The intent of this letter is to clarify that the county's sign-off on the state application is merely an acknowledgement of your plans to pursue an onsite system and does not imply approval of the design itself or any associated development to the Castle property. Your request for continued Castle tours has been approved contingent on the plan and timeline submitted by Sopris Engineering. Several of the items listed on your timeline below will require some work with county departments, and we would like to clarify the steps so as to avoid any confusion. APPLICANT: Redstone Castle (hereafter, "Applicant"). LOCATION: Redstone Castle in Redstone, CO. BACKGROUND: The Applicant continues to work with Environmental Health on their Septic iss1ues. The Castle last received a permit to conduct tours in October 2009. REFERRAL COMMENTS: The application was referred to Tom Grady, Ellen Anderson, Carbondale Fve, and Environmental Health. Ellen Anderson, the PCSO and Cazbondale Fire reviewed and approved the application. A Certificate of Insurance was provided by the Applicant and approved. Environmental Health approved the application (see attached Memorandum from Carla Ostberg). STAFF COMMENTS: Pursuant to Subsection 4-30-50(i) of the Land Use Code, Applicant must demonstrate that adequate provisions have been made for all of the following: 1. Police supervision (if necessary); 2. Public pazking; 3. Insurance; 4. Site set-up, maintenance and clean-up; 5. Emergency services; and 6. Safety of operations. Additionally, temporary structures must conform to applicable building codes and other County regulations. Each of these requirements is addressed, in turn, below. Police Supervision: No special provisions are deemed necessary. The Sheriffs Office has signed-off on the application. Public Parkine: Parking at the Redstone Castle will be on private property. Insurance: Applicant has provided adequate proof of insurance. The Applicant has request the {{~~ permit ~t`o run until December 31, 2010. The current Certificate of Insurance listing the County as ~V!sl;Q~ Ji 3'~ an additional assured expires June 1, 2010. Applicant shall submit proof of renewal no later than May 15, 2010. DISCUSSION: The Pitkin County Environmental Health Department has reviewed the details of the Redstone Castle Tour Application under the authority of the Pitkin County OWTS Regulation and has the following comments. After pursuing the feasibility of consolidating with Redstone Water and Sanitation District, it has been determined that it will be cost prohibitive. The plan and timeline has been updated in a letter submitted by Sopris Engineering dated April 14, 2010 proceeding with the submittal of a design for aState-permitted onsite wastewater treatment system with design flows of approximately 7100 gallons per day to serve the current and future development of the Castle facilities and operations. Highlighted below are benchmarks that are to be accomplished during this application timeframe (prior to December 31, 2010). • Prior to April 23, 2010, send completed Site Application to State; • Prior to May 30, 2010, obtain verbal approval of Site Application from District Engineer and submit application for Surface Water Discharge Permit; Prior to June 30, 2010, obtain written approval of Site Application and formally submit Design Review Application to District Engineer; • Prior to August 1, 2010, obtain verbal approval of Design Review Application from District Engineer and begin discussions with Pitkin County for expanded usage of facilities; and • Prior to September 30, 2010, obtain written approval of Design Review Application and continue discussions with Pitkin County regarding placement of onsite wastewater treatment facilities and future usage at Castle.
