I gave as my reasons for rejecti�g their design: 1) the regulations do not allow for surface discharge or discharge into the waters of the State; 2) If they had been allowed to discharge into the groundwater, there would be the potential health hazard of polluting the neighboring wells, and his own well. They indicate that the major problem with my recommendation is that the effluent would have to be pumped up into the field and they would just as soon stay away from a lift station. I agreed with that to a point, but on the other hand, we need to protect the aquafer from which the potable water is being drawn. They said that they would continue to work on the problem. He further indicated that Earl Balcomb from Water Pollution Control had said that the state would allow discharge into the groundwater following treatment from an sedated treatment plant, chlorinator, and sand filter, and that it was really the individual counties who had the last ward. I would assume that is where the ground water has come from. Dennis Fukai's lot next door does not have that problem. I looked at the shed that Bob had indicated the well was in, it was locked, and I could see no sign of a well through the windows, nor could I find any indication of power being run to that building. If his well is in that building, Fukai is going to have to change the location of his proposed system. The recommendation that I will make to Smart is either an evapo-transpiration system or if he can build his bed on top of the ground with four feet of soil between it and the groundwater. I did not approve the system for the following reasons: (1) it needs 4" caste iron pipe from the tank to the house, and they have 3". (2) The electrical equipment should be hooked up and ready to operate before we give final approval. (3) A standard tee should run into the distribution manifold rather than the "Y" they are presently using, so as to more equally distribute the solids into the distribution manifold. I left a pink slip with one of the Uorkmen, Dave Nelson. I drew in a diagram of the system, but won't final it until another inspection is made. 8/26 --All violations corrected, and system finalled.
