providing for regular inspection, cleaning, and maintenance of the system by qualified personnel, in accordance with the manufacturers recommendations and the requirements of the Pitkin County OWTS Regulation. THIS PERMIT IS EXPRESSLY CONDITIONED UPON COMPLIANCE WITH ALL REQUIREMENTS OF THE PITKIN COUNTY OWTS REGULATION, INCLUDING BUT NOT LIMITED TO THOSE CONDITIONS SPECIFIED ABOVE. The septic tank appears to be intact below the concrete tie lids and holds a volume of approximately 1000 gallons. Incoming sewage enters the tank and effluent drains to the existing field at a slow rate. No current or previous leakage from the around the top perimeter of the tank was observed. The field is probably a pipe and gravel system with 2 to 3 laterals within a 20 by 40 area. No surfacing of effluent was observed. The ground surface in the field area was dry however healthy tall green grass indicating moist subsoils was observed. The tank was recently pumped and the line were cleaned. With limited useage the system should function for the short term with weekly or bi weekly pumping of the tank. My client understands the need to obtain a permit and replace the current system in a timely manner. SE will perform work necessary to complete design, construction drawings and specifications for submittal and approval within a two week period. We will line out a suitable contractor,service provider supplier as needed to complete the installation. We will provide technical input to complete the application and the owner will deliver application and fee within the next 2 days. I visited the site on Oct 7th 20008. The septic tank appears to be cinder blocks with large concrete ties for the lid. The tank needs to be replaced, as it is in poor condition. The drain field (of unknown dimensions) appears to be directly next to the septic tank. The soil is saturated at about 1 foot in depth. The drain field appears to have failed. Based on information from B and R and my site visit, the septic system (tank and field) need to be upgraded. Due to the age of the septic system there is no soil data available, and therefore we must perform a soils test to evaluate the soils prior to designing an upgrade septic system. I would like to work with you on this project. I understand this is am critical matter, and needs to be dealt with in a timely fashion, as it is unsafe. Sopris Engineering inspected the excavations, fill materials and the installation of system components at various times during construction prior to and after final backfill. It is our understanding a construction inspection was also performed by Carla Block on the site. The system constructed on site was designed and built to serve the needs of an existing 3 -bedroom residence at 6334 State Highway 133, situated in Section 27, T 8 S, R 88 W of the 6a' P.M. Sopris Engineering performed several visits to inspect and document the as built conditions of the constructed system. We have coordinated our efforts with the contractor, Excavation Services that constructed the system. The as built conditions and installation of the new OWS components is in compliance with the permitted design specifications for the system. The System was installed in accordance with Pitkin County Regulations; the design presented in the Sopris Engineering Report and the design drawing, dated October 17, 2008. New 4" SDR -35 sewer pipe and cleanout was installed from the internal waste line to the septic tank. A 1500 -gallon three compartment concrete septic tank was installed with appropriate inlet/outlet sanitary tees and an Orenco Systems Inc., simplex bio -tube vault dosing assembly and associated piping and controls. The effluent from the septic tank pressure discharges from the third chamber pump basin chamber to the 16' by 45' mounded sand filter/soil absorption bed system. The pump discharges effluent through a single 2 -inch schedule 40 PVC transport line to a 1.5" manifold pipe connected to each custom perforated distribution pipes that extend across the length of the treatment bed from the manifold pipes. The piping and controls provide for equal pressure dosing across the field on demand. Automatic float switches including a high water float with alarm is incorporated in the system. The transport line is installed to allow the drain back of effluent to the dosing chamber. The mounded bed is equally pressure dosed through the 1.5" custom perforated distribution laterals installed with 3/16 inch orifices drilled every 3 feet oriented downward over a snap in orifice shield. Flush laterals were installed on the terminal ends of each distribution pipe and are housed in individual valve boxes. The system meets required setbacks and is installed within the general locations indicated on the plans. The exposed soils after grubbing were suitable and consistent across the field. The soils consist of slightly silty and clayey sandy gravel with cobbles. No shallow ground water, fractured bedrock, or clay hard pan was encountered. The mounded sand filter absorption field was installed at level grade in the shallow excavation with the top of the sand layer approximately 2 feet above the average surface grade. An average 6 -inch layer of sandy pit run fill material was placed in the excavation below the sand layer. A minimum 24 -inch layer of concrete sand was placed from approximately 6 -inches above the existing surface grades. The perforated distribution pipes were installed over a 6 -inch layer of 1 'h -inch screened rock placed over the sand. An additional 4 -inches of gravel was placed over the pipe. The gravel and pipe distribution layer was covered with filter fabric and backfilled with 12 to 18 inches of soil. The top center of the field is graded slightly above the perimeter finish grades to allow positive drainage off the finished surface. The old existing tank has been pumped, partially crushed and abandoned in place. The tank was backfilled with pit run soil and covered with native soil. The lid and old piping has been removed. The field has been re vegetated and will be worked as needed in the spring to re establish appropriate vegetative cover. OWS Operation and Maintenance The re establishment of vegetative cover over the field and responsibility for inspection and maintenance of the system will remain with the Lot Owner or the owners representative. 411 components of the engineered OWS shall be inspected on a regular basis and be properly maintained. The system and responsibility for repair and maintenance of the system will remain with the Owner. The OWS should require minimal maintenance. Several factors influencing the need for maintenance include: actual wastewater flows versus design flows, the volume of kitchen/domestic waste (excluding human waste and toilet paper), excessive household chemicals and other toxic liquids. The tank, absorption field and other system components should be visually inspected bi-annually for debris, damage, leaks, or other potential problems. In general, for a properly utilized system, septic tanks should be pumped and inspected every 2 - 4 years. The effluent filter should be cleaned every six months and at the time of pumping. Absorption fields should be maintained with suitable vegetative cover and kept free of root invasive plants. Positive surface drainage away from the absorption field should be maintained. The new system will be installed to replace the current system that currently has a limited capacity for continued service. Our design recommendations are based on current knowledge of the site, observation of the site conditions and information provided by others for use in supporting your application to Pitkin County. It is our understanding that Pitkin County will allow OWS upgrades and will permit a replacement system under current accepted guidelines. Our design recommendations are feasible with respect to current conditions, water usage, setback issues and geotechnical considerations. Our recommendations are in accordance with Pitkin County OWTS and the State of Colorado ISDS Regulations. Conclusions We have reviewed the existing site conditions and the existing residential improvements. The area near the north western corner of the property has been evaluated for use as a replacement treatment/absorption field area. Based on our findings we believe that the design and installation of an upgraded replacement OWS system is feasible in accordance with Pitkin County Regulations and the State of Colorado. The existing and proposed replacement system will serve the needs of the existing 3 -bedroom single-family home. Our design recommendations for an OWS include the installation of a three compartment 1500 -gallon concrete septic tank with an attached a 500 gallon dosing chamber equipped with a simplex pump biotube vault n dosing assembly and associated piping and controls. The tank and dosing system is sized to handle potential future expansion of the system up to 5 bedrooms. The system can be expanded in the future by adding additional length to the mound system and distribution piping. The primary treated effluent will discharge to a mounded pressure dosed sand filter with gravel and pipe bed type distribution system. The sand filter treatment/absorption system will provide secondary treatment of wastewater with infiltration into the ground. The system will meet all required standards and setbacks for a mounded sand filter bed system. The mounded bed treatment system can be installed over imported pit run material and the native soils. The system will meet all required setbacks and be installed within the general boundaries indicated vn the.plan. The site is situated in Section 27, T 8 S, R 88 W of the 6`s P.M. The Site comprises approximately 15 acres. The site is bounded by agricultural lands, the Crystal River and scattered single-family acreages. Existina Site Conditions The site is located on a relatively flat lower river bench sloping to the east to the Crystal River. The site has a primary single family house and several small out buildings. The site also includes a detached garage and driveway. The existing ground surface in the proposed septic development area ranges from 1% to 3%. Numerous irrigation ditches cross portions of the property to the south and west of the proposed field. The developed site and undisturbed areas are covered with grasses, weeds, scattered evergreen, cottonwood and aspen trees. The home currently has an old approximate 1000 gallon septic tank and an assumed pipe and gravel absorption field. We assume that the capacity of the field is limited by age. No surfacing is evident or reported however the backups have become more frequent requiring tank pumping and line cleaning. Q rIb-n coy kt ti Proposed Site Conditions �J 1 It is our understanding that the existing OWS is experiencing limited discharge flow capacity from the tank to the absorption field with occasional back ups. No complete failure or surfacing of effluent has been reported or observed however the tank has been periodically pumped over the last month. No proposed site improvements to the existing house are proposed. The only improvements on site will be limited to the installation of a new OWS designed based on the current usage of a typical 3 -bedroom single family home. The proposed OWS improvements will include a new septic tank with a dosing vault, simplex pump system and a new -mounded pressure dosed sand filter treatment/ absorption field. The proposed field layout, grades and underlying soil conditions will be further evaluated during construction to confum assumptions made in the following design recommendations. The new facilities are to be generally located as shown on the plan. Subsurface Conditions A previous subsurface investigation and percolation tests was conducted on June 22 & 23, 2003 by Hepworth-Pawlak Geotechnical, Inc. The report is dated June 27, 2003. The subsoil encountered at the site consists of one foot of topsoil overlying slightly silty and clayey sandy gravel with cobbles in the profile Pit to a depth of 4 feet. Clayey silt and sand was encountered in Pit 1. Groundwater was encountered at a r (�a depth of 2.5 feet in the pits. Percolation testing utilized three test holes, which yielded similar absorption rates. The average percolation rate is 13 minutes per inch, based on the average of test holes 1,2 & 3. ti Additional geotechnical evaluations will be performed during initial construction and during excavation for installation of the tank and field to provide recommendations for subsoil preparation, soil replacement as needed and placement of imported materials. 000036 O• Annette Keller SE Job No. 28153.01 October 17, 2008 Page 3 The OWS is designed based on the utilization of imported base material absorption media with imported sand filter treatment material and recovery of the treated effluent by percolation into the native alluvial soils. We recommend that a treatment sand filter media over pit run materials be used for secondary treatment and absorption to the native soils. Seasonal high groundwater levels are expected to be approximately 4-5 feet below the surface. Design Criteria The existing single story residence has three bedrooms, and a detached garage. The replacement system design is for a 3 -bedroom house. The design flow is calculated as follows: The new OWS shall be based on a minimum of 3 -bedrooms; however the system can be expanded in the future by adding additional length to the mound system and distribution piping. Mounded Absorption Field Design A site plan is provided to detail the various components of the proposed OWS. The location of the proposed mounded treatment/absorption field system is near the northwest corner of the property near the slightly up gradient location on the lot. The mound system will be built high enough to so that the system functions during seasonal high groundwater conditions. We have designed the mound with the top approximately 5 feet above the existing surface grades. Total basal area required 0= 487 S. F. 5 A total basal area of 1133 S. F. is provided at the base of the 24 inch deep sand filter layer. Treatment area design using a sand filter treatment media layer with full pressure dosing: Area required for treatment in mounded bed system: Long Term Acceptance Rate method (LTAR) Using imported course sand media yields the minimum area: LTAR maximum loading rate for sand filter = 0.95gal/S.F./day -4 A=Q/LTAR = 675/0.95 = 711 sq. ft. Use: Minimum 16' x 45' mounded absorption field or dimensions to obtain 720 sq. ft. minimum. Inspection monitoring wells ports shall be installed at both ends of the field using 4" pipe slotted within the sand layer and extending to the bottom of the placed fill. The pipes shall be capped within 6 inches of the top of the mound. This will allow for checking the performance of the system. In additional the distribution pipes at the terminal ends of the field shall include a flush lateral and ball valve installed in a valve box. These flush laterals will allow for maintenance of the pressure distribution system and provide a connection point to extend the field and piping if a future expansion is desired. In regard to the current conditions, the septic tank, risers and sewage lines must be watertight to avoid discharge of effluent and infiltration of water into the system during high ground water conditions. Based on evaluation of the site it is assumed that the proposed septic tank will be in place with variable water table levels. Therefore the tank needs to have buoyancy protection by installation of appropriate dead weight anchors with cables and/or use of an 8" concrete lid. More detailed recommendations for buoyancy compensation will be made during final layout of the system. The mound needs to be graded to prevent surface water runoff from collecting on or around the mound. Effluent Dosina Distribution System A septic tank effluent pump system will be utilized to transport effluent to the distribution manifold at the head of the distribution laterals in the bed. We recommend the use of an Orenco Systems BioTube pump vault system or approved equal. The pump system shall incorporate a simplex pump system. Automatic float switches including a high water float with alarm shall be incorporated in the system. The pump assembly and dosing chamber will be installed in the third tank compartment with 500 gallon capacity. 000033 • Annette Keller SE Job No. 28153.01 October 17, 2008 Page 5 The system will utilize a maintainable effluent filter. The transport line from the dosing pump to the absorption field shall be schedule 40 PVC with a maximum diameter of 2 inches. The transport line will be installed to allow the drain back of effluent to the dosing chamber. The mounded bed will be pressure dosed through the distribution manifold pipes. The effluent will be equally pressure dosed through 1.5" custom perforated distribution laterals running the length of the treatment bed. The perforated pipe will be Schedule 40 PVC pipe with 3/16 inch orifices drilled every 3 feet oriented downward over a snap in orifice shield. A flush lateral will be installed at the terminal end of each distribution pipe. The effluent pump shall be sized to pump at a minimum velocity of 4 ft/sec. The dosing volume shall not exceed 90 gallons. OWS Operation and Maintenance All components of the engineered OWS shall be inspected on a regular basis and be properly maintained. The system and responsibility for repair and maintenance of the system will remain with the Owner. The OWS should require minimal maintenance. Several factors influencing the need for maintenance include: actual wastewater flows versus design flows, the volume of kitchen/domestic waste (excluding human waste and toilet paper), excessive household chemicals and other toxic liquids. The tank, absorption field and other system components should be visually inspected bi-annually for debris, damage, leaks, or other potential problems. In general, for a properly utilized system, septic tanks should be pumped and inspected every 3 - 5 years. The effluent filters should be cleaned every six months and at the time of pumping. Absorption fields should be maintained with suitable cover and kept free of root invasive plants. Positive surface drainage away from the absorption field should be maintained. Construction and Inspections Prior to construction of the permitted system the engineer should be contacted by the contractor and owner well in advance to provide adequate time to discuss the system components with the contractor, answer questions, resolve any conflict issues and schedule inspection site visits based on construction progress. County Regulations require that the Design Engineers of record perform site inspections of the permitted system during construction and provide "As -Built' documentation of the installed system to the County after construction is complete. The Regulations further require site inspections and approval by the County Environmental Health Department of the exposed components of the system prior to backfilling. Therefore the County Environmental Health Department should also be contacted and notified of the construction schedule. General Notes 1) All materials and installation practices shall conform to Pitkin County Onsite Wastewater Treatemt Systems and the State of Colorado Individual Sewage Disposal Regulations. 2) All sewer lines and distribution lines in the system shall be 4" Schedule 40 or SDR -35 PVC unless specified otherwise on the plans. 3) Add a two-way clean out on the service line from the proposed house addition. 4) The contractor shall ensure that the concrete septic tank, risers and sewer lines are watertight. 5) The mounded bed area must be protected to prevent damage from vehicular or livestock traffic and must be crowned to divert drainage runoff away from the bed. 000039 H • Annette Keller SE Job No. 28153.01 October 17, 2008 Page 6 6) A pressurized distribution manifold header pipe shall be installed at the head of the field to insure equal distribution to the perforated distribution laterals. 7) The treatment and distribution media shall be %" to 1 '/2" clean screened rock. 8) The sand material utilized in the mounded treatment bed shall have an effective size between 0.25 mm and 0.6mm. The uniformity coefficient shall be 4.0 or less. Use concrete sand. 9) A final cover of soil suitable for vegetation, a minimum 4" deep, shall be placed to the finished surface grade. The mound shall be planted (sod or mulch seeding) with suitable vegetative cover. 10) Fill utilized in constructing the mound must be clean suitable fill consistent with local material and allow for percolation rates between 5 to 15 minutes per inch. Use 3 inch minus pit run. Fill materials to be approved by the engineer. 11) The Septic tank needs to be anchored to prevent movement during extreme high water events when groundwater may be present. Our design and recommendations are based upon data supplied to us by others. It should be noted, however that the development and activities of the replacement system are close to the Crystal River, which is a USGS blue -line perennial stream (see section 7-20-80(a)(1)(a) of the Code]. This creates an area where extra sensitivity should be taken to prevent degradation of riparian habitat and water quality. Based on the proposed location of the new septic system, as noted by the Environmental Health Department your proposal can be exempted from formal planning review pursuant to section 7-10- 30(b) of the 2006 Land Use Code. The Lot is however, subject to standards for development in a scenic view protection area. These standards pursuant to section 7-20-120(d), can be found in the 2006 Land Use Code. Since the septic system is located underground, the development itself is exempt from review, however, all areas which are disturbed by activities related to the septic system will need to be mitigated as noted below. Approval is granted for the replacement septic system, contingent upon the following conditions: Conditions 1. No development or activity associated with the septic system shall encroach into the 100 year or intermediate regional flood zone. 2. No development or activity associated with the septic system shall be allowed within the setback areas of the lot. 3. Removal or disturbance of vegetation in riparian or wetland buffer areas shall be avoided to the maximum extent practicable. 4. All areas disturbed by construction shall be re -vegetated with native shrubs and grasses within one growing season of the project's completion.
