We understood that the application would be dealt with fully within 30 days (per the Aspen Pitkin Website). We have been emailing some of the relevant departments/stakeholders extensively but it would seem that some of you have only recently been asked to review our application. We have organised a number of other major events in the valley (Ruggerfest, World Cup Downhill, etc) and we are really trying to do our best to create new events which will bring people and business to the Roaring Fork Valley. This event titled the Aspen Valley Marathon will in 2010 be a half marathon but the intention is to build this into a larger event by running a full marathon in 2011. We have the full support of the City of Basalt who see the event as a good way to promote the area We are now concerned that time is running out for our July 10 event as there is much work to do should we receive official approval for this special event. It will be a practical impossibility to organise this type of event in less than a month and we would therefore urge you to contact each other (and us) regarding the event as soon as possible. We hope that we can proceed with the 2010 Aspen Valley Marathon and look forward to having a final decision on the event as soon as possible. This is the first in what is planned as an annual event. We anticipate approximately 250 participants. We anticipate that only 100 of those riders will go as far as Woody Creek. We will have total of 60+ volunteers. 40 volunteers dedicated to the medical and safety aspects of the ride. In addition we will have another 20 volunteers supporting the rest stops and functions at at Two Rivers Park. Approximately 20 of those volunteers will be along the Pitkin County portion of the ride. The ride is round trip starting at Two Rivers Park and following the Rio Grande Trail. Riders have options to ride to one of four destinations: CMC Park & Ride, Carbondale, Basalt, or Woody Creek Tavern. (See Medical and Safety Plan) At three of the locations we will have a rest stop which will include: first aid capability, refreshment s, water and porta potty. At the CMC Park & Ride location we will have refreshments and water. There will be five porta potties, one each located at: Two Rivers Park, CMC Park & Ride, Carbondale Park & Ride, Basalt High Parking lot, and Woody Creek Tavern. No Alcohol will be served at this event. A picnic lunch will be served at Two Rivers Park. We already have permit, etc. for Two Rivers Park. At each of the rest stops there will be a fold out canopy tent, tables, and chairs for the people in charge of the rest stop. We are in the process of securing a general liability insurance policy covering claims which may arise from the event. Participants will also sign a waiver(attached) at the time of registration. The insurance policy will name Pitkin County as an additional insured, its officers, employees and agents. Coverage will be maintained for the duration of the event including set up and dismantle dates with a coverage of one million dollars ($1,000,000) per occurrence/$1,000,000 aggregate. We have been in contact with other local jurisdictions along the route including Glenwood Springs, Pitkin County Open Space and Trails, and RFTA. Train operations in this corridor ceased in phases, between the 1960's and the mid -1990's. We will be riding on a portion of the 44 miles of continuous multi -use trail, completely protected from vehicular traffic, except at intersections. The route is on hard surface with roughly a 2% grade the entire way. Our portion of the ride has an approximately 1,500 foot elevation gain. The ride starts in Two Rivers Park at the confluence of the Colorado and Roaring Fork Rivers. Much of the trail passes through woodlands high above the Roaring Fork River. The trail meanders by pastures, cows, horses, and scenic ranch lands while surrounded by the majestic Rocky Mountains. I understand and agree that situations may arise during the event which may be beyond the control of the Releasees, and I must continually ride and otherwise participate so as to neither endanger myself nor others. I accept responsibility for the condition and adequacy of my equipment, any equipment provided for my use, and my conduct in connection with this event. I will wear a helmet which satisfies the requirements of the Releasees' Racing Rules or Regulations and that can protect against serious head injury, and assume all responsibility and liability for the selection of such a helmet. I have no physical or medical condition which would endanger myself or others if I participate in this event, or would interfere with my ability to safely participate in this event. I agree, for myself and my Successors, that the above representations are contractually binding, and are not mere recitals, and that should I or my Successors assert a claim contrary to what I have agreed to in this contract, the claiming party shall be liable for the expenses (including legal fees) incurred by the Releasees in defending the claims. This contract may not be modified orally, and a waiver or modification of any provision shall not be construed as a waiver or modification of any other provision herein or as a consent to any subsequent waiver or modification. I consent to the release by any third party to Releasees and their insurance carriers of my name and medical information that may relate solely to any injury or death I may suffer arising from the event. Every term and provision of this contract is intended to be severable. If any one or more of them is found to be unenforceable or invalid, that shall not affect the other terms and provisions, which shall remain binding and enforceable. Signature of Parent or Guardian IZ Fin's Spin Medical and Safety Plan Scope: This plan is to provide a reasonable degree of medical response to potential injuries and accidents that may be incurred during the Fin's Spin bike ride fundraiser. This event is a single day event, scheduled for August 71h, 2010. The event will start at 0800 hours and will last until approximately 1700 hours the same day. The event will include a bike ride along the Rio Grande Trail system starting and ending in Two Rivers Park in Glenwood Springs. The riders will return to the park and will be served a lunch. No alcohol is being served by the event sponsors. There are four legs to the ride which include a 13, 22, 44, and 65 mile round trip ride. It is anticipated that a smaller portion of the riders will choose the longer leg and will most likely be done by the more experienced riders. There will be a staggered start with those riders participating in the long ride going first. There are several emergency response authorities with jurisdiction along the trail system. Specific to emergency medical response includes the Glenwood Springs Fire Department, Carbondale and Rural Fire District, Basalt Fire Protection District, and the Aspen Valley Ambulance District. It is the intent to utilize the services of these organizations only in the event of an emergency and in that event, they would be activated through the established protocols of the 911 system. Event sponsors will provide and insure additional trained volunteers for the purpose of initial emergency care and assistance. There will be both mobile personnel and fixed personnel with the sole responsibility of providing assistance in the event of an accident. Purpose: The purpose of this medical and safety plan is to specify the parameters for which event personnel will work, respond, and inter act with event participants and the emergency response authorities. The plan will provide for aid stations, communications, and procedures for dealing with emergencies. I. Fixed Locations. It is the plan of the event sponsors to provide four fixed locations for the purpose of providing aid as necessary. These locations will be staffed with a minimum of one individual whose duties are specific to emergency response. These individuals will have a level of training and experience suitable for this task. The "Medical and Safety Coordinator" will have a mast list of individual names, certifications, and contact information — as will others on an as needed basis. The aid stations will have a minimum of first aid supplies suitable for attending to minor injuries. Staff responsible will be instructed to use the 911 system for any life threatening 13 situations that may arise. The aid stations will also provide for other basic needs including water and nutrition. Each aid station will have a designated phone number specific for use in an emergency and a staff contact name. this individual will be identified by a staff shirt specific to the emergency providers. The aid stations will also be utilized as the coordinating location / command post for any emergency response. The locations for the aid stations are as follows and are depicted on the attached maps. Station 1. Two Rivers Park Station 2. RFTA park and ride location in Carbondale Station 3 Basalt High School Station 4. Woody Creek Tavern Station 1 will be in operation for the entire time the event is on going. Station 2 from 0830 to 1400. Station 3. 0900 to 1400 hours, and Station 4 from 1000 to 1400 hours. It is anticipated that all support services on the trail itself will be concluded by 1400 hours the day of the event. In the event that an ambulance is needed several access points are available on the trail system. Depending on where an accident may occur we would defer to the local response authority's operational procedures for access to the trail system. One additional rest station will be provided at the CMC Park and ride. This station is to accommodate the riders who choose to only do the shortest loop. Other than water and nutrition items this station will not be manned by medical staff. II. Mobile Operations It is the goal of this medical plan to place additional medic response personnel on the trail during the times of 0800 —1400 hours. These personnel will be identified with the emergency provider staff shirt and will be equipped with phone, and first aid supplies for rendering aid. The mobile medics will patrol on bikes in designated areas of the trail and will coordinate any emergency response with the appropriate aid station. In the event of a serious incident they will directly call 911 and give the dispatch center the appropriate information. All mobile medics will be trained to at least a First Responder level or above. It is the intent of the plan that all medical volunteers will be covered under the event insurance and will be acting outside of their respective home departments as volunteers. The mobile medics will dispatch from the appropriate aid stations and will be in operations for the same time frames as the aid stations. Station 1 again will remain open for the entire event and will have personnel available. H III. Safety Plan Promotion of the safety of our participants and the safety of the general public in and around our event is paramount. Our largest concern with the event in regard to safety is the control of the intersections where the Rio Grande Trail crosses over major intersections. Most local riders are aware of this potential hazard however those visiting from other areas will most likely not be aware of these intersections. As such we have identified 15 intersections and or locations where we will provide personnel to assist in the safe flow of bike traffic. It is not our intention to interfere with any motor vehicle traffic. As such our primary objective will be to provide "crossing guards" at all of the identified crossings who will observe the traffic flows and warn or stop the bike riders if traffic is present in the intersections. We will provide one crossing guard on each side of the road to facilitate safe crossings. Each crossing guard will be provided with a high visibility vest and a warning sign for the riders. These individuals will be responsible for notifying the riders of traffic hazards and assisting in the activation of crossing lights where provided. The following intersections from Glenwood to Woody Creek have been identified as requiring personnel: 23`d Street and Grand Avenue 27th Street and Grand Avenue 154 Road and the Buffalo Valley Restaurant 154 Road at the West Bank turn off of Hwy 82 154 Road at the CMC turn off of Hwy 82 133 and the Rio Grande Trail County Rd. 100 and Main Street, Carbondale The Emma Rd and the Rio Grande Trail Basalt High School Approximately 5.64 miles from BHS and Lower River Rd. Approximately 6.98 miles from BHS and Lower River Rd Approximately 7.28 miles from BHS and River Rd.
