The fee for a ISDS application is $330 for a permit that takes 6 hours or less for the department to approve. If approval takes re
longer than 6 hours, a rate of $55 per hour will be charged. The maximum fee is $1000. The basic fee of $330 is due at the time J

As requested, we observed the installation of the Onsite Wastewater System (OWS) for the subject site.
The system was designed in our report dated July 24, 1998 revised August 27, 1998 under Job No. 9926.
The OWS was installed to serve a three-bedroom single family residence with less than 2000 square feet of
living area. The OWS consists of a 1250 -gallon two-compartment pre -cast concrete septic tank with a
pump in the second chamber and a pressure distributed drain field consisting of 42 chambers. Power was
routed through the control panel, which included the alarm, to the pump. The components of the OWS
were installed in conformance with the plans and specification except for minor changes in location of the
OWS components.

As requested by Jennette Whitcomb of the Aspen/Pitkin County Environ-
mental Health Department (APCEHD), we have prepared a revision to the
July 24, 1998 onsite wastewater system (OWS) design. Part of the
subsurface investigation was prepared by Bob Nelson of Nelson Wastewa-
ter and Environmental Solutions (NEWS). Subsurface conditions are de-
scribed in a letter by NEWS dated July 5, 1998. We have performed two
additional percolation tests due to insufficient percolation data.
Miss Whitcomb expressed concerns with two issues: 1. Seasonal ground
water, and 2. Presoak time of the NEWS percolation test.
On Fig. 7 we indicated seasonal ground water can fluctuate within 8
feet of the ground surface. This is a typing error. We do not be-
lieve ground water will fluctuate within 8 feet of the surface a�
indicated in Revised Fig. 7.
We believe Ms. Whitcomb has misunderstood the presoak period from the
NEWS investigation. It states on a chart in the NEWS report "Water
remaining in holes after 3 -hour presoak." The percolation holes were
presoaked one day prior to percolation measurements being taken. On
the day of the percolation test a 3 hour presoak period was done prior
to the hour of data collection. The above statement refers to this
period.

The Aspen/Pitkin Environmental Health Department has reviewed the details of the
Arnold application under the authority of the Pitkin County Code Title II Land Use Code
and has the following comments.
ADEQUATE PROVISIONS FOR WATER NEEDS- Sections 2-170 and 3-110.4;
"it is the policy of the County to insure the availability of a water supply of adequate quality, quantity, pressure and dependability for fire protection
and support of a proposed land use prior to approval of the use. The County shall require land uses to hook up to existing public systems if service is
available."
This Department needs adequate information on the quantity and the quality of water
available. This can be done from tests of wells present on-site by a water engineer's or
well driller's report. The applicant must ensure that the water quality is acceptable by
having it tested by a lab such as the Snowmass Water and Sanitation District or Aspen
Consolidated Sanitation District. Water of acceptable quality and quantity has been
obtained in other lots in this area. Before a septic permit can be issued, the well must be
drilled to assure that setback requirements from the well to the sewage disposal system
can be maintained. Pitkin County Land Use Code requires that the well site be within the
building envelope.
It is recommended that low water landscaping (xeriscaping) be used and that the timing
of any sprinkler systems be decreased for low water plants. The Colorado State
University Cooperative Extension office can be contacted for more information on.
xeriscaping.
A condition of approval for this application is the receipt of information
documenting that the location of the well(s) meet setback requirements and
can be placed within the building envelope and that quantity/quality of the
well water are adequate. Without meeting these requirements a sewage
disposal system permit and building permit can not be issued.
SEWAGE TREATMENT AND COLLECTION: Sections 2-180 and 3-110.5;
"It 15 the policy of the County to ensure that adequate sewage treatment facilities are available to serve existing and new developments. Public and
private sewage disposal systems and connections to such systems shall comply with the sewage disposal guidelines of Pitkin County's Individual sewage
Disposal system Regulation."

Lots along the Crystal River area are served.by individual sewage disposal systems. All
such systems installed within Pitkin County require septic permits issued by the
Environmental Health Department, and must comply with the County's sewage disposal
regulations. To receive a septic permit, the applicant will need to submit a septic
permit application and appropriate fee with a completed Soil Data Form including
percolation test results and profile hole information. It must be possible to design an
adequate sewage disposal system before a building permit can be issued.
The Aspen/Pitkin Environmental Health Department will design the system for the
applicant as part of the permit fee, if an engineered system is not required. We
will do a site visit, advise the applicant about the best location for the system and
provide a system design. We will.determine if an engineered system is needed based on
soil test results. An engineered system is required if any one of the following conditions
exists:.a percolation rate faster than 5 mpi or slower than 60 mpi; maximum seasonal
level of the groundwater table or bedrock less than four:feet below the bottom of the
proposed absorption system; or a slope in excess of 30%. Prior to initiating any tests at
the site, the applicant should contact this office.
We believe that either a conventional or engineered sewage disposal system can be
installed, however site specific soil data will have to be obtained to determine the type'
of system to be installed. The applicant will need to adhere to minimum horizontal
setback requirements for placement of sewage disposal system components. They will
need to locate the leach field site a minimum of.100 feet from their well and from any
neighboring wells. The distance may be required to be farther from wells depending on
the number of bedrooms (or similar rooms) and the size of the home. The sewage
disposal system must be located within the building envelope. The size of the sewage
disposal system is relative to the size of the home, the number of bedrooms (or similar
rooms), and the percolation rate of the soil.
The area for the leach field should be located in an area of no traffic, planted with dry
land grass, and should not be watered. It is desirable to locate the system on a fairly
level area and downhill from the house so that the system can operate by gravity. The
applicant should refer to the Pitkin .County Sewage Regulations for detailed information,
or call our office to discuss this site.
A condition of approval for this application is the receipt and approval of
the sewage disposal permit by the Environmental Health Department before
a building permit can be issued.
WATER QUALITY IMPACTS• Sections 2-140—and 3-70.5 and 3-70.1
"It is the policy of the County to preserve and protect its present water resources, recognizing the. County's semi -arid character and that significant .
transmountain and transbasin diversions and the vested rights of senior appropriators in the basin havematerially curtailed the availability of an
already scarce water resource. To. this enol it is the policy of the County that no land use be initiated which wouIdadversely affect the quantity, quality, -
or accessibility of the County's water resources; or which would occur at the expenseof established water -dependent agricultural activities; or which
would result in increased salinization of water resources, loss of minimum stream flows, further destruction of wildlife habitat, or major expenditures
to reacquire or redistribute major water resources. it also the policy of the County to maintain a natural vegetative buffer along its surface waters
such that the surface and groundwaters of the area are not encroached upon by land usesorother human activities which could cause deteripration of
water quality or impair the natural treatment processes provided by meadows and wetlands." -
The Environmental Health Department is charged with preserving and protecting the
quality of Pitkin County's water resources. Since a large percentage of the population is

dependent upon water fro9wells, elimination of groundvv, ,er pollution, and
protection of aquifers and their drainage areas are of utmost importance. Roofs and
asphalt driveways can be nonpoint sources of water discharge which can contaminate
water supplies. This Department recommends that nonpoint sources of discharge must
be retained on the property of origin which can be accomplished through landscaping,
drainage patterns, detention ponds, and dry wells for water runoff from buildings.
Surface water and groundwater contamination can also be caused by inadequate
setback distances from sewage disposal systems to proximate wells, rivers, creeks,
ponds, and reservoirs. According to the material submitted for review, the only
consideration for this property would be the well. Minimum horizontal distances
between components of a sewage disposal system and physical features must be in
accordance with the Pitkin County Sewage Regulation.
A condition of approval for this application is that all horizontal distance
setbacks be met between the sewage disposal system and the well.
AIR QUALITY• Sections 2-130 and 3-602•

This project is not expected to contribute significantly to degradation of air quality in
Pitkin County.
The less densely populated parts of the county like the Crystal River area may have two
devices per building: a maximum of one wood burning fireplace and a second device
which can be either a gas log fireplace or a certified woodstove. In addition, unlimited
numbers of decorative gas appliances are allowed. Coal may not be burned in any
device. No wood burning device may be installed in barns or agricultural buildings. The
applicant must file a fireplace/woodstove permit with the Environmental Health
Department before the building permit will be issued.
A condition of approval for this application is the receipt and approval of
the fireplace/wood stove permit by the Environmental Health Department
before the building permit can be issued.

As requested, we prepared an onsite wastewater system (OWS) design for
the subject site. We met you and Bob Nelson of Nelson Wastewater and
Environmental Solutions (NEWS) at the site on June 22, 1998. NEWS has
investigated subsurface conditions. Subsurface conditions are de-
scribed in a letter by NEWS dated July 5, 1998. We have performed two
additional percolation tests due to insufficient percolation data in
the proposed field area. The data are presented in this report.
SITE CONDITIONS - The site is an approximate 1.37 acre lot located
south of Carbondale in Pitkin County, Colorado. The locations of the
proposed residence and percolation and profile holes are presented on
Fig. 1. The proposed field area has a moderate slope. There is a
moderate cover of grasses at the field area. A cliff exists 100 feet
to the east. The building envelope restricts development of the prop-
erty. The residence will be served by an onsite well located near the
northwest corner of the building envelope.
EXISTING AND PROPOSED CONSTRUCTION - A single family three bedroom
residence with less than 2000 square feet (SF) is proposed. The
sewage loading for a three bedroom residence with less than 2000 SF is
450 gallons per day (GPD). The sewage loading with a 1.75 peaking
factor is 788 GPD. The proposed field area includes loading from a
garbage grinder, washing machine, and dish washer. The proposed resi-
dence will be provided water by an existing onsite well. The well is
greater than 100 feet from the proposed field area.
SUBSURFACE CONDITIONS - Subsurface conditions were investigated by
excavating a profile pit and three percolation holes. NEWS performed
percolation tests on Percolation Hole 1 (P-1) through P-3. Our firm
has performed percolation tests on P-4 and P-5. Subsurface conditions
as described in NEWS's report indicate conditions consist of gray silt
loam layer of a few inches, underlain by silty loam layer with cobbles
to the maximum depth of the test pit of 8.5 feet. No free water or
bedrock was encountered. Percolation tests performed in the area of
the proposed leach field indicated percolation rates of 16 to 40
minutes per inch (MPI). The average percolation rate is 29 MPI.

RECOMMENDATIONS - We believe an OWS consisting of two septic tanks, a
pump, and a pressure distributed leach field can be installed in the
area indicated on Fig. 2. The OWS is based on an average daily flow
of 450 GPD and a percolation rate of 29 MPI.
We recommend the installation of two 1000 gallon two compartment
precast concrete septic tanks with a pump in the second compartment of
the second tank, and a pressure distributed chamber field. We believe
a pump will be required due to an elevation difference between the
outlet of the septic tank to the inlet of the leach field. The leach
field should be installed no deeper than 18 inches to the bottom of
/he chamber. If a pump is not required, a gravity system may be
utilized. However, we recommend the installation of a pressure dis-
tributed field to prolong the 'life of the OWS. We believe if this
�5 'r leach fails the leach field will need to be replaced in the same
���,,location due to limited space. We believe by installing a pressure

The leach field should consist of six rows of seven chambers for a
total of 42 chambers or 651 SF. A 2 inch PVC manifold should be ins-
talled. We recommend the installation 1 inch PVC pipe with 3/16 inch
holes facing upward spaced 10 feet on center for each line. If a
gravity system is used, 4 inch PVC pipe should be used in the field
area. The use of gravity flow will not change the field area and will
require one 1000 gallon two compartment precast concrete septic tank.
The leach field is proposed off contour due to the building envelope.
We recommend regrading the leach field area so the north and south
ends are at equal depths. The proposed OWS should be constructed
similar to Figs. 2 through 5.
-e Due to site constraints, specifically the building envelope and house
� location, a leach field of this type is suitable for a three bedroom
\ single family residence less than 2000 SF. We have discussed other
options which may allow a larger leach field to be installed, there-

9� re, allowing additional living area.
We recommend the surface of the field be seeded after installation of
v�NY the system. No lawn irrigation or sprinkler system should be installed
above the field.
v� OPERATION AND MAINTENANCE - The owner must realize an OWS is different
from public sewer service. The owner must be aware of and assume
responsibility for maintenance of the system. The system is relatively
maintenance free, but the owner must have the septic tank pumped and
the filter cleaned. We recommend the tank be pumped every two years
and the filter be cleaned (hosed off) at the time of pumping. There
are daily considerations, such as not putting plastic or other nonbio-
degradable material into the OWS. Water use must be monitored so
toilets are not allowed to run when seals malfunction. To illustrate
the point, a running toilet can consume in excess of 1000 GPD if
allowed to run. A 1000 GPD loading could flood and irreparably harm
the system. We caution against installation of a water softener. The
hydraulic loading from a water softener is detrimental to OWS. A
separate drywell should be installed for the backwash if a softener is
installed.

LIMITATIONS - An OWS design requires installation by a contractor who
is experienced in its installation. Our investigation, layout, and
recommendations are based on data submitted. If subsurface conditions
considerably different from those described in this report are encoun-
tered, we should be notified to evaluate the effect on the proposed
oWs. If modifications to this design are made by the Health Depart-
ment, we should be contacted to evaluate the impact on the performance
of our OWS design.
All construction is to be in accordance with the ISDS regulations.
Pipe type and size, burial requirements, septic tank construction, and
other specifications, which are not depicted in our report, are to
conform to the requirements of the ISDS regulations. The installer of
the system must have demonstrated a knowledge of the ISDS regulations
and requirements.
The OWS design includes one installation observation. Additional
observations are not included in the cost of this design. If there

study and percolation tests to evaluate the referenced site for a septic system for the
proposed house. We conducted this study in accordance with Article 5 of the Pitkin
County individual Sewage Disposal 5yztem. Re ation on June 18, 1998, We have based
our conclusions on the subsurface conditions encountered. We will furnish your permit
application, engineering drawings, and other submission documents, as required, to the
AspaVNkin County Environmental Health Department at our earliest opportunity in order
for you to obtain a permit to construct this individual sewage system, as specified by the
engineering firm_

This site is an undeveloped property off of and west of State Highway 133. The property
is a total of approximately 1.368 acres in size. 1t is located on a bench overlooking the
Crystal River to the East. Most of the eastern part of property is steep and difficult to
build on; however, there is an established building envelope on land with shallower
slopes. In order to locate a future absorption area for the onsite wastewater system,
County policy will require that it be located in the limited area within the building
envelope. This may necessitate a pump to deliver septic tank effluent to the possible
absorption bed, as the highest area of the envelope is the best potential area for such a
system.
A driveway and turn -around has been developed for the access and future construction of
a residence. The proposed residence is a three or four-bedroom, three and one-half
bathroom house with a walkout basement. The total living area of the main house has
been estimated to be approximately 2600 square feet.
Water to the property is to be from a drilled well. The well pad is already in place on the
property, but the well has not yet been completed.
Most of the building envelope vegetation consists of areas of oak brush and sage, with a
few pinion trees scattered, and a small open grassy meadow area within and adjacent to

the proposed leach field site. The ground surface within the building envelope slopes off
to the Northeast at a 12% grade.
Subsurface Conditions:
A soil profile pit, within the proposed absorption area, was excavated to eight and one-
half feet. The excavation revealed that no standing groundwater was present within 8 1/2
feet of the surface of the ground. Bedrock was not encountered to the depth of the profile
excavation. The soils on the property consisted of a few inch layer of gray silt loam
topsoil. Below that was a reddish silty loam layer containing some cobble to the depth of
about three feet. The remainder of the profile excavation to 8 1/2 feet consisted of a
mixture of red sandy loam and cobbles. The lower portion of the profile pit exposed
some calcareous deposits on rocks. There was some smearing and compaction of the
soils evident from the pressure of the excavating equipment, and the test holes were
slightly moist from recent rains.
The subsurface soil conditions were evaluated with the standard percolation test
procedures at the approximate locations shown on Figure 1. The test holes were
excavated by hand in the bottom of prepared shallow backhoe pits before the test and
scraped to remove the compacted soil from the sidewalls and bottom. Pour inches of
gravel were placed in the bottom of each hole before presoaking began to protect the
bottom of the hand dug test holes from fine, scoured soils accumulating. Care was taken
to reduce the amount of soil washed from the sidewalls when the water was added during
presoaking.
Percolation Testin¢:
Percolation testing was performed in the proposed absorption area, at the south end of the
building envelope. This testing was done in three shallow holes dug to a total depth of
approximately three and one half to four feet.
The percolation holes were pre-soaked by adding water approximately eight hours before
beginning the percolation test measurements it was necessary to add more water twice
during the day to maintain the level of water at from five to fourteen inches above the
bottom of each hole.
The results of the percolation testing are presented in Table 1. These results indicate the
soils have an average percolation rate of 29 minutes per inch, a satisfactory percolation
rate.
Limierions: This report has been prepared according to generally accepted practices in
this area for use for sewage disposal design purposes. The conclusions and
recommendations submitted in this report are based upon data obtained from our site
visits at the location indicated. There is some possibility that the nature and extent of
variations in the subsurface soils across the site may not have been evident at the time of

this investigation, and may need additional evaluation, if further excavation reveals
conditions different from those described. This office should be advised of any unusual
situations as soon as possible so that we may reevaluate recommendations.

particularly described on attached exhibit A. Physical well address is: 6601 Hwy 133, Carbondale, Colorado.
4) The use of ground water from this well is limited to ordinary household purposes inside a single family dwelling.
The ground water shall not be used for irrigation or other purposes.
5) The maximum pumping rate shall not exceed 15 GPM.
6) The return flow from the use of this well must be through an individual waste water disposal system of the
non -evaporative type where the water is returned to the same stream system in which the well is located.
7) This well shall be constructed not more than 200 feet from the location specified on this permit.
