OF PITKIN COUNTY, COLORADO, AUTHORIZING AMENDMENTS TO THE
BYLAWS OF THE HEALTHY RIVERS AND STREAMS FUND CITIZENS
ADVISORY BOARD
RESOLUTION NO. ~~el -2010
1. On May l3, 2009, the Board of Cou~lty Commissioners of Pitkin County
approved the adoption of the bylaws of the Healthy Rivers and Streams Citizens
Advisory Board via Resolution #34-2Q09.
2. Pursuant to Article IV Sectioi~ 3. Qualifications of the bylaws; five ~ne~nbers of
the Board shall be residents of Pitkin County and shall be appointed fro~n each of the five
Pitkin County com~nissioner districts, if possible, and shall reside in the district
througho~rt the term.
The bylaws do not address a change in residency after a men~ber is appointed.
4. The Board feels it is in the best interest of the citizens of Pitkin Couilty to amend
the bylaws to allow for an appointed board member whose residency qualification
changes during their term b~it still re~~~ains in the Roaring Fork Valley watershed to
remain on the board and fulfill their term.
5. The Board further finds that said board member may be eligible to be reappointed
to the Board by the BOCC.
NOW, THEREFORE, BE IT RESOLVED that the Board of County
Commissioners of Pitkin County, Colorado hereby approves the amendments to the
bylaws of tlle Healthy Rivers and Streams Fund Citizens Advisory Board deleting tl~e
requirement in Article IV Section 3. Qualiticatio-1s that requires a member to reside in the
district throughout their term and to allow for a residency change thereby adding a new
Section 6 u»der Article IV to the bylaws. Such sections shall now read as follows:
ARTICLE 1V Section 3. Quali~'ications
Five nleinbers of the Board shall be residents of Pitkin County. Of these five members,
one inember shall be appoiilted from each of the five Pitkin County commissioner
districts, if possible. The two remaining members must be residents of the Roaring Fork
Valley watershed. A Board member shall hold no office or appointment in any County or
municipality nor be employed by any County or municipality during the term of the
appointment.

ARTICLE IV Section 6. Membership
Should an appointed Board Member's residency change during their term but the Board
Member remain a resident of the Roaring Fork Valley watershed, such member may
continue to serve their term as originally appointed and -nay be reappointed for
subsequent terms at the discretion of the Board of County Commissioners.
