Sopris Creek Road, Basalt, CO 81621 Dear Susan, In order for you to obtain a permit to construct an individual sewage system, some decisions need to be resolved with respect to the final location of the house and the sewage disposal system. We hope that, in light of the requirements detailed below, you will be able to reach some conclusions on the sewage system absorption area location. Proposed Construction: The proposed residence is to be a modular three-bedroom house with two baths placed on a full foundation that is proposed to contain a large garage and an attached one bedroom, one bath caretaker unit of about 700 square feet. It is estimated that the total living area for both units will be approximately 3300 square feet. The proposed building footprint was staked at the time of our site investigations for this report. Minimum Pitkin County Requirements: It is our opinion that the minimum Pitkin County requirements for this septic system installation are to be based on an average daily wastewater flow of 800 gallons per day for the four bedroom residence. This flow would require a minimum septic tank volume of 1750 gallons and a minimum of 886 square feet of standard gravel -filled absorption trench or seepage bed area. Further, the peak flow of 175% of average daily flow, 1400 gallons per day, results in an increase in the minimum separation distances from the well heads and the stream to the installed absorption area. Each is increased by 32 feet over the minimum specified in Table II of the Individual Sewage Disposal System Regulation. Therefore, the minimum horizontal distances of 132 feet between the well and the absorption area and 82 feet between the stream and the absorption area will be required by Article 7-3(2) of the County regulations. As we mentioned, you may also want to line the active irrigation ditch just below the house site to reduce this minimum horizontal setback to 25 feet. The horizontal separation distance from the septic system absorption area to West Sopris Creek may necessitate that you relocate your preferred absorption field site and/or the proposed location of the house. This relocation could actually provide a better absorption area further from the well and active water courses. Moving up the hill to relocate the absorption area also provides another potential advantage. Other locations on the property than the one investigated up to this time are believed to be affected less by surface runoff and will be farther above any potential groundwater table. There is adequate area on the property above the swale to locate a sewage disposal system absorption field meeting all horizontal distance separations. By pumping up from the current staked house location or by moving the location of the proposed residence up toward the road from that currently shown on your site plan, you should be able to conform with the minimum horizontal distance separations specified by regulations. In any case, you should make sure that the building envelope, to be established in the 1041 review through the planning department, includes sufficient area for the absorption field and a replacement area, if necessary, for use in the future. A total area of 2500 square feet should be delineated and set aside to accommodate all of the components of the septic system. It is also possible that a second percolation test may be considered necessary if the proposed location of the sewage system differs from the area in which the test holes were located. We would be available to perform this test if it is requested, after reviewing the location options with the Environmental Health Department. Sopris Creek Road, Basalt, CO 81621 Dear Susan, As requested, Nelson Environmental and Wastewater Solutions, Ltd., has done the soils percolation testing to evaluate the feasibility and a possible location and configuration of a septic system for a proposed residence at the site. This study was conducted according to Article 5 of the Pitkin County Individual Sewage Disposal System Regulation on April 17, 1996 in the area preferred for the location of the onsite wastewater absorption system. We have based our recommendations on the subsurface conditions encountered at that time. Please furnished this letter and copies of the enclosed data sheets to the Aspen/Pitkin Environmental Health Department. Proposed Construction: The proposed residence is to be a modular three-bedroom house with two baths placed on a full foundation that is proposed to contain a large garage and an attached one bedroom, one bath caretaker unit of about 700 square feet. Site Conditions: This site is in the Nydstrom Subdivision, overlooking West Sopris Creek to the South along the property line. There is an existing well drilled on the property that has not yet been completely developed. Another abandoned, cased well is located near the creek. The property is approximately 2 and 2/3 acres in size. Most of the lot consists of a large meadow sloping gently toward the creek. The proposed absorption area is covered with scrub vegetation, with grasses and weeds predominating. There are some large cottonwood trees and willows around the creek. The ground surface of the property appears natural and slopes to the Southeast at a 12% grade. In the area of the property that you have indicated is the preferred location for the absorption field, there is a swale. A live irrigation ditch traverses this area at the toe of the slope, above the area evaluated for the septic system absorption site and just below the staked house location. May 4, 1996 Page 2 traverses the property to the South of the proposed absorption area. It appears to be abandoned. Subsurface Conditions: A soil profile, within fifteen feet of the proposed absorption area, was excavated. This excavation revealed that no standing groundwater was present within eight feet of the surface of the ground. Bedrock was not encountered to a depth of eight feet. The soils on the property consisted of a ten inch layer of dark gray silty clay topsoil, a darker grayish -brown sandy silt layer with small gravel, cobbles and claystone fragments, two to eight inches in diameter, and, below that was a lighter tan, sandy gravel layer to the depth of profile excavation at 8 feet. The sandier strata had a considerable fraction of gravel and larger cobble rock and there was some iron oxide deposits on the rocks below five feet. The layers of soil exhibited little tendency to swell when wet. The subsurface soil conditions were evaluated with the standard percolation test procedures at the approximate locations shown on Figure 1. The test holes were excavated by hand before the test and covered with plywood prevent freezing. Four inches of gravel were placed in the bottom of each hole before presoaking began to protect the bottom of the hand dug test holes from fine, scoured soil off the sidewalls when the water was added.. Percolation Testing: Percolation testing was performed in the preferred location of the proposed absorption area, South of the building site and Southwest of the well. This testing was done in the three shallow holes dug to a depth of approximately thirty-six inches. The percolation holes were pre-soaked before our testing by adding five gallons of water the evening before and, again, adding water for approximately eight hours before beginning the percolation test measurements. The percolation test holes were refilled as necessary to maintain the level of water from about ten to fourteen inches above the bottom of the hole. The results of the percolation testing are presented in Table I. These results indicate the soils have an average percolation rate of 10 minutes per inch, a satisfactory percolation rate under Pitkin County criteria. `'P 0 Campbell Residence Percolation Tests Nydstrom Subdivision Tract 73, Sections 24, Township 8 South, Range 87 West of the 6th P.M. May 4, 1996 Page 3 Limitations: This report has been prepared according to generally accepted practices in this area for use for sewage disposal system design purposes. The conclusions and recommendations submitted in this report are based upon data obtained from our site visits at the location indicated. There is some possibility that the nature and extent of variations in the subsurface soil across the site may not have been evident during our investigations, and may require additional evaluation. If further excavation reveals conditions different from those described, this office should be advised of the situation as soon as possible, so we may reevaluate our recommendations. Likewise if the system is to be relocated, please advise us of the changes and the possible need for a second percolation test. Box 264 Basalt, CO. 81621 RE: West Sopris Creek Property, ISDS Location Dear Susan: I wanted to provide you a brief recap of our conversation regarding the placement of an Individual Sewage Disposal System (ISDS) on your property in the Nydstrom Subdivision in Wust Sopris Creek. As we discussed during our site visit on June 14th and as reflected in Bob Nelson's correspondence to you dated June 5, 1996, the proposed ISDS location, downslope of the currently staked house location, is constrained by its proximity to both the well head and West Sopris Creek. As indicated in Bob's letter, setback distances from both the well and creek can be reduced under the regulations if it can be demonstrated by a Registered Professional Engineer that thu required setbacks are not necessary to prevent contamination. As I indicated this morning, I would not hesitate to certify that the setback from the wellhead will be adequate in the proposed location to prevent contamination of the water supply. Given the ISDS siting and its connection to the Immediate influence of the groundwater relative to West Sopris Creek, the discharge plume would not effect the well drawing water from a depth of 80 to 100 feet. West Sopris Creek, on the other hand, creates more difficult problems in certifying that it would not be impacted by the proposed ISDS location. I undertook a review of the County's resource maps regarding the flood hazard associated with West Sopris Creek. Briefly stated, the flood hazard mapping of West Sopris Creek is limited and, at best, is likely to raise questions about the actual flood hazard conditions through the south portion of the property. As we noted in our site visit, the small draw where the ISDS test pits were located may, at one time, have been a bend in the creek bed from which the creek has since migrated. Standing on the site, It was my impression that West Sopris Creek is very close in elevation to the draw where the test pits were. A detailed, site specific flood hazard analysis, including extensive field survey and in -office computer modeling, might indicate that the creek could jump over into the old bed alignment in the event of a true 100 -year flood. County regulations also preclude placement of an ISDS system in the floodplain and they would likely require the additional analysis to verify that the system would not be in the flood hazard area. Without conferring with our survey department regarding the feasibility or time associated with surveying the necessary cross-sections in the dense vegetation along the creek, I would expect a full flood hazard analysis of the lower site to be in the $5,000 to $6,000 range. Such costs, I expect, begin to suggest other potentially less expensive solutions. Assuming that the currently staked siting of the house is your primary choice relative to the existing County road and the creek, the ISDS could be located above the homesite within the building envelope. The only disadvantage to this option is that sewage would need to be pumped to the bed site involving the installation of a pump vault within the house and related plumbing, controls and electrical connection. I don't deal with them often, but I would expect a fully installed sump system to be in the range of $2,000 to $3,000 including wiring and related hardware. Sometimes two pump (duplex) systems are used to increase reliability by having a second pump in the event one fails. Sump systems have some minor maintenance ramifications and, of course, are subject to occasional interruptions in service due to mechanical or electrical failures. Sump vaults are certainly common and generally reliable, however, and parts and repairs are not a difficult problem. 2. Relocate the house itself up slope. The second option, of course, is to relocate the house up the slope and move the bed area up to the current vicinity of the house site. This option keeps the system a gravity flow system, keeping the construction costs and maintenance issues down. The disadvantage may be changing the house site both closer to the road and further from the creek. I'm sorry we couldn't reach a better initial conclusion on the creek setback but I feel you'd end up spending a lot more money on a flood hazard study with the potential of actually proving that the lower ISDS site is unacceptable relative to County regulations. All vegetation shall be removed within 10 feet of proposed structures. Brush shall be thinned and standing dead or dead down trees shall be removed for a distance of 35 feet upslope and 35 feet downslope of proposed structures to break up the vertical and horizontal continuity of the fuel. C. Spacing between clumps of brush and vegetation within the 35 foot perimeters shall be a minimum of two times the height of the fuel. Maximum diameter of the clumps shall be two times the height of the fuel. All measurements shall be from the edges of the crowns of the fuel. d. All branches from trees and brush within the stated perimeters shall be pruned to a height of 10 feet above the ground. e. Tree crown separation within the perimeters shall have a minimum of 10 feet between the edges of the crowns. f. ADEQUATE PROVISIONS FOR WATER NEEDS: Sections 2-170 and 3-110.4: 'It is the policy of the County to Insure the availability of a water supply of adequate quality, quantity, pressure and dependability for fire protection and support of a proposed land use prior to approval of the use. The County shall require land uses to hook up to existing public systems if service is available' To determine the adequacy of water supply, this Department needs a copy of the well pump test that shows the well produces 10 gallons per minute. If 10 gallons per minute is the adjudicated yield, a pump test must be done. The applicant must ensure that the water quality is acceptable by having it tested by a lab such as the Snowmass Water and Sanitation District or Aspen Consolidated Sanitation District and a copy of these results given to this Department at the time of applying for a sewage disposal system application. Since the well has already been drilled, it will be important to plan the location of the sewage disposal system to assure that setback requirements from the well to the sewage disposal system can be maintained. There is an existing well on the property. The location of the well was not shown on the site plan provided, but it is believed that the well is located outside of the proposed building envelope. It is recommended that low water landscaping (xeriscaping) be used and that the timing of any sprinkler systems be decreased for low water plants. The Colorado State University Cooperative Extension office can be contacted for more information on xeriscaping. Conditions of approval for this application are 1) receipt of a well pump test report showing the well produces enough water; 2) receipt of information documenting that the location of the well(s) meet setback requirements; 43 and 3) a bacteriological water test is completed and the results given to this Department. Without meeting these requirements a sewage disposal system permit and building permit can not be issued. SEWAGE TREATMENT AND COLLECTION: Sections 2-180 and 3-110.5: -It is the policy of the county to ensure that adequate sewage treatment facilities are available to serve existing and new developments. Public and private sewage disposal systems and connections to such systems shall comply with the sewage disposal guidelines of Pitkin County's Individual Sewage Disposal System Regulation." Lots in the West Sopris Creek area are served by individual sewage disposal systems. All such systems installed within Pitkin County require septic permits issued by the Environmental Health Department, and must comply with the County's sewage disposal regulations. To receive a septic permit, the applicant will need to submit a septic permit application and appropriate fee with a completed soil data information including percolation test results and profile hole information, as well as site plan and building floor plans. It must be possible to design an adequate sewage disposal system before a building permit can be issued. The Aspen/Pitkin Environmental Health Department will design the system for the applicant as part of the permit fee, if an engineered system is not required. We will do a site visit, advise the applicant about the best location for the system and provide a system design. We will determine if an engineered system is needed based on soil test results. An engineered system is required if any one of the following conditions exists: a percolation rate faster than 5 mpi or slower than 60 mpi; maximum seasonal level of the groundwater table or bedrock less than four feet below the bottom of the proposed absorption system; or a slope in excess of 30%. Prior to initiating any tests at the site, the applicant should contact this office. I have already been supplied with a soil report, including a perc test for this site. I have also inspected the 8 ft. profile hole, which was free of bedrock and ground water. Based on the percolation test results and soil profile results, a conventional sewage disposal system is possible to be installed. Although the location of the test holes is not the exact location of where the applicant is proposing to place the leachfield, the soils were consistent and I believe the perc rate to be consistent as well. The applicants will need to adhere to minimum horizontal setback requirements for placement of sewage disposal system components. They will need to locate the leach field site a minimum of 100 feet from their well and from any neighboring wells. The number of bedrooms and rooms of similar size as well as the size of the home will determine the exact distance required. For example, a home of 2,595 sq. ft. with 4 bedrooms or rooms of similar size would have to be a minimum of 132 ft. from any wells. This home would need to be 82 ft. from the creek and irrigation ditches. If irrigation ditches are lined in accordance with the Pitkin County Individual Sewage Disposal System Regulation, the ditch could be within 10 ft. of a sewage disposal system (other than a seepage pit). These figures are based on the regulation used in 1996. If there is a different regulation in effect at the time that the sewage disposal system is permitted, the requirements may be different. disposal system and physical features must be in accordance with the Pitkin County Sewage Regulation. This Department reserves the right to require water quality sampling at the homeowner's expense. This department will need to be provided with proof that the sewage disposal system will not be installed in a flood plane. Conditions of approval for this application are 1) that all setbacks be maintained between sewage disposal system components and wells, rivers, creeks, ditches, water lines, ponds and reservoirs; and 2) proof is provided that the location of the sewage disposal system will not be installed in the flood plane. AIR QUALITY: Sections 2-130 and 3-602: -only that development is permitted which will not contribute significantly to degradation of air quality. This project is not expected to contribute significantly to degradation of air quality in Pitkin County. The applicant must file a fireplace/woodstove permit with the Environmental Health Department before the building permit will be issued. The less densely populated parts of the county like the West Sopris Creek area may have two devices per building: a maximum of one wood burning fireplace and a second device which can be either a gas log fireplace or a certified woodstove. In addition, unlimited numbers of decorative gas appliances are allowed. Coal may not be burned in any device. No wood burning device may be installed in barns or agricultural buildings. A condition of approval for this application is the receipt and approval of the fireplace/woodstove permit by the Environmental Health Department before the building permit can be issued. CONFORMANCE WITH OTHER ENVIRONMENTAL HEALTH LAWS: Section 2-70: -It is the policy of the County to ensure that no use or tlevelopment of land is permitted which is in violation of the laws of the County, the State of Colorado, or the United States Of America.' This Department is not aware of any issues of concern regarding other environmental health laws. The applicant will need to adhere to minimum horizontal setback requirements for placement of septic system components which may be a problem to fit in the proposed building envelope. Since the location of the well was not provided, and it appears that the site plan that was provided has been reduced, and therefore the scale is not accurate, it would be difficult to determine whether setback distances to the well can be achieved. At the time that the applicant submits the necessary information for the sewage disposal system permit, accurate information on all pertinent features must be provided. Enclosed is a copy of the setback chart. The area for the leach field should be located in an area of no traffic, planted with dry land grass, and should not be watered. It is desirable to locate the system downhill from the house so that the system can operate by gravity. If this cannot be attained, a pump may be used to move the wastewater. The applicant should refer to the Pitkin County Sewage Regulations for detailed information, or call our office to discuss this site. If the well permit states that the sewage disposal system must be of the non- evaporative type where the water is returned to the same stream system in which the well is located, a completely lined field, such as an eva po-tra nspi ration bed, is not allowed unless the applicant contacts the Colorado Division of Water Resources and a new well permit is in place or a plan of augmentation is created.
