The mid - valley congregation will use the land for a new house of worship. "We see this as the exchanging of one Flock for another — the Gredigs are moving their sheep farm further west and Grace Church is moving her 'flock' over to the old farm," said the Rev. Terry Maner, pastor of Grace Church. The ranch is located at the '"f" intersection on Emma Road, just downvalley from the old Emma school and across Highway 82 from the old Emma store. Much of the site is obscured by a high wooden fence but the classic old ranch house is visible jutting up like a pyramid. The Gredigs moved their sheep ranch to the Debeque area. The sale closed on Sept. 25 at a price in excess of $1 million, according to Wayne Starr, an elder in the con- gregation. The church took posses- sion of the property on Nov. 25. Starr said the Grace Church was created in October 2002 by remain- ing members of the former Basalt Bible Church congregation. The Basalt Bible Church sold its church, located along Highway 82 between Basalt and El Jebel, to the Alpine Christian Fellowship and Academy for its expanding servic- es and school. ■ See Ranch on page 7 -Aaw nch— ■ cettf/naed from page 3 Once that sale was completed, mem- bers of the Grace Church started meeting on Sundays at the Eagle County Coninni- nity Center. This Purchase gives them a chance to have their own "home" again. A detailed plan will be submitted to Pitkin County in 45 to 60 days. Starr said the Gredigs' property was listed for several years. The county currently owns a half -acre section of the land right next to the old school. That site will be reclaimed as meadow; a site on the southeast corner will be offered to the county for sale, according to Stan.. Grace Church envisions using the property for more than worship on Sun- days. There will be a main gathering Place capable of hosting community service events and activities, a communi- ty garden for contributing to local food banks and a small community -style chapel for reflection and small gather- ings. Facilities on the property will include a historic park, sanctuary (main church), accessory office and classroom, a caretaker dwelling unit, and a creekside chapel. Approximately 1.1 acre will be made available to Pitkin County Public Works for relocation of their fueling depot. The Pitkin County Environmental Health Department has reviewed the details of the Grace Church Special Review application under the authority of the Pitkin County Land Use Code and has the following comments. ADEQUATE PROVISIONS FOR WATER NEEDS: Sections 2-170 and 3-70-100: The applicant has stated that a community water system will be constructed. A community water system is defined by a system that serves at least 15 service connections used by year- round residents of the area served by the system or regularly serves at least 25 year round residents. Given the application did not mention full time residents aside from the caretaker, the water system would more appropriately be considered a transient, non -community system. A transient, non -community system is defined as a non -community water system which does not serve 25 or more of the same people for 60 or more days per year. These definitions come from the Colorado Primary Drinking Water Regulations, effective January 30, 1999. Allnon- community water systems must be approved and permitted by the State of Colorado Water Quality Control Division. This process can be lengthy; therefore, the state should be contacted as soon as possible. The applicant must document to the Environmental Health Department that any well(s) on the property meet required setback distances from the septic system(s) prior to issuance of septic system permits and building permits. Pitkin County Land Use Code requires that the well site be within the building envelope. The applicant should ensure that the water quality is acceptable by having it tested by a lab for bacteria (coliform). This can be done locally at the Snowmass Water and Sanitation District or Aspen Consolidated Sanitation District. ^1 Pnn� vl an Pnyr4rl PuPe� /\I 0 0 We recommend low water landscaping (xeriscaping), with the timing of any sprinkler systems decreased for low water plants. Contact the Colorado State University Cooperative Extension office or Denver Water Board for more information on xeriscaping. Condition of approval: The applicant must provide plans for the non -community water system to both the County Environmental Health Department and State of Colorado Water Quality Control Division. Approvals and associated permits must come from the State of Colorado Water Quality Control Division. SEWAGE TREATMENT AND COLLECTION: Sections 2-180 and 3-110-050: The applicant has stated that the facilities on the campus will be served by Individual Sewage Disposal Systems. It is difficult to determine the potential flow on the campus based on the information provided in the application. Each facility must be sited for specific uses and the flows assessed accordingly. It was stated, however, that domestic water usage would be between 2000-3500 gallons per day. Systems on one parcel handling flows exceeding 2000 gallons per day must be approved and permitted through State of Colorado Water Quality Control Division. There are several options for sewage disposal on the property. 1) Check into the feasibility of connecting into an existing sewage treatment plant and becoming part of that metropolitan district. 2) Work with the Water Quality Control Division to develop plans for a wastewater treatment plan on-site. 3) Separate Individual Sewage Disposal Systems on the parcel, each not to exceed 2000 gallons per day, providing adequate zone of influence between each system, and meeting sufficient setbacks from water wells and water courses. If Individual Sewage Disposal Systems are chosen as an option, profile holes in the areas of the proposed systems will need to be evaluated at a time of high groundwater or spring runoff. Soil testing was done in early November, when groundwater influence is minimal. All systems installed within Pitkin County require septic permits issued by the Environmental Health Department, and the State of Colorado, if applicable. The County cannot issue building permits until a septic system permits have been obtained. Condition of approval: The applicant must present actual uses for the facilities on the campus so flows can be assessed. Design of the system(s) must comply with state and local regulations. WATER RESOURCES IMPACTS: Sections 2-140 and 3-70-050 and 3-70-100: This application should not impact down stream water quality if the setbacks between the septic system and physical features comply with the Pitkin County Individual Sewage Disposal Regulations. The Environmental Health Department's mission includes to preserving and protecting the quality of Pitkin County's water resources. Since a large percentage of the population is ' � PnmN an M�c4d hpe. dependent upon water from wells, elimination of groundwater pollution, and protection of aquifers and their drainage areas are of utmost importance. Roofs and asphalt areas can be non - point sources of water discharge that can contaminate water supplies. This Department recommends that non -point sources of discharge be retained on the property of origin. To accomplish this, the owner can use landscaping, drainage patterns, detention ponds, and/or dry wells for containment of water runoff from buildings. AIR OUALITY: Sections 2-130 and 3-60-020: This project is expected to generate more vehicle trips to the parcel than past uses, and therefore contribute to an increase of PM10. The Environmental Health Department is working to develop a cash -in -lieu program that would generate funds that would be pooled and earmarked for PM10 mitigation purposes. It is planned that the cash -in -lieu formula will be reasonable, have a rational basis and be uniformly applied throughout the County. Based on the assumption that the program will be instituted, the subdivision agreement could require that each lot owner make a PM10 cash -in -lieu payment to the County prior to issuance of a building permit for their respective residence. Should the program not be instituted, the applicant should cooperate with the Department to determine an alternative, mutually acceptable mitigation proposal. CONDITION OF APPROVAL: Work with the Environmental Health Department to determine an approximate number of vehicle trips which will impact the area. A PM - 10 mitigation plan developed following evaluation of impact. FUGITIVE DUST CONDITION OF APPROVAL: A Fugitive Dust Control Plan for Land Development must be completed and submitted to the Environmental Health Department for approval. CONFORMANCE WITH OTHER ENVIRONMENTAL HEALTH LAWS: The Grace Church parcel includes 1.1 acre for Pitkin County to relocate its fueling station. This fueling station is addressed in a separate application. CONDITION OF APPROVAL: Please see comments associated with the Pitkin County application for the fueling station. NOISE CONDITION OF APPROVAL: Construction work must comply with the Pitkin County Noise Abatement Ordinance. This includes the provision that no construction noise is allowed in residential districts between the hours of 7 pm and 7 am, and no noise is allowed on Sundays and federal holidays.
