Mill St. Aspen, CO. 81611 RE: 1041 Geologic Study -- Condit Property Dear- Mr. Klein: I have completed my geologic investigation, far purposes of House Pill 1041, of the appro>:imately cine acre parcel situated in the NW 1/4 of the NE 1/4, 5-ec. 34, T 8 S, R Be, W, of the Si:.th P.M. The lot lie=_ at the base of a steep hillside, approximately 1/4 of a mile east of Highway 13' as shown on the accompanying map. This is within the Mount Sopris 7 1/2 minute quadrangle, Pitkin County, Colorado. The topography of the site varies from gently to moderately west sloping terrain covered with sagebrush, pinion, and other dryland vegetation, but with patches of scrub oak. The hillside behind and to the east of the homesite is steep with several quilies eroded into the face. The building site is located very near the center of this lot, where slopes varied from 57. to 15%. Although the U.S.G.S-1 topographic mapping suggests fairly steep slopes on this site, my site specific investigation determined that the arealof the site between the proposed homesite and the existing roadway has slopes in the range of 15%. The geology of the site consists of colluvium, derived from the steep hillside above, overlying the Pennsylvanian -Permian age Maroon Formation. Outcrops on the hillside above the homesite include the Entrada Formation, the Morrison Formation and the Dakota Sandstone of the Mesozoic Era which, in this general area, dip approximately 30 degrees to the north. The colluvium consists of reddish -tan clays, silts, sands and angular fragments of sandstone. The only geologic concerns for this building site are the possibility of hydrocompactive soils in these colluvial materials, and rapid runoff from the hillside to the east. This rapid runoff appears to largely flow around the homesite to the south where there is an establiished depression; however, the rear of the home should be landscaped in a positive fashion so as to completely direct drainage around Q February 16, 1907 Condit Property Paoe Two the home to either side, but mostly toward the south. This should be accomplished by a net positive relief of as little as three feet behind the home. The Fydrocompactive potential of the soils can be routinely mitigated through the proper use of a soils engineering study at the site specific level. This engineering study should also address a perimeter drainage system around the base of the foundation which daylights toward the west,. NLlclk y to obtain off the ficant road cut ough the system Waste disposal will be accompanying leach permeable soils with n County Sanitation ecific questions, please do sincerely, Nicholas Lampiris Consulting Geologist MEMORANDUM TO: Francis Krizmanich,Planning Department FROM: Bob Nelson, Department of Environmental Health DATE: March 26, 1987 RE: Condit 1041 Geologic and Wildlife Hazard Review This department has evaluated the proposed water supply system, sewage disposal system, and other anticipated health or environ- mental implications of the referenced development in order to determine compliance with Colorado Department of Health regula- tions, local regulations, and those requirements of the Pitkin County Land Use Code under our jurisdiction. We offer the following review comments for your consideration: 1. WATER SUPPLY Water is to be supplied from a well which is located in the Crystal River alluvium of the stream bed, and already serving the other houses in the Seven Oaks Subdivision. We are familiar with the water supply and have found it in compliance with Colorado Department of Health requirements. The system consists of a properly sized and constructed well producing at a rate of 50 gallons per minute. The water is then disinfected with chlorine and pumped uphill to a water storage tank of 8000 gallons. It then is distributed to the twelve lots through two-inch water mains. We consider this to be a good rural water system which should provide a dependable water supply. A sufficient quantity of water meeting bacteriological and chemical standards, and supplied at adequate pressure is therefore available to this proposed house for domestic purposes. The subdivision homeowners' association should submit a document to the Planning Office indicating a willingness to serve this proposed building site. We think it is important to demonstrate that there is an agreement between the applicant and the owners of the water system that the house will continue to be a part of the water system and share in the cost of repair and maintenance, even though it may not be a formal part of the legally created homeowners' association. 2. SEWAGE DISPOSAL The proposal indicated that the on-site wastewater disposal system is to be a conventional septic system, designed to comply with County standards. The other houses adjacent to the property Condit 1041 Review March 26, 1987 Page 2 already are served with standard septic systems and conditions were found suitable. Further, the soil type of the lower one-half of the lot as indicated on the Soil Conservation Service maps is Type 29F (Ansari-Arie-Rock Outcrop Complex) which has the following properties and conditions influencing the design and construction of the sewage disposal system: 1) Rapid Permeability 2) Low Shrink -Swell Potential 3) 20% to 65% Course Fragments of cobble and flagstone 4) There are some limitations to the installation of septic systems due to a shallow depth to bedrock and the large stones. The Lampiris geological investigation report submitted with the application confirms the basic soil characteristics as indicated above and indicates that there should be sufficient depth to bedrock. Therefore, it is our conclusion that, other than the potential for the amount of course material (cobbly sandy loam and flaggy loam) that may present some pollution hazard, the soil should be suitable for the construction of a sewage disposal system which will comply with the Pitkin County Regulations on Individual Sewage Disposal Systems. If analysis shows the amount of course material (passing a #10 sieve) in the soil exceeds more than 30%, we may be required to request a design incorporating selected fill material. This type of system still meets regulations, and it should be possible to construct an engineered septic system even under the most difficult of conditions expected in this type of soil. 3. AIR QUALITY IMPACTS The single-family residence is limited to one fireplace and one stove certified in compliance with the County Resolution. We expect no problems for the applicant to meet these limitations, and believe that, in this case, the wood burning has little marginal impact upon the air quality of the valley. 4. WATER QUALITY IMPACTS With this type of soil with a high erosion hazard, it is impor- tant that the residential construction activities should be kept a minimum of 50 feet horizontally from the stream and revegeta- tion should be completed prior to building occupancy.
